Discussion of an amendment to the RNS -12 zoning code City Attorney Eric Goers clarified the process for rezonings, and stated Council consideration should be focused on whether to invest the staff time to move forward with the proposal as suggested without taking any position on the item . Councilor Thomas noted the letter received from the Northside Neighborhood Association ’s Steering Committee and thanked them for the information provided. Individual Council members expressed their views. City Manager Fruin explained the rezoning process and asked Council for direction and how they would like staff to proceed. Council consensus was to have staff follow the normal process for zoning code amendments. Action: Staff will prioritize review of an amendment to the RNS -12 zoning code to reduce allowable building height per the Northside Ne ighborhood’s request. Staff’s analysis and recommendation shall be presented to the Planning & Zoning Commission after it is prepared. No follow-up with the City Council or special external community engagement meetings are required prior to initiating review with Planning & Zoning. 2. Clarification of Agenda Items No discussion. 3. Information Packet Discussion [May 25, June 1] ➢ May 25 – No discussion. ➢ June 1 - 1. (IP5 – Memo from City Manager: Funding for Bus Rapid Transit Study) City Manager Fruin summarized the memo. There was a majority of Council support to move forward. Action: Staff will be notified that the City is supportive of up to a $50k contribution for the proposed Bus Rapid Transit study. 2. (IP6 – Memo from Grants Manager: American Rescue Plan Act (ARPA) Update) Councilor Bergus mentioned the memo and asked for updates on underestimated business support application review. City Manager Fruin provide a timeline and where staff is on the review process. May 16, 2023 Page 2 4. University of Iowa Student Government (USG) Updates. Noah LeFevre, USG Liaison, presented updates. 5. Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees.
