Amend Budgeted Positions - Fire -2 3 - - ; Resolution amending the budgeted positions in the Fire Department adding two full-time Firefighter positions, grade 35. Comment:Two Firefighters to be hired prior to the FY24 budget.These positions will be included in those required to open Fire Station 5.These positions do not represent an over staffing situation and no new positions will be funded in FY24. 6.b. Amend Budgeted Positions - Neighborhood Services Division Resolution amending the budgeted positions in the Neighborhood Services Division of the Neighborhood and Development Services Department by adding one full-time, permanent Family Self- Sufficiency position. Comment: Neighborhood Services is requesting a permanent 1.0 FTE Family Seff- Suficiency Coordinator position in the Iowa City Housing Authority to expand support services and case management to participants of the Family Self-Sufficiency Program. 6.c. Final Plat- Chickadee Subdivision — - 2Z Resolution approving Final Plat of Chickadee Subdivision Iowa City, Iowa. (SUB22-0016) Comment:Staff recommends approval of the final plat subject to approval of the legal papers by the City Attomey's Office. It is anticipated that legal papers will be approved prior to the December 6 City Council meeting.There are no public improvements associated with this plat,and therefore,no construction drawings.Approval will result in the creation of three single-family,infill lots on Kimball Rd. Gilbert Street Bridge Replacement 23 —222, Resolution setting a public hearing on February 7, 2023 on project manual and estimate of cost for the construction of the Gilbert Street Bridge Replacement Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This project includes the removal and replacement of the existing four-lane concrete bridge with a new four-lane continuous concrete slab bridge over Ralston Creek and indudes installation of six-foot sidewalks on both sides,streambank stabilization upstream and downstream of the new bridge,and storm sewer and water main improvements.The estimated project cost is$2,900,000.00 with funds available in account#S3956—Gilbert Street Bridge Replacement. 7.b. J Street Sanitary Sewer Replacement D.3 _ Resolution setting a public hearing on February 7, 2023 on project manual and estimate of cost for the construction of the J Street Sanitary Sewer Replacement Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This project indudes sanitary sewer manholes,sanitary sewer pipes,sanitary sewer service reconnection,water main valves,street pavement,driveways, seeding/sodding,and sidewalk.The estimated construction cost is$550,000 and will be funded Account#V3101 —Annual Sewer Main Replacement. Comment At its December 21,2022 meeting,the Planning and Zoning Commission recommended approval of VAC22-0002 by a vote of 6-0(Townsend absent).The subject right-of-way was recently acquired by the City for the purposes of creating a pedestrian tunnel under the Iowa Interstate Railroad.Due to concern from the railroad this project is not moving forward,and therefore,the City has no use for the right-of-way.The owner of the adjacent lot desires to purchase the right-of-way for fair market value to increase the developable area for the proposed redevelopment at the southwest corner of Myrtle Avenue and S. (First Consideration) Comment:Since 2007,amateur boxing matches in Iowa City have been prohibited in establishments licensed to serve alcohol for on-premiers consumption.Staff supports an exception for events sanctioned by USA Boxing,which would ensure a properly run event with appropriate safety standards. Comment:The Iowa City Area Development Group is charged with enhancing the economic vitality of our area.The organization works to strengthen our local communities with a strong business dimate and employment opportunities.The full Board meets four or five times per year. Meetings are scheduled around the availability of Board members and are typically morning meetings.The Board is comprised of representatives of the organization's investors, induding public agencies and community partners.The next two ICAD meetings are scheduled for 1/15 and 5/13 at 7:30am, but locations are TBD.They do sometimes schedule special meetings in between.
