1. CALL TO ORDER
a. Recoonize alternates, consider approval of meetino minutes. and set date for
next meetino.
Ricketts called the meeting to order at 4:30PM. Pat Harney was identified as an
alternate for Sally Stutsman; Johnson County. The October 29th, 2008 minutes
were moved for approval by O'Donnell and seconded by Phillips. The motion
carried unanimously. The next JCCOG Urbanized Area Policy Board meeting
date was set for 4:30 PM on January 28th, 2009 at Iowa City City Hall
2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA
No public discussion of any item not on the agenda.
3. ADMINISTRATION
a. Appoint nominatino committee for calendar year 2009 JCCOG Urbanized Area
Policv Board Officers
Yapp stated that it has been the practice to appoint 3 persons to the committee
to nominate a Chair and Vice Chair for Urbanized Area Policy Board Officers. It
was moved by O'Donnell and seconded by Harney to nominate Rod Sullivan,
Louise From, and Connie Champion to the nominating committee. The motion
carried unanimously.
b. Items from the Executive Director
Yapp stated that the affordable housing task force will meet on December 18,
2008. Any conclusions drawn from the meeting will be presented to the Board.
Yapp stated that the Joint Emergency Communication Center is under
construction and negotiations are under way to hire an Executive Director. Yapp
noted that a $900,000 grant had been received by Iowa City to assist with the
purchase of radio equipment.
Yapp stated that municipalities should begin to think about projects that could be
funded by the pending economic stimulus package proposed by President Elect
Obama. Yapp indicated that while no details have been released, funds would
likely only be available for projects that are ready for bid within 120 to 180 days
from the time the package is introduced. The actual structure of the package will
likely be released late January or February 2009. Sullivan asked what would
happen to JCCOG funding previously granted to a project if the same project
also receives stimulus funds. Yapp stated that a discussion of how JCCOG funds
should be reallocated would occur when the Board considers the Transportation
Improvement Program in February or March of 2009.
Yapp also stated that he has been assisting Iowa City in the interview process for
the Assistant Director of the Transportation Services Department.
c. Discussion of the ECICOG municipal assessments in the JCCOG Budaet
Yapp stated that the Iowa City City Manager has questioned why Iowa City
should pay the East Central Iowa Council of Governments FY09 assessment of
$20,740. The Board agreed to discuss discus the topic during the FY2010
Budget discussion.
4. HUMAN SERVICES PLANNING
a. Discuss Johnson County Service Directory
Severson shared information about the Johnson County Service Directory.
JCCOG has compiled this directory since 1974. The directory is used to refer
persons to human services and other resources they may need. Directories are
provided to each municipality and area public libraries and are also available for
purchase.
b. Hiahliahts of the JCCOG Human Services Division
The IRS has a new form 990 which every non-profit must complete. The
Community Foundation of Johnson County, RSM McGladrey, and United Way
have provided free training for non-profits to complete the form.
5. TRANSPORTATION PLANNING
a. Consider apportionment of Federal Transit Administration Section 5307 funds to
Coralville Transit. Iowa City Transit. and University of Iowa Cambus
Neumann described the apportionment of the section 5307 funds for transit
operating assistance. The apportionment is based on the formula that the Board
approved in September of 2007. FY2009 5307 funds are $1,680,996 for the three
transit agencies.
It was moved by Phillips and seconded by O'Donnell to approve the
apportionment of Section 5307 funds to Coralville Transit, Iowa City Transit, and
University of Iowa Cambus as presented. The motion carried unanimously.
b. Consider staff recommendations reaardina public transit expansion
Neumann stated that a Public Transit Expansion Taskforce that was formed by
the Board last summer had met twice and developed some tasks for JCCOG
staff to complete. The first task was to survey the North Liberty bus route riders.
The second task was to meet with small communities in Johnson County to
discuss transit issues. The third task was to investigate the North Dubuque Street
Corridor as a possible future transit route, and the fourth task was to contact
major employers to gauge interest in new transit opportunities.
Neumann stated that during the second meeting of the taskforce the group
developed several recommendations. The recommendations were to focus on
expanding transit efforts in Tiffin and North Liberty, promote Johnson County
SEATS transit service throughout the county, and to disband the taskforce and
form a new committee.
Neumann stated that after the two taskforce meetings, and the last JCCOG
Board meeting, staff developed the following recommendations: fund a
countywide transit study, develop a plan for future transit expansion, concentrate
on park and ride facilities, promote SEATS service, and continue to assist
communities in efforts to identify opportunities for expansion.
O'Donnell asked how much it would cost to fund a countywide transit study.
Neumann stated that it would likely cost between $60,000 and $100,000. Sullivan
stated that the Board could recommend staff work on all of the recommendations
prior to a consultant be hired.
Phillips moved to appoint a committee consisting of himself as well as Jerry Kuhl
from North Liberty, Rod Sullivan from Johnson County, a representative from the
League of Women Voters, and three others appointed by the Board that are
charged with thinking outside of what is normally done for transit. Weihe
seconded the motion.
Ricketts stated that he did not feel another committee needed to be formed and
that a taskforce could be established by staff. Yapp stated that JCCOG would
need direction from the Board if more time and resources were used to staff a
taskforce.
The motion failed 8 to 3 with Phillips, Correia, and Wozniak voting in favor
of the motion.
Sullivan moved and Champion seconded a motion to approve . the staff
recommendation to develop a plan for future transit expansion, concentrate on
park and rides, promote SEATS service, and continue to assist communities in
efforts to identify options for expansion.
The motion carried 11 to 1 with Phillips voting against the motion.
c. Consider an amendment to the JCCOG Transportation Plannina Work Proaram
to assist with the transportation safety audit in North Libertv
Ralston stated that North Liberty has requested that JCCOG assist in performing
a city wide road safety audit. A road safety audit is an examination of roadways
to improve small safety issues before they become major issues. The steps are
to first assemble a team consisting of planners, engineers, policemen, etc.,
perform a field audit of the infrastructure, report findings back to the municipality,
and finally the community can respond to the concerns identified by the safety
audit team as time and resources permit. JCCOGs role in the audit would be to
help coordinate meetings and be part of the safety audit team.
Ralston stated that JCCOG would like to amend the FY2009 work program to
include the North Liberty Road Safety Audit in the fourth quarter. Ralston noted
JCCOG would also like to assist other member communities with safety audits in
the future. It was moved by Sullivan and seconded by Wozniak to amend the
FY09 JCCOG Transportation Planning Work Program to assist with the
transportation safety audit in North Liberty. The Motion carried unanimously.
d. Update on recent activities
Yapp stated that the Cool Cities task force is being formed. Letters have been
sent out to cities asking to have members appointed to the committee. An initial
meeting will be scheduled in March. The taskforce's role is to advise the
participating entities on how to reduce the carbon footprint.

No other business was discussed.
7. ADJOURNMENT
Hayek moved to adjourn the meeting; the motion was seconded by Harney. The motion
carried unanimously.

Financial Forecast
The proposed FY2010 JCCOG Budget and Financial Forecast is attached. The focus of JCCOG
continues to be fulfilling federal and state requirements necessary and beneficial for JCCOG
entities being able to receive both formula and discretionary state and federal funds;. and
producing locally-generated transportation studies for JCCOG member agencies. These
studies, large and small, are intended to result in better information on which to base policy and
programming decisions.
Another focus of JCCOG is Human Services coordination. In recent years, the JCCOG Human
Services Division has been expanding its role in transportation-related planning, particularly in
transit, coordination of transportation issues with human services non-profits, and in senior
citizen mobility issues. I expect this trend to continue.
A third focus of JCCOG has been in coordinating discussions of non-transportation topics and
issues affecting area local governments. Examples of this include the Joint Emergency
Communication Center, affordable housing, environmental sustainability [Cool Cities], and fringe
area agreements. It is appropriate and beneficial for JCCOG to continue in this role of
coordinating discussions of topics affecting JCCOG entities; we will need to monitor how much
staff, time and resources these topics utilize so we do not neglect our core missions.
JCCOG has traditionally carried a small surplus of US DOT funds to buffer against unexpected
increases in costs or shortfalls in revenue. This year, I am proposing to use most of the FY10
US DOT funds in order to allow for local government assessments to stay at the FY09 levels.
We will still have a small buffer of US DOT funds, the exact amount of which is unknown until
final budget amounts are given by US DOT.

Board of Directors
Re:
The East Central Iowa Council of Governments is the Regional Planning Agency for Benton,
Iowa, Johnson, Jones, Linn, and Washington Counties. The Johnson County representatives on
the East Central Iowa Council of Governments Board of Directors are appointed by the JCCOG
Urbanized Area Policy Board. There are three elected official representatives, and one citizen
representative. The citizen representative is Larry Wilson, whose term expires in December,
2010.
While any Johnson County elected official may serve, the three elected official positions to the
ECICOG Board of Directors have traditionally been nominated by the three largest local
governments in Johnson County.
. The Board of Supervisors has nominated Sally Stutsman to the seat currently held by
Pat Harney for a term expiring in December, 2009;
. The City of Iowa City has nominated Connie Champion to the seat currently held by
Regenia Bailey for a term expiring in December 2010;
. The City of Coralville's Henry Herwig who is currently on the ECICOG Board of Directors

Re: Agenda Item # 3(d): Consider an appointment of a Johnson County resident to the
ECICOG Regional Loan Review Committee
The East Central Iowa Council of Governments recently received notification of an award of
$1.5 million from the Economic Development Administration (EDA) to establish a regional
business assistance revolving loan fund (RLF). These funds were awarded due to the damage
and business losses caused by the 2008 floods. To assist in administering the program,
ECICOG is establishing a regional loan review committee (resolution attached).
Each county served by ECICOG is to appoint one representative, with an additional three at-
large representatives appointed by the ECICOG Board for a total of nine appointments. The
JCCOG Urbanized Area Policy Board is being asked to appoint a citizen representative for
Johnson County.
We have advertised for a representative from the banking/financial sector, and to date have
received one applicant (attached). The RLF committee is expected to meet no more than once
per month, as applications for these funds are received. The revolving loan funds may be made
to any business in any county served by ECICOG. The appointment is a one-year term.
Please consider appointing a Johnson County representative to the ECICOG Revolving Loan
Fund Committee.

Re: Agenda Item #3(e): Discussion of Metro Agenda priorities for FY10
To refresh your memory, the 'Metro Agenda' is a proposal initially developed by the former City
Manager of Iowa City, advocating to use JCCOG as a forum to evaluate public services which
might be more efficiently delivered on a regional basis, or to discuss policies and programs
which affect all local governments for a more coordinated approach.
The first metro agenda item pursued in 2006 was an evaluation of consolidating the three fixed-
route transit systems. The evaluation concluded that there would not be any significant savings
or improvement of service if the transit systems were consolidated, due to the high level of
cooperation that already exists. Transit was again a priority in 2008, with discussion focused on
expansion of fixed-route transit service to areas not currently being served. The 2008
discussions were difficult at times, due to there being no funding mechanism to expand fixed-
route transit without taking away from existing service. JCCOG staff continues to work with
individual communities on exploring options for public transit.
In 2007, the priority was investigation of and facilitation of a Joint Emergency Communication
Center (JECC). This has resulted in the formation of a JECC Board of Directors and
construction of a JECC facility.
In 2008, priorities centered on transit, and on a discussion of regional affordable housing
policies. Discussions of affordable housing policies have been delayed due to the 2008 floods,
and more recently winter storms, but we plan to wrap up initial discussions within the next
month. A report and summary of recommendations will be made to the JCCOG Board. There
may be additional work related to affordable housing depending on how high a priority it is for
the JCCOG Board and member-entities.
In 2009, based on past direction from the JCCOG Board, our metro agenda focus will be on the
JCCOG 'Cool Cities' taskforce. The purpose of this taskforce is to provide recommendations
and a forum for discussions to facilitate JCCOG member-entities becoming 'Cool Cities,' and
developing an action plan to reduce carbon emissions. JCCOG staff has also been involved in a
discussion with County and municipal staff on a discussion of metro fringe areas.
Let me know if you concur with these Metro Agenda priorities for 2009 at our January 28
meeting.

The Passenger Transportation Development Plan (PTDP) is a transportation plan required by
the Iowa Department of Transportation (DOT). The PTDP is intended to coordinate planning for
several transit-related funding programs. The PTDPs incorporate federal requirements for
coordinated planning as well as address needs-based project justification. The PTDP is
mandatory and is required to be in JCCOG's transportation planning work program and covers a
four-year period.
JCCOG's planning process regarding the PTDP includes a steering committee made up of
human services agencies, private transit providers, and local transit agency managers. The
committee has met once and plans to meet again on January 22 to finalize the PTDP's goals
and objectives for FY10, and to formulate action steps. The FY09 PTDP goals and objectives
and proposed grant projects are attached.
In addition to the steering committee, JCCOG staff conducted a survey of over 35 human
service agencies regarding transportation, met with individual transit managers, attended a
meeting of disability service providers to discuss transportation needs, and reviewed the annual
update of City STEPS for Iowa City. Also included in the plan is a review of available services,
eligibility for service, hours and days of service, provider of each passenger transportation
service, new passenger transportation services, recent coordination efforts undertaken, joint use
of facilities, management needs, existing fleet needs, and facility needs.
A draft of the plan is due to Iowa DOT by February 1, 2009. The DOT review will be completed
by March 1, 2009 with the final version of this plan due on April 1, 2009. The plan will be
reviewed by the JCCOG Transportation Technical Advisory Committee and will be forwarded to
the JCCOG Board for consideration of approval in March.
The public hearing for the PTDP is intended to gather additional input from the public as well as
the Board. I will have an updated draft of the goals and objectives and proposed projects for the
January 28 Board meeting. The draft should be available for review on January 23.

At your August 27, 2008 meeting, the Board directed staff to revise the Surface Transportation
Program (STP) and Transportation Enhancement (TE) funds scoring criteria for use during the
next JCCOG grant application cycle. The desire to revise the scoring criteria stemmed from the
need to better reflect current philosophies on how JCCOG funds should be utilized, as well as
the need to meet new Federal Highway Administration SAFETEA-LU planning requirements
and Environmental Protection Agency air quality standards.
In addition to minor revisions to the existing scoring criteria, the Transportation Technical
Advisory Committee recommended additional criteria related to vehicle emissions/congestion,
and fiscal constraint. The proposed criteria now contain additional questions that award points
to projects for which the minimum required 20 percent local funding match is exceeded, projects

We have been apprised by Iowa DOT that JCCOG will likely be allocated approximately $3.6
Million in federal economic stimulus funds for transportation infrastructure in the Iowa City
Urbanized Area. At the January 20 Transportation Technical Advisory Committee meeting, we
solicited project ideas from JCCOG-entity representatives (we will distribute this list at the
January 28 Board meeting). As of this writing, the federal economic stimulus legislation has not
been passed, but we are being advised of a few key points by Iowa DOT:
. The projects should be able to be under contract for construction within 90-120 days. All
federal regulations will still apply, including those related to property acquisition and
environmental investigations. This will limit the types of projects eligible to maintenance
and reconstruction-type projects, unless a design can be approved and a project be
under contract within these timeframes.
. There will likely be no local match required.
. The funds may be used on projects on the federal-aid system of roads, which include
most highway and arterial routes in our area. The funds may also be used on trails which
parallel the highway/arterial network.
. The JCCOG Urbanized Area Policy Board must approve the final list of projects, but may
not do so until the legislation is passed and there is more certainty on project eligibility.
To this end, we will schedule a meeting of the JCCOG Urbanized Area Policy Board in late
February when it is likely the stimulus bill will have been signed.
Agenda Item #4{d)(i): Consider approval of a project selection process for federal
economic stimulus fund projects.
The key thing for the federal economic stimulus funds for infrastructure is that the projects may
be under contract for construction within approximately 120 days. This is so the funds have the
desired effect of creating jobs during the 2009 construction season. Iowa DOT has permitted us
to approve a project selection process which differs from our normal funding process, as long as
opportunities for public comment are maintained. I propose the following process for the
allocation of the federal economic stimulus funds for infrastructure:
January 22: List of projects proposed by the JCCOG Transportation Technical Advisory
Committee submitted to Iowa DOT
January 23: Begin 30-day public comment process
February 19: Recommendation of final list of projects by the JCCOG Transportation Technical
Advisory Committee (date tentative)
February 25: Consideration of approval of the final list of projects by the JCCOG Urbanized
Area Policy Board (date tentative)
For project criteria, we will ask each entity for the following information:
1. Project scope
2. Project cost estimate
3. Consistency with federal aid network of roads
4. Ability to have project under contract within 120 days
Please consider approving this general project selection process; we will supplement it as
required by the pending economic stimulus legislation.

Agenda Item 5(a): Highlights from the Human Services Division
Following is a summary of recent activities:
1. Coordinating the Point-In-Time Count (scheduled for January 28th) for persons who are
homeless in Johnson County. This is a national activity and through our participation we are
eligible to apply for Housing and Urban Development (HUD) funding for the Successful
Training with Access to Resources (STAR-through Shelter House) and transitional
housing through the Hawkeye Area Community Action Program (HACAP).
2. Updating the 2009 JCCOG Service Directory. Every entry is verified by resource and we will
also look for any new resources that would be helpful.
3. Assisting East Central Iowa Council of Governments (ECICOG) with local contacts and
resources for a forum (funded by Healthy Iowans) to develop regional networks for nutrition
and physical activity/environmental change projects.
4. Administering the Iowa City bus strip ticket program and distribution of monthly bus passes
(both Iowa City and Coralville) for Department of Human Services, STAR, and Goodwill
clients. I also serve as the review person for applicants who have been denied SEATS
(paratransit) service participation and have filed an appeal.
5. Assisting Brad Neumann with the review of the FY10 Passenger Development
Transportation Plan. Have had three meetings for input from the Human Services agencies
and transit managers.
6. Attended or participated in regular scheduled meetings or activities as well as one-time
events for the Human Services Division. Some of the meetings/events were
Decategorization, Empowerment's Parent Education/Family Support Committee, Long
Term Flood Relief General Committee and Case Management, Prevent Child Abuse,
United Way Director's meeting and the Community Impact Committee, the Aging and
Disability Resource Center Advisory Council, and Family Self-Sufficiency Program Advisory
Committee (through the Iowa City Housing Authority).
