A public hearing was held. Development Services Coordinator Sitzman presented

0002).

City Manager Fruin announced that Senior Building Inspector, Tim Hennes, was
recently given the Lifetime Achievement Award from the Iowa Association of
Building Officials.

City Attorney Goers noted the acceptance speech by Senior Building Inspector,
Tim Hennes, when he received the Lifetime Achievement Award.

Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members

Mayor Teague asked for a motion select Council vacancy finalists.
Moved by Taylor, seconded by Alter, individual Council members discussed and
presented their finalists.
Mayor Teague noted the top seven finalists as follows: Andrew Dunn, Na Li, Mary
Mascher, Sean McRoberts, Elizabeth Miglin, Joshua Moe, and Amanda Remington.

BUDGET OVERVIEW AND HIGHLIGHTS
City Manager Fruin noted the time and effort from staff that was put into pulling together the
budget and urged items for Councilors to jump in if they have questions during the presentations.
Fruin reviewed the budget review schedule, areas of focus, fund structures, and Fiscal Year
2023 budget review and challenges. Assistant City Manager Kilburg reviewed Revenue. Deputy
City Manager Jones reviewed expenditures and Enterprise Funds. [BREAK] City Manager Fruin
wrapped up with discussion on investments in the strategic plan, core services, and other
adopted master plans. Fruin also briefly noted looking ahead at the FY25 budget and things to
plan for. Individual Council members expressed their views. [PowerPoint of FY2024 Budget
coincided with overview.]
Finance Director Davies was also present for discussion.
Department budgets were presented as outlined on the agenda; and page number in parenthesis
refers to pages in the Proposed Financial Plan (12/23/22 Information Packet). Power points of

Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas. Absent: None. Staff

Unless otherwise noted, all actions were affirmative and unanimous.
Mayor Teague asked for a motion appointing one of the seven finalists to serve the
unexpired term of Council member Weiner.
Moved by Harmsen, seconded by Taylor, Mayor Teague summarized the process
beginning from the resignation of Councilor Weiner to present. Each of the seven
finalists then provided remarks to the Council.
Mayor Teague explained the nomination process which would be followed.

Councilors worked through the nomination process until one nominee secured at
least four votes. Individual Council members expressed their views. City Attorney
Goers provided procedural information.
Moved by Alter, seconded by Thomas to amend the resolution to include the name
of Andrew Dunn. Motion passed, 6-0.
Moved by Thomas, seconded by Harmsen, to approve the resolution as amended
appointing Andrew Dunn to serve the unexpired term of Council Member Janice Weiner.
Roll call. Motion passed, 6-0.
Moved by Alter, seconded by Bergus to accept correspondence from Joseph
Klingelhutz, Paula Vaughan, Temple Hiatt, Jenny Britton, Jayne Meacham, Tom
Carsner, Loulwa Soweid, Angie Smith, Judith and William Knabe, Helene Hembreiker,
Tom Rocklin. Motion passed 6-0.
City Attorney Goers provided information on next steps and options to swear in
Andrew Dunn. City Clerk Fruehling swore in Dunn at this time.
Moved by Dunn, seconded by Harmsen, to adjourn the special meeting at 5:34 p.m.

1. (IP4, Pending City Council Work Session Topics) Councilor Bergus inquired on adding
Local Option Sales Tax (LOST) discussion to a future work session. Mayor Pro Tem Alter
agreed and also asked to invite Lisa Williams and Matt Degner to discuss and present the
LOST child care component. City Manager Fruin noted the current Council meeting
schedule topics and mentioned February 21 as a possible work session to invite ICSD
School Board.
Action: Local Option Sales Tax and the ICCSD's request for funding four-year old
preschool will be added to the Pending Work Session List.
University of Iowa Student Government (USG) Updates
Keaton Zeimet, USG Liaison and Noah LeFevre, USG Alternate Liaison presented the USG Update
during Community Comment at the 6:00 pm formal meeting.
