Heywood chaired the meeting. MINUTES: Wahls motioned to approve the July 12 minutes. Gao seconded the motion. The motion carried unanimously as amended, 5/0. UPDATE ON VACANCIES: Gary Black resigned from the Commission. The Commission still has the Tate vacancy. The Commission believed that the new At-Large position must be advertised for 30 days before appointed. Gao and Lincoln both suggested that they would look at their respective schools for students to fill the At-Large position. Heywood offered to distribute flyers to Tate High School. Heywood also mentioned that both her and Wahls's positions expire in 2011, so a new City High and West High position will open up. BUDGET UPDATE: The Commission is in fiscal year 11 and has not used any funds. Heywood mentioned that the Commission requested money for forums and for the Recognition Scholarship. SUBCOMMITTEE APPOINTMENTS: The Commission discussed the Grant Programming Subcommittee. Wahls mentioned a change he would like to see in the Youth Empowerment Grant application that if the applicant is 18 or older that a sponsor would not be needed. Wahls looked to seek clarification from Karr as to whether a sponsor would be needed for an applicant 18 years or older. The Commission also discussed the new changes to the application including: • The "Youth Advisory Commission" appears at the top of the first page • A component was added to the written paragraph for the applicant to include specific information regarding a youth component and explain how the wider Iowa City community benefits from the project • A return address to the City Clerk's Office was placed on the bottom of the application After listing the changes, Wahls motioned to approve the changes as provided in the Youth Empowerment Grant. Heywood seconded the motion. The motion passed unanimously, 5/0. The Commission next discussed the Website and Advertising Committee. Heywood stated that she would pass out flyers at Tate High School to fill the Tate vacancy. Due to the At-Large position, the Commission was hoping to bridge with student governments and to get the word out to the youth of Iowa City. Gao presented the Commission with a flyer for the Recognition Scholarship that the Commission could advertise in schools. Tamerius suggested that the Commission could modify a common application YOUTH ADVISORY COMMISSION August 13, 2010 Page 2 of 4 to use for the Recognition Scholarship and could discuss changes to the flyer and application at the next meeting. SUDAY BUS SERVICE: The Commission did not want to make a formal recommendation, taking a position on Sunday Bus Services, due to a lack of information. Heywood thought to write a letter to the City Council asking them please take into account the youth population who seek transportation on Sundays. Wahls motioned to send an informal letter to the City Council via Marian Karr. Heywood seconded the motion. The motioned passed unanimously, 5/0. CITY COUNCIL UPDATE: Wilburn said that he had not received any information about the Sunday Bus Services. Wilburn also informed Heywood that the chairs of all board commissions have the opportunity to be involved in the Iowa City City Manager search. The chairs would be able to interview the applicants and give feedback. MEETING SCHEDULE: The Commission decided to set a date for the next meeting, Sunday September, 5 at 1:00. REVIEW OF GRANT APPLICATION FROM SUMMER OF SOLUTIONS Wahls abstained himself from the meeting due to a conflict of interest. The Commission discussed the two Summer of Solutions applications. Tamerius hoped to see more clarification from the applicants because some of their costs overlapped. Tamerius added that she would like to see the applicants rewrite their expenses, name their committed sponsors, and compose a brief summary of how the project is progressing. Heywood added that the Commission could pose these questions in an email to the applicants. Tamerius volunteered to write an email to Margaret Kearney. Gao motioned to adjourn, which was seconded by Tamerius. The motion to adjourn passed unanimously, 5/0, 11:56 AM. Minutes submitted by Lincoln. Award: One $500 scholarship, given to a student selected by the members of the City of Iowa City Youth Advisory Commission. Eligibility: 1. Applicant must be a junior high student in the Iowa City Community School District. 2. Applicant must be a resident of Iowa City. Application Process: 1. Completed application form. Please see your teachers for copies of the application. 2. Two (2) letters of recommendations from choice of teachers, administrators, or counselors, preferably someone with significant knowledge of applicant's experience and involvement. 3. Even though ours is often an easily forgotten demographic in this regard, we strongly encourage the Council to consider this when weighing costs and benefits. Thanks. -The Youth Advisory Commission 8/27/2010 IP2 City of (owa City MEMORANDUM TO: City Council FROM: Chris O`Brien, Director of Transportation Services ~~, DATE: August 25, 2010 RE: Sunday Bus Service On Monday, August 30, we will be discussing Sunday bus service at the City Council work session. The following information is provided to help stimulate that conversatton. Service For the purpose of our discussion on August 30"', we will assume that the service will mirror that of our Saturday service. We would begin operations at roughly 6;OOam and the last bus would depart downtown at 7:OOpm. The following routes would be in service and run once per hour: lakeside Westwinds Rochester North Dodge Broadway Manville Heights Court Hill Oakcrest Towncrest Costs On a regular Saturday we provide nearly 66 hours of service which is the same level of service we are discussing for Sundays. In order to provide Sunday service, we would need to hire additional drivers, maintenance staff and possibly mechanics. There would be an increase in our SEATS contract as we would be required to provide paratransit service that operates during the same hours as our fixed route service. Currently, SEATS operates from 8:OOam -- 2:OOpm on Sundays resulting in an increase of between 7.5 - 8 hours of service. The additional hours of service provided by our fleet would also lead to a small increase in our maintenance costs. !n order to provide Sunday bus service, we estimate that this will cost in the neighborhood of $350,000.00 - $400,000.00 per year. Ridership The addition of Sunday service would provide us with an opportunity to increase our ridership. The American Public Transit Association (APTA) estimated that the average ridership on a Saturday would be nearly 50% of the average weekday ridership and that Sunday ridership would be nearly 25% of the average weekday ridership. During academic semesters, when ridership is at its peak, we provide 7800 rides per weekday and 1400 rides per Saturday. The rides per hour of service is around 45.6 for weekdays and 21.3 for Saturdays, which falls in line with the estimates provided by APTA. In using those calculations for Sunday service, we would be looking in the neighborhood of 690 rides per Sunday. August 26, 2010 Page 2 Opportunities for expansion As a result of increases in transit ridership and revenues generated from the Court Street Transportation Center, we have continued to build a transit cash reserve. Over the past several months, the Transportation Services Department has been discussing opportunities to utilize these funds to enhance our services. There are several options that are competing for these funds Including maintaining a reserve for a new facility, purchasing new transit vehicles, etc. Many of our discussions have centered on providing more frequent service (i.e. 20 minute or 15 minute), to areas that are high density with high transit ridership. In addition, we have discussed making changes to east side routes to provide all day service between points of interest and the high transit demand areas without going downtown. Lastly, we have discussed adding routes that provide services that are not currently offered during the week. Iowa City has continued to expand and we are working on ways to provide weekday service to these areas. These opportunities do not impact our discussion of Sunday service except in the fact that they compete for the same pool of funds. We are mostly wrapped up for this summer, since much of our team has gone back to school, though the members who will be back for Summer of Solutions are chomping at the bit to start planning for next summer. In speaking with some other people that helped with the budget part of our application, it seems like the confusions might be a result of that our application was originally for $500, and we resubmitted the application for $750 so that we could use more of the YAC money to cover the total cost of our project. I think the final application was something close to this: Paper- $50 Paint- $100 Markers- $50 Transportation- $100 Hanging Supplies- $200 Publicity Posters- $100 Salaries for Team- $150 Total Cost- $750 Hope this clears things up.
