CALL TO ORDER a. Recoqnize Alternates Chairperson Bailey called the meeting to order at 6:01 p.m. Bailey recognized Tom Gill as alternate for John Weihe of Coralville. Bailey recognized Jean Schnake as alternate for Henry Herwig of Coralville. Bailey recognized Louise From as alternate for Erling Anderson of University Heights. b. Consider approval of meetinq minutes It was moved by Correia and seconded by Stutsman to approve the meeting minutes of August 30, 2006. The motion carried unanimously. c. Discuss board meetinq time and location After discussion, it was moved by Correia and seconded by Stutsman to establish 6:00 p.m. as the permanent meeting time for JCCOG Urbanized Area Policy Board meetings, and that the meetings will be alternated between Iowa City City Hall and Coralville City Hall. The motion carried with Champion and O'Donnell voting no. The Board also concurred that it was important to continue taping the meetings for rebroadcast. d. Set date of next meetinq After discussion Chairperson Bailey declared that the next JCCOG Urbanized Area Policy Board meeting would be Wednesday, December 13, at 6:00 p.m. at Coralville City Hall. After discussion Bailey declared that the January 2007 meeting of the JCCOG Urbanized Area Policy Board would be held at 6:00 p.m. on Wednesday, January 24, at Iowa City City Hall. 2. PUBLIC DISCUSSION There was no public discussion. 3. ADMINISTRATION a. Consider action on modifications to the JCCOG public comment process Yapp reviewed the four principal elements of the JCCOG public comment process and highlighted the minor modifications which were being recommended. Bailey asked who JCCOG Urbanized Area Policy Board Minutes October 25, 2006 Page 2 specifically were the "directly affected property owners" referred to in the second item. Yapp replied owners of property where an arterial street was proposed. Elliott asked why regular mail was used instead of e-mail. Davidson stated that the mailings were typically only one or two pages but that staff would begin using e-mail to the degree possible. Sullivan asked if people could sign up for JCCOG news releases and Yapp replied yes. Sullivan asked if additional organizations could be on the notification list and Yapp replied yes. It was moved by Correia and seconded by Potter to approve the JCCOG public comment process as presented. The motion carried unanimously. b. Consider action on further study of the proposed JCCOG Arterial Street Plan amendment to add the extension of Foreverqreen Road between 1 ih Avenue and Dubuque Street Davidson summarized the action at the August 30 board meeting and reviewed the proposed scope of work for the consultant-assisted follow-up study that the Board had asked for. Davidson reviewed the elements of continuing with the existing consultant, Earth Tech, and the option to begin the study over completely with a new Request for Proposals. Davidson reviewed the associated expense issues. Davidson stated the focus of the follow-up study would be on producing the information required for the JCCOG Urbanized Area Policy Board to reconsider the proposed Arterial Street Plan amendment. Davidson reviewed the elements of the proposed public input process. Bailey asked about the extension of Oakdale Boulevard east to Dubuque Street. Davidson stated that this area was currently in unincorporated Johnson County, but that he believed the City of Coralville was committed to annexing this area and constructing the street extension. Gill stated that he would also like to have Iowa City staff persons assist with the proposed Forevergreen Road extension study. Champion asked if a new consultant could be hired, but use the existing work completed by Earth Tech. Davidson stated this was unlikely because of liability issues for the new consultant. Davidson stated the recommendation from the JCCOG Transportation Technical Advisory Committee was to continue working with Earth Tech. Davidson stated he was familiar with Earth Tech's work and supported continuing to work with them. Davidson asked for clarification of the Board's preference with respect to the study committee that would assist the consultant. Davidson stated the typical model was for staff from JCCOG entities to assist the consultant and that it was not customary for elected officials or the public to be involved in this committee. The Board did not direct Davidson to include any additional persons. Elliott stated that process was the issue, not the firm that was used for the study. Wozniak asked for clarification of the difference between the two study scenarios. Davidson stated that the decreased expense in continuing to work with Earth Tech was due to Earth Tech being able to use work completed on the preceding study. Bailey asked if there were any members of the public who would like to comment. Darrell Granner of Stony Point stated that he represented the Citizens for Sensible Development and that their group wanted to assist with the study. Granner stated that it was true that it would cost more money to go back to square one, but that it was necessary to get it right. Granner stated cost was not the only issue. Granner stated there was concern about the Earth Tech report and that the Board should consider another consultant. Larry Schroeder of Southview Drive NE asked if the Earth Tech study looked at the area east of North Liberty Road that was proposed for annexation into Coralville. Davidson replied that the principal concern of the earlier Earth Tech study was the area between 1ih Avenue and North Liberty Road, but the study assumed the road would continue further east to Dubuque Street. Dan Gerot of Johnston Way stated that the Board should throw out the Earth Tech study and think about 100 years in the future. Arisha Vitsinany stated that the Board should examine North Liberty Road between 7:30 and 8:00 a.m. and use common sense. JCCOG Urbanized Area Policy Board Minutes October 25,2006 Page 3 Bob Welsh asked for clarification of who has authority for arterial street planning. Davidson stated that the JCCOG Urbanized Area Policy Board is enabled by federal legislation to be the authority for arterial street planning in the Iowa City Urbanized Area. Dan Stark asked about impact of public transit on the planning process. Davidson stated that transit was taken into consideration in the arterial street model used by JCCOG by assuming a certain percentage of trips use public transit. Elliott clarified that the JCCOG Urbanized Area Policy Board did not have authority over the annexation of the Scanlon Farm by Coralville. Mark Hamer stated he represented Citizens for Sensible Development and that they wanted to be part of the planning process. Champion moved that the Board direct staff to start from scratch and issue a new RFP for the proposed study. The motion was seconded by Wozniak. Bailey asked for clarification of if Earth Tech would still be able to propose on the study and Davidson replied yes. Stutsman stated she was not prepared to commit the County to fund the proposed study and that would have to be a decision of the Johnson County Board of Supervisors. Schnake asked that the extension of Oakdale Boulevard be taken into consideration. Bailey asked if Coralville intended to complete Oakdale Boulevard and Schnake replied yes and identified the constraints to doing so. Wozniak stated he questioned the typical cost model of the benefiting communities funding the study, and stated that the proposed Forevergreen Road extension would provide traffic circulation for the entire community. Davidson clarified that the cost sharing issue was open to scrutiny by the JCCOG Urbanized Area Policy Board and that there was no set policy, only typical past practice. Elliott stated he felt it was appropriate for all JCCOG entities to participate financially. Stutsman stated that she did not wish to focus on Forevergreen Road and that the focus should be on the extension of Oakdale Boulevard. Gill stated that both should be considered. Potter stated that developers should pay to construct Forevergreen Road and that this model was being used in Tiffin to construct Oakdale Boulevard. Bailey called for a vote on the motion, and the motion carried 8-5 with Bailey, Gill, Schnake, Elliott, and O'Donnell voting no. Bailey stated that Coralville and North Liberty should report back at the December JCCOG Urbanized Area Policy Board meeting in terms of their intentions regarding funding of the proposed study. c. Update on Joint Emerqency Response Communication Center Subcommittee Davidson reviewed ongoing activities of the JCCOG Joint Emergency Response Communication Center Subcommittee and stated that a final report would be presented to the Board at the December meeting. Davidson stated he appreciated the cooperative attitude of the subcommittee members. Davidson stated it would ultimately be up to the Iowa City City Council and the Johnson County Board of Supervisors to determine if they wish to cease operation of the two existing emergency response communication systems and begin work on phasing in a joint system. d. Update on passenqer rail study; consider authorizinq Executive Director to siqn Memorandums of Understandinq with the railroads Davidson reviewed ongoing activities with the passenger rail study being conducted with the City of City Rapids. Davidson stated he was pleased with the final report and that the final presentation was tentatively scheduled for 4:00 p.m., Thursday, December 7, at Kirkwood Community College at Iowa Hall on the Cedar Rapids campus. Davidson reviewed the essential service components evaluated in the study. Ricketts asked why the Memorandums of Understanding needed to be executed with the railroads before the Board had seen the final report. Davidson stated this was not necessary. Davidson clarified that the Memorandums of Understanding did not commit anyone to a particular course of action. They were more of a statement of cooperation between the participating entities. It was moved by O'Donnell and JCCOG Urbanized Area Policy Board Minutes October 25, 2006 Page 4 seconded by Sullivan to authorize the Executive Director to sign the Memorandums of Understanding with the CRANDIC Railroad and the Iowa Interstate Railroad. The motion carried with Ricketts voting no. e. Discuss urbanized area inclusionary housinq policy Correia reviewed the October 16 work session of the Iowa City City Council and asked if there was interest by other entities of JCCOG in an inclusionary housing policy. Correia stated the presentation from Iowa City Planning Director Karin Franklin was videotaped for rebroadcast. Bailey stated that an inclusionary housing policy would be better if other municipalities were involved. Sullivan asked what time schedule was needed for response and Bailey replied one month. Champion stated affordable housing was a county-wide problem. f. Information from the Executive Director Davidson reviewed the new legislation requiring any entity established by 28(E) agreement to publish Official Actions in a newspaper of general circulation. Davidson stated this new law applied to JCCOG and would begin with the Official Actions of the October 25, 2006 meeting. After discussion the Board concurred with the use of the Iowa City Press Citizen as the newspaper of general circulation. 4. HUMAN SERVICES PLANNING a. Report on Johnson County Consortium on Successful Aqinq Severson reviewed the planning event held by the Johnson County Consortium on Successful Aging on September 19, 2006. Severson reviewed the three initiatives selected for immediate implementation and stated that JCCOG would be involved in creating resources for seniors in Johnson County which detailed what transportation services were available. Severson stated she would keep the Board apprised of developments. b. Update on human service aqency quarterly performance reports Severson reviewed the quarterly reporting which would be required of human service agencies receiving local government funding beginning with first quarter FY07. Severson stated summary reports would be prepared for Coralville, Iowa City, and Johnson County. c. Update on FY08 ioint human service aqency fundinq process Severson reviewed changes in the human services funding review process for the FY08 budget. Severson stated Coralville, Iowa City, and Johnson County would be reviewing written information and that Johnson County would also be having informational presentations throughout the year. Severson stated she would attempt to produce whatever information was needed for decision making. 5. TRANSPORTATION PLANNING a. Consider action on distribution of Federal Transit Administration Small Transit Intensive Communities fundinq Neumann outlined the evolution of the JCCOG transit operating assistance distribution formula since 1981. Neumann stated the Board needed to decide how Small Transit Intensive Communities (STIC) funding would be distributed between Coralville Transit, Iowa City Transit and CAMBUS. Ricketts stated he had never thought it was fair that fare revenue was included as a separate factor in the formula, and that the reasons for doing so were no longer relevant. Ricketts stated that Iowa City Transit has a free-fare route. Ricketts stated that the University provides a significant amount of Iowa City Transit and Coralville Transit fare revenue through the JCCOG Urbanized Area Policy Board Minutes October 25,2006 Page 5 subsidized monthly pass program. Ricketts stated that now was the time to make the formula right again. Ricketts stated there was a great relationship between the three transit systems. Elliott asked Ricketts if a compromise formula was acceptable that would use the old formula for the regular federal transit operating assistance and remove fare revenue as a separate formula factor for the STIC money. Ricketts stated that it was a step in the right direction. Champion asked for elaboration on how CAMBUS was funded. Ricketts replied the student fee was the principle source of funds and parking revenue was the second highest source of funds. Correia asked if the CAMBUS system used entirely non-union student drivers and Ricketts replied yes. From asked if CAMBUS stopped in University Heights. Ricketts replied that they did not, at the request of Iowa City Transit. Champion stated that Ricketts made valid points in terms of his justification for CAMBUS to receive a higher percentage of the STIC funding since it was performance based. Bailey asked if it was typical for university transit systems to receive federal transit operating assistance. Ricketts replied it was not typical but that CAMBUS had been part of the Iowa City Urbanized Area transit system since the beginning, and this was not the case in other university communities. Sullivan stated he would still like to see the transit systems consolidated and perhaps this was a first step. Elliott moved and Ricketts seconded to use the existing JCCOG formula for regular federal transit operating assistance and to delete fare revenue as a formula factor for the STIC funds. Bailey and Correia stated that Iowa City Transit had increased service based on the projected additional funding. O'Donnell stated he liked using the old formula for all of the federal transit operating assistance. Elliott stated he believed it was valid for CAMBUS to get a higher amount of the STIC funds since they were generated from transit system performance factors. Gill stated he believed the existing formula should be used for all of the federal transit operating assistance. Bailey called for a roll call vote and the motion was defeated 6-7 with From, Stutsman, Bailey, Sullivan, Gill, Schnake, and O'Donnell voting no. It was moved by Gill and seconded by O'Donnell to use the current JCCOG federal transit operating assistance formula for regular transit operating assistance plus the STIC funds. The motion carried 11-2 with Ricketts and Wozniak voting no: b. Consider approval of amendments to the FY07-10 JCCOG TIP; Iowa City Transit and CAMBUS proiects Neumann reviewed the proposed amendments which included New Freedoms program operating and capital funds for Iowa City Transit; changing the number of 40 foot heavy duty buses for expansion from 3 to 2 for Iowa City Transit; moving the replacement of the CAMBUS maintenance facility from FY07 of FY08; and changing the CAMBUS ITS systems development hardware/software from 32 vehicles to 29 vehicles. It was moved by Stutsman and seconded by Correia to approve the amendments as presented. The motion carried unanimously. c. Consider action on modification of the JCCOG transportation plannino boundary Williams reviewed the proposed amendments to the JCCOG long-range transportation planning boundary. Williams stated the basis for the transportation planning boundary has typically been the area where cities have committed to providing municipal utilities as part of their long-range growth. Williams stated the proposed changes were because of planned street extensions and annexations that go beyond the gravity sewer service line. It was moved by Correia and seconded by Sullivan to approve the modifications to the JCCOG transportation planning boundary as proposed. Schnake asked if JCCOG could conduct some of the Forevergreen Road extension study which had been proposed for consultant assistance. Davidson clarified that JCCOG could perform the traffic analysis in the FY08 work program but that a consultant would need to be hired for the engineering and environmental analysis of proposed road alignments. Elliott asked if the proposed transportation planning boundary adjustments were consistent with the proposed JCCOG Urbanized Area Policy Board Minutes October 25, 2006 Page 6 extension of Forevergreen Road and Davidson replied yes. The motion carried unanimously. Davidson stated JCCOG would notify ECICOG of the change in the JCCOG transportation planning boundary. d. Consider adoption of a Complete Streets policy Ralston reviewed the proposed Complete Streets policy and stated that it was formalization of policies that JCCOG was for the most part already following. Ralston reviewed the proposed exceptions to the policy and stated these would be considered by the JCCOG Urbanized Area Policy Board at the time projects were considered for funding. Sullivan stated he did not like the second exception. Mark Wyatt, North Liberty resident, stated he did not like the third exception. Wyatt stated that all streets should accommodate pedestrians and bicycles regardless of nearby pedestrian and bicycle accommodations. Bob Welsh stated that the proposed Complete Streets policy was consistent with the Livable Communities Initiative. Yapp clarified what was meant by "alternative, nearby" facilities and stated that this would be open to interpretation. Correia and Champion asked for clarification as to whether or not the recently completed extension of First Avenue was a Complete Street and Yapp replied yes. Champion asked if downtown streets were considered Complete Streets and Yapp replied he thought they were because they allow both pedestrians and bicyclists. It was moved by Gill and seconded by Stutsman to adopt the Complete Streets policy for JCCOG funded projects with exception 1 (bicyclists and pedestrians prohibited by law) and exception 2 (costs excessively disproportionate to need or probable use/at least 20% of overall project cost) but not adoption of exception 3 (nearby alternative facility). The motion carried with Elliott voting no. e. Report from JCCOG Reqional Trails and Bicyclinq Committee on bicycle accommodation in the Iowa City Central Business District Yapp stated this item did not require official action from the Board but that the JCCOG Regional Trails and Bicycling Committee had discussed the issue and wished to have the summary of their discussion forwarded to JCCOG Transportation Technical Advisory Committee and JCCOG Urbanized Area Policy Board. Accommodating bicyclists and pedestrians will continue to be an issue as street corridors are proposed for reconstruction. The Complete Streets Policy reinforces this. Yapp stated that no recommendation was provided regarding bicycre accommodation in the Iowa City Central Business District. f. Status report on the update of the JCCOG Lonq-Ranqe Multi-Modal Transportation Plan Yapp reviewed recent activities of the JCCOG Transportation Technical Advisory Committee on approving existing conditions data to be used in the update of the JCCOG Long-Range Multi- Modal Transportation Plan. Yapp stated the materials would be available shortly on the JCCOG website. Davidson stated that he believed the urbanized area land use maps were the first ever produced. Bailey asked about public input during the development of the update of the Long- Range Multi-Modal Transportation Plan and Yapp explained that public input would occur throughout the process. Bailey asked that the Board be kept informed of public input opportunities. Stutsman asked if the land use information would be presented to the County for their land use plan update and Yapp stated he would make sure that the County planning and zoning staff received the information. Carol Spaziani of the Johnson County League of Women Voters stated that the League appreciated the production of the urbanized area wide land use map and that the League of Women Voters hoped to participate in the public comment portion of the plan update. g. To: JCCOG Urbanized Area Policy Board From: Jeff Davidson~U Re: Agenda Item 3(a): Proposed JCCOG Arterial Street Plan amendment to add the extension of Forevergreen Road between 1 th Avenue and Dubuque Street. At the August JCCOG Urbanized Area Policy Board meeting the Board defeated a proposal to add the extension of Forevergreen Road between 1 th Avenue and Dubuque Street to the JCCOG Arterial Street Plan. The Board determined that you did not feel the process which had been followed in evaluating the proposed corridor alignment was adequate. You also did not feel that an adequate analysis had been conducted of existing traffic issues in the vicinity, particularly on North Liberty Road and Dubuque Street. You outlined your desires for a study that would enhance opportunities for public input, provide an engineered concept alignment for the proposed extension of Forevergreen Road including evaluation of environmental factors, and provide a traffic analysis of adjacent existing roadways. JCCOG staff was directed to develop a consultant-assisted proposal for such a study. At the October JCCOG Urbanized Area Policy Board meeting you considered two proposals; to continue working with the existing consultant that had been engaged by the Cities of Coralville and North Liberty, or to start over with a new RFP for consultant proposals. On an 8-5 vote, the Board determined you wished to begin the process over with a new RFP. You asked Coralville and North Liberty representatives to address this matter with their complete city councils and report back at the December meeting on the prospect for funding the estimated $135,000 expense of such a project. I have not received any information regarding this matter from Coralville or North Liberty representatives. Based on information I read in the newspaper, I did find the attached resolution on the City of North Liberty website. The newspaper indicated this rel?olution was approved by the North Liberty City Council. Hopefully, North Liberty's JCCOG representative can elaborate on the intent of the resolution. A statement such as, "the County would greatly benefit from an overarching, comprehensive study of all area roads, traffic impacts, and probable growth areas to locate the most beneficial placement of arterial roadways" seems to apply to our ongoing planning associated with the existing JCCOG Arterial Street Plan. The resolution seems fairly clear, however, that the City of North Liberty does not believe that the extension of Forevergreen Road between 12th Avenue and Dubuque Street should be a foregone conclusion. JCCOG staff is currently proceeding as though it is a foregone conclusion and that the issue is where the road should be located. Please be prepared to discuss this matter at the December meeting and provide guidance to staff. On December 13 the State of Iowa City Development Board is scheduled to meet to discuss the proposed annexations by Coralville and North Liberty which impact the Forevergreen Road extension discussion. Hopefully we will have additional information about the status of the annexations on which to base your decision on how to proceed regarding Forevergreen Road. jccogadml agd/fg reen-ext.doc Comprehensive Transportation Study. Resolution No. 06-237 RESOLUTION REQUESTING THAT THE JOHNSON COUNTY COUNCIL OF GOVERNMENTS BOARD ACT TO COORDINATE A COMPREHENSIVE TRANSPORTATION STUDY FOR THE ENTIRE AREA AND COMMITTING THE CITY TO FUND THE CITY OF NORTH LIBERTY'S SHARE OF THE COST FOR THIS STUDY. Whereas, Johnson County, Iowa and its municipalities have experienced tremendous growth in recent years, and Whereas, it is in the best interest of all Johnson County municipalities and governmental entities to coordinate, cooperate, and join together on endeavors beneficial for the entirety of the area, and Whereas, these communities and the County would greatly benefit from an overarching, comprehensive study of all area roads, traffic impacts, and probable growth areas to locate the most beneficial placement of arterial roadways, and Whereas, the placement of any road will have impacts on property owners, government services, and the environment, and Whereas, it is crucial that all decisions regarding infrastructure needs, including roads, are conducted with the needs of all affected parties in mind from the onset, and Whereas, in North Liberty, as well as Coralville, Iowa City, Tiffin, and the unincorporated areas of Johnson County unprecedented growth requires arterial roads to be planned, designed, and built in an open, collaborative, and studious manner, and Whereas, the original arterial road study ofForevergreen Road was deemed to not meet this open, collaborative and studious test by numerous citizens, as well as, the Johnson County Council of Governments (JCCOG), and Whereas, JCCOG agreed that an overarching study of the entire growth areas of the aforementioned entities was needed, and Whereas, JCCOG agreed that the costs ofthis overarching study should be borne fairly by all communities, and Whereas, the proposed study that was approved by JCCOG on October 25,2006 does not meet the spirit of these earlier JCCOG discussions, and Whereas the October 25,2006 approved study presupposes that Forevergreen Road will be an arterial road, and Whereas, an overarching study ofthe area may determine that other roads, including Oakdale Boulevard, may be better suited arterial roads, and Whereas, an overarching study of the area should be done first to identify the most viable choices for an arterial roadway, and Whereas, once the best arterial road or roads are identified then a second study should be commissioned as to the actual location and design of said road or roads, and Whereas, the October 25,2006 approved Forevergreen Road study bears a substantial cost, and Whereas, North Liberty is willing to fairly contribute with all entities on an overarching study of the entire area, and Whereas, the overarching study will be less costly than the current proposal that includes actual placement and design ofForevergreen Road, and Whereas, an overarching study may conclude that a Forevergreen Road arterial road is not needed, thus squandering the substantial funds that would be appropriated to determine an actual location and design ofthat roadway, and Whereas, at the October 25, 2006, JCCOG meeting, members again expressed interest at sharing the costs of studying the entire area, and Whereas, this shared interest and willingness to collaborate should be seen as a positive for the entire county and should be encouraged, and Whereas North Liberty has increasingly made efforts to work with our governmental counterparts to achieve what is best for all people of Johnson County, and Whereas, North Liberty asks the JCCOG board to consider in all its decisions what is fair and right for all the people ofthe County. Now, hereby, be it resolved that North Liberty desires an overarching, comprehensive study be done of all major growth areas of Johnson County to determine the best candidates for arterial roadways with no preconceptions that any particular undesignated, and yet to be named, arterial road will be an arterial road before such overarching study is completed. May it further be resolved that North Liberty is ofthe opinion that the cost for this overarching study be borne fairly by all interested and affected governmental entities in the area. Accordingly, we follow the City of Iowa City's budget process, and ultimately the Iowa City City Council has control of all administrative issues pertaining to JCCOG-salaries, benefits, travel policies, information technology services, et al. The other entities of JCCOG have agreed to this arrangement through 28E agreement. The JCCOG Board's purview is the scope of services provided by JCCOG. The FY08 budget has been prepared according to the program modifications which were made by the JCCOG Urbanized Area Policy Board last year. I had hoped to have some preliminary budget numbers to present to you, but these are not yet available from the City of Iowa City Finance Department. Corridor lobbying trip to Washington, D.C. I have been contacted by the Chambers of Commerce at both ends of the Cedar Rapids-Iowa City corridor regarding preparation of information for the annual lobbying trip to Washington, D.C. The City of Iowa City has asked us to prepare the visual materials for handouts and this has been completed. City of Cedar Rapids representatives have indicated that they will request funding for elements of the passenger rail study; hopefully our end of the corridor will support that project as well. JCCOG will be happy to assist any JCCOG member entities with preparation of materials for the lobbying trip. I put out some feelers about further coordination of lobbying efforts at the JCCOG level but did not receive any response. Feel free to contact us if you need any assistance. 2. Reconstruction of Iowa Highway 1 between Iowa City and Solon. We have received additional information from the Iowa Department of Transportation regarding their plans for the reconstruction and upgrade of Iowa Highway 1 between Iowa City and Solon. A preliminary planning study has been prepared and will be further refined over the winter. JCCOG will receive additional information regarding this project at a screening meeting which is scheduled for January 2007. A specific request was to have the Human Services Coordinator collect and review quarterly performance information reported by the agencies that receive funding from Coralville, Iowa City, and Johnson County. Each quarter, JCCOG will issue a summary report assessing agency performance. The human service agencies received instructions on what information is to be submitted each quarter at a meeting held in June 2006. The quarterly reporting includes the mission statement of the agency; a brief description of services provided; and two or three measurable goals/objectives that the agency can be assessed on throughout the fiscal year. Also, board minutes and financial reports are submitted each quarter. My first quarter 07 assessment reports have been distributed to the Coralville and Iowa City City Councils. The Johnson County Social Services Coordinator will be forwarding her assessment to the Johnson County Board of Supervisors. This is a 59% increase from the FY06 apportionment. The increase is due to the addition of $463,440 in Small Transit Intensive Communities (STIC) funding. Thanks again to all JCCOG entities who participated in funding of this study. We have a nice combination of things involving passenger rail service which can be accomplished immediately; things which are feasible in the short term future; and things which may be feasible in the long range future. To no one's surprise, funding will be an issue. Both ends of the Cedar Rapids-Iowa City corridor will need to decide if the investment to make passenger rail service feasible is a high enough priority compared to all the other projects we would like to accomplish. I have put together a Power Point presentation which takes the consultant's technical report and puts it into a format which is more easily understood to the general public. This is the presentation which will be made to the 15-in-5 Committee on December 7. If you would like, I would be glad to make this presentation to the JCCOG Urbanized Area Policy Board on January 24. This information includes the Arterial Street Plan, Trails Plan, High Collision Locations Map, Environmental Features Map and information, Transit Routes Map, Special-Needs Housing Locations, and other similar maps related to the transportation network. This information is posted on the JCCOG website at www.jccog.org. The Long Range Plan is a requirement of the U.S. Department of Transportation for all urbanized areas receiving federal funding. The Long Range Plan is required to be updated every five years. From now through February 2007, staff will be drafting individual sections of the plan and posting them on the website for public input. We will begin notifying the JCCOG public input organizations once sections start to be posted on the website. Iowa DOT staff had requested we complete sections of the plan in more easily digestible portions for DOT and public review. The website will include avenues for public input, and we will offer to meet with any groups for input and discussion as well. By March 2007, the full draft Long Range Plan will be completed for a more formal 60-day public comment period. The full draft plan will be posted on the website and we will advertise the draft plan through the media and with flyers posted at public locations such as libraries and recreation centers. We will continue to offer to meet with any groups to collect input, and formal public meetings will be scheduled through the JCCOG Transportation Technical Advisory Committee. The 2007 update of the Long Range Plan is required to be adopted by the end of May 2007 for JCCOG to continue to be allowed to program state and federal funds for transportation projects.
