Fruin reviewed the budget review schedule, areas of focus, fund structures, and Fiscal Year 2023 budget review and challenges. Assistant City Manager Kilburg reviewed Revenue. Deputy City Manager Jones reviewed expenditures and Enterprise Funds. [BREAK] City Manager Fruin wrapped up with discussion on investments in the strategic plan, core services, and other adopted master plans. Fruin also briefly noted looking ahead at the FY25 budget and things to plan for. Individual Council members expressed their views. Each of the seven finalists then provided remarks to the Council. Mayor Teague explained the nomination process which would be followed. [Break] Councilors worked through the nomination process until one nominee secured at least four votes. Individual Council members expressed their views. City Attorney Goers provided procedural information. Moved by Alter, seconded by Thomas to amend the resolution to include the name of Andrew Dunn. Motion passed, 6-0. Moved by Thomas, seconded by Harmsen, to approve the resolution as amended appointing Andrew Dunn to serve the unexpired term of Council Member Janice Weiner. Roll call. Motion passed, 6-0. Moved by Alter, seconded by Bergus to accept correspondence from Joseph Klingelhutz, Paula Vaughan, Temple Hiatt, Jenny Britton, Jayne Meacham, Tom Carsner, Loulwa Soweid, Angie Smith, Judith and William Knabe, Helene Hembreiker, Tom Rocklin. Action: Local Option Sales Tax and the ICCSD's request for funding four-year old preschool will be added to the Pending Work Session List. University of Iowa Student Government (USG) Updates Keaton Zeimet, USG Liaison and Noah LeFevre, USG Alternate Liaison presented the USG Update during Community Comment at the 6:00 pm formal meeting.
