NOVEMBER 27, 1973
12:30 P.M.
The Iowa City City Council met in informal session on
the 27th day of November, 1973 at 12:30 P.M. in the Conference
Room at the Civic Center. Mayor Brandt presiding.
Councilpersons present: Brandt, White, deProsse, Czarnecki,
Hickerson others present: Davidson, Honohan, Wells, Stolfus,
Maune,'Zelenka; Kraft, Klaus, Pugh.
The Mayor announced discussion of the Environmental Impact
Statement for Cedar Rapids Airport. Director of Community
Development, Dennis Kraft outlined the 20 year program. Council-
man Hickerson noted that he had attended a briefing session with
Jamison and Vestal Council discussed a land use plan, alterna-
tives considered, where the road would be, importance of airport
to Iowa City.
Elliott Full, Chairman of Iowa City Airport Commission ,was
present and was asked to join the discussion; and the Commission
was asked to look at the document. The City Manager and Council-
man Hickerson advised that they would attend the public hearing
on EIS for the Cedar Rapids Airport,
The City Manager discussed the action needed by the Council
concerning the employee union. There was no objection to a motion
which would recognize the employee organization. The City Manager
requested that the Council designate him to be responsible for
Labor Relations and to authorize him to employ the necessary
consultant to help in the area of negotiations. Council discussed
verification of interest of employees in organizing; agreement
of number of units; use of National Labor Relations guidelines;
grievance procedure; resolving pay -docking.
The City Manager advised of the Council Staff 'trip to
Omaha, coming back thru Sioux City.
