CALL TO ORDER:
The meeting was called to order at 4:10 PM by Chair Gao.
SUBCOMMITTEE REPORTS:
City Clerk Karr suggested that a summary / purpose paragraph be provided by each
subcommittee that could be inserted on each agenda to familiarize new members on the
committee and help focus the discussion in the future; noting many of the events are held
annually and easily forgotten year to year. Chair Gao suggested that each group meet prior to
the next meeting and provide language for discussion at the next meeting. Karr asked that
language be provided a week prior to the meeting so it can be included in the distribution of
meeting materials.
Empowerment Grant. — no report
Website & Advertising — no report
Recognition Grant — Gao and Tamerius reviewed the draft application, noting the subcommittee
made a number of changes to the draft application including:
➢ Addition of "creativity" in purpose section
➢ Added "savings bonds" to awards section
➢ Removed grant summary separate sheet
➢ Added five line short answer abbreviated version of last year's question re leadership
➢ Added "circle" one grade for the applicant
➢ Cleaned up formatting and punctuation
➢ Dropped to one letter of recommendation and removed the explanation for letter of
recommendation
➢ Removed "administrator" from the letter of recommendation section
Van Voorhis shared concerns about use of the word "creativity ". Gao stated subcommittee
member Fosse was not able to attend the subcommittee meeting. Gao and Tamerius explained
the reason for substituting "creativity" for "academic success "; and the short answer added to
address leadership. Tamerius stated "creativity" is not just art or drawing but a different
approach to problem solving. After discussion a majority agreed to:
➢ Replace the word "creativity" with "originality"
➢ Replace "question" with "prompt" in # 3 of under Requirements section; and first
sentence under Essay section
Moved by Van Voorhis, seconded by Murray, to approve the application as amended. The
motion carried unanimously, 4/0, Nepola and Fosse absent. Gao will email final version to City
Clerk; and email Kate Moreland, Communication Director at the IC Community School District,

with an introduction of the Commission and ask for help in distribution. Gao will follow up with
Commission Member Nepola to contact Regina regarding distribution there.
Global Village — no report
CITY COUNCIL UPDATE:
Council Liaison Wilburn reported this was an election year and citizens will be voting for two at-
large candidates and District representatives in A and C. He reported there were a number of
candidate community forums left.
MEETING SCHEDULE:
Gao suggested a meeting in November to have an update on the empowerment grant. Van
Voorhis stated she would gone for three of the four week -ends and available November 6. Karr
stated she would not be available on November 13. The Commission set the tentative date for
their next meeting, Sunday, November 6 at 4:00 PM; and identified a back -up date of November
13. City Clerk Karr will email members and ask meeting preference to achieve a quorum.
Tentative dates for December meetings were December 4 and 18.
Moved by Van Voorhis, seconded by Murray, to adjourn 4:45 PM. The motion to adjourn
passed unanimously, 4/0, Nepola and Fosse absent.

Essay
The week I was leading three to five -year olds at their Taproot Seeding Camp,
T IATAC IAMI -ina With some of them through the Fossil Gorge. We were wading through
the pools trying to catch frogs and water bugs. As we walked through the muck, one
of the kids was afraid that something was going to come up and grab him. I told him
that nothing was going to grab at him, but that he could go over to the side and play
on the rocks with the rest of the group and the other leaders. He told me he didn't
want to and kept on trudging right along, though the child still had a worried look
on his face.
This was a pleasant surprise for me because I knew this child was extremely
afraid to be walking in the water, but he still did it. This was a very brave thing to do
for a four year old, and I was extremely proud of him. He had just confronted one of
his fears at the age of four. This is good because he learned early that his fear is not
warranted, and it is easier to get it into your brain the younger you are.
This was something I found, but I didn't expect from this brave child, who
feared things jumping up at him in the water. I sure wasn't looking for it, but yet it
came as a great learning experience to the child and myself. I learned that a four -
year -olds' brain could overcome a fear that quickly. A couple of days later, we were
swimming at Kent Park, and the same child, who was afraid just a couple of days
earlier, was swimming like he had never been afraid of things jumping out at him
from underwater.

I am writing in support of Devon Eberl's application for the Iowa City Youth Recognition Grant.
I am the founder and director of Taproot Nature Experience, a lion -profit organization dedicated
to strengthening children's connection to the natural world through direct contact in after - school
programs, summer camps, and day camps throughout the year. Devon has participated in our
programs since 2007. From the very beginning of our relationship, Devon has exhibited notable
leadership qualities. He displays excellent awareness of his surroundings and good judgment
regarding safety and appropriateness, and the other children in the group often look to Devon for
guidance and ideas.
In the summer of 2011, Devon participated in the Taproot Leadership Camp, an intensive, week-
long sleepaway camp for youth age 12 to 16, focused on developing and strengthening leadership
qualities. Though he was one of the younger participants in the carnp, he had a strong, positive
presence throughout the week in activities such as the University of Iowa. Challenge Course,
orienteering, campsite setup and meal preparation, and training in Non - Violent Communication.
Later in the summer, Devon volunteered as a Junior Leader in our Taproot Sprouts Camp.
providing guidance and assistance to a group of eight children ages .3 to 5. He was excellent in
his awareness of what tasks needed to be done and keeping track of the whereabouts and safety
of the children. He was good at knowing when to stand back and let the children explore on their
own, and when to step in and provide assistance. I look forward to having Devon work more
with our organization in the future.
Devon Eberl stands out as a leader among the hundreds of young people I have had the pleasure
to work with, and I think he would be a strong choice for the Youth Recognition Grant.

It is my pleasure to recommend Matilda Mackey for a Youth Recognition Grant. ivliss Mackey
has been a student in my seventh grade language arts class at Northwest Junior High School for
the fall trimester.
In the short time I have known her, I have observed Miss Mackey to be quite careful and
thoughtful in her work. She is always eager to do her best and put her best foot forward. On
every assignment, she reaches toward excellence, adding more impressive vocabulary and literary
devices once she has assured that her prose flows smoothly. She has gone above and beyond my
classroom requirements by completing an extra credit option, entering the University of Iowa's
Council on Disability Awareness' writing contest. They also recognized her talent and initiative,
awarding her third place in their youth category for the poem she wrote.
In language arts class, Miss Mackey has worked well with a variety of students. She has
participated in class discussions, often leading students' thoughts in a more interesting direction
and elevating the conversation. In homeroom, she took the initiative to nominate herself for
student congress and was elected for the second trimester. In literacy class, she has volunteered
to demonstrate and worked well in lit circle discussions, keeping conversation flowing.
Miss Mackey is quite involved in school activities and extracurricular activities. She is a student
who leads the way on spirit days, dressing according to the theme to show her support of her
schoolmates. As a bilingual student, she is able to demonstrate the value of education and
understanding of the world. As a dedicated dancer, she has put in many rehearsal hours and spent
time helping the younger dancers of her studio.

I have had to cope with the death of two close loved ones. I have lost a grandpa
when I was eight months old. His death was a very sudden one and it left everyone
distraught. His death was like a blow to the stomach, leaving everyone gasping for air
and wishing that this was only a dream. He died of an illness that left him unable to
breathe. No one thought he was going to pass away. He was only 61. He only got to see
his first grandson a couple times. I may have only been eight months old but everyone
needs to look at someone and see a reassuring face that says everything is going to be
alright. I lacked that reassuring face. I may not have fully understood what was going on
but I have been told that I could sense the pain and anguish in my family members faces.
It seemed I always knew when to smile to try to lessen the pain of this loss.
A similar event happened in the fall of 2009 when my great - grandpa died. My
family visited him often before he died. That was our "routine" whenever we went up to
Manchester. He was very important to all of my elders on my dad's side. When he died
everything seemed to crumble. It was a time of great weakness. The foundation my
brothers' and my emotions and feeling of security vanished. I was left searching for that
foundation. I was looking for a shoulder to cry on yet there was none. All the people
that I leaned on were leaning on someone themselves. It again seemed I always knew
when to smile to diminish the agony. This event reiterated me finding a way to brighten
people's day.
Out of those train wrecks I managed to salvage myself twice and find strength in
myself. I found that I could be emotionally self - dependent. I never thought that at that
time but as I look back I realize that I became not only self - dependent but I could be that
foundation for someone else in need. I was looking for a sense of security and I found
self - dependency. I found that I could brighten people's day and be their light in a time of
darkness.

Alex Gudenkauf is currently enrolled in "Seminar ", a course that is intended to go
beyond the normal curriculum for junior High students. He shows qualities that are
essential for an active and effective leadership role. Alex studied some theory of
leadership in the first trimester and was able to apply what he learned during visits to
Van Allen Elementary as a mentor to 3rd and 4th graders.
Furthermore, Alex is president of Student Congress, works every morning with Mr.
Phillips on the "Knight's Morning Show ", and continues to be a leader in all of his
academic classes. He does so in a subtle and humble way, seldom drawing attention to
himself, but getting done what needs to be done. He unites doing what's right with a
sense of dedication and creativity that has always the potential to master unexpected
situationo. I highly recommend Alex for consideration.

Alex Gudenkauf has been a student in my Foundations of Science II class since August
2011. First trimester he maintained an A, and so far this trimester has an A +. He
comes prepared daily, participates willingly in discussions and just completed a
Devonian Fossil Gorge paper that was exceptional.
Alex has led our school daily on the morning announcements as our Student Congress
School President. I worked with him at the first dance this year and he did an
exceptional job directing the other members in their positions. The dance clean up was
fast and effective.
Alex is a member of my church. I see him weekly as a lead altar server and he has been
training the younger altar servers. He is a role model for younger students.
Alex is a natural leader. While leading Student Congress he directed our first school
pep assembly and helped with our annual Magazine Sales competition Pig Races!!
I whole heartedly recommend Alex for this award based on both his leadership in
school and in the community.

I teach language arts at North Central Junior High. I also run a daily student -run
television show that is broadcast out to all of our students at the start of each day. Alex
Gudenkauf was my student last year, and is one of the two anchors of our television
program this year. I have the highest regard for Alex as a student and as a student
leader. In his new role I have also found him to be mature far beyond his years,
resourceful, dependable and flexible. On top of everything else, he is intelligent,
tolerant, kind and guided by a strong moral compass. I highly recommend Alex for this

During the 2010 -2011 school year, I was 10 years old and in the 6th grade. I had been working on a
science project since August of that year. It was about the colorless, odorless, cancer causing gas Radon.
21,000 people in the USA die of Radon - caused lung cancer each year. I started the project because I
knew our team's advisor, Dr. Hector Ibarra, since before I could remember. He had mentored several
children in extra - curricular science projects. I was finally old enough to register; the youngest they
accepted in most of the contests was 6th grade. We planned on entering 3 contests: eCybermission,
Christopher Columbus Awards, and Siemens We Can Change the World Challenge. Our goal was to win
all 3.
The work, however, was exhausting, or so my 10- year -old mind thought. Whole weekends were spent
working on Radon research. My only breaks were a 20- minute lunch break and approximately 2 5-
minute relaxation breaks.
We did have many amazing opportunities, however. One cloudy January day, we headed to West
Branch to present at an "Environmental Energy Summit ". Legislators such as State Representative
Kauffman and US Representative Loebsack attended to listen to the presenters, such as myself. I was
nervous, and almost messed up, but I pulled through.
Not too long after that, we set off to see Dr. Bill Field, Radon expert, at the Bioventures Building. We had
several long meetings with him, but we learned more from him than any other expert. I didn't realize it
then, but it was amazing how he was taking time out of his day to talk to 6th graders. We were very
fortunate.
January ended and February began. Contests began to end. We had already turned in Christopher
Columbus Awards and eCybermission was due in a matter of days. What may have been the biggest day,
however, was about to come.
February 21S`, 2011. 1 will never forget that day. We traveled to the Iowa State Capital in Des Moines,
Iowa to present about Radon gas to legislators. We even inspired House to propose a bill in which
electronic Radon meters, currently not for sale in Iowa, to be allowed to be sold in the state (The House
has not approved this bill yet.). It was an amazing opportunity for me.
Halfway through March, Siemens We Can Change the World Challenge was due. That's when I realized
something. I wasn't in it to win it anymore. I was in it for the good of the earth, the people. I didn't
expect to win anything. Yes, I wanted to, but I would have been fine without the prizes. I really,
honestly, and truly wanted to help people protect themselves from lung cancer as a result of Radon
exposure.
Results came for Christopher Columbus Awards and eCybermission. We had placed high, but not high
enough. I hoped our luck would come in the last one, Siemens We Can Change The World Challenge.

Miracles can happen. This is what I learned one cloudy April day. I was at recess with my friens and
saw my dad approaching. "Dad ?" I asked. "What are you doing here ?" f:: - ___

Challenge. I wanted to scream. I felt pure happiness, sure I had never felt more joy in rnyk. I'had
found something I was no longer looking for - the win!

City of Iowa City Youth Advisory Commission Selection Committee:
Eleanor Mildenstein is an outstanding candidate for selection to the City of Iowa City Youth
Recognition Grant. In my opinion, Eleanor is an exceptional applicant because of her leadership
qualities, getting the job completed, ability to work with others, and her caring attitude.
I am a retired science educator but have worked with Eleanor during the past two years. I see
Eleanor on a regular basis. Last year, Eleanor was the lead team member for a project that was the
2nd place national winner in the Siemens We Can Change the World Challenge. As part of the
award, Eleanor and her teammates went to Costa Rica. Eleanor was the lead presenter at an event in
Costa Rica. This year she is once again the lead member of a food waste diversion project whose
goal is to make it possible for Southeast Junior High to not only separate the food waste, but to have
the food waste taken to be composted at the Johnson County Landfill. She was also a leader in the
Longfellow food waste diversion program that is placing the food waste in on- school site bins to be
composted.
Eleanor made numerous presentations to state legislators at an Environmental Summit,
iExplore STEM, and at the Capitol. She attended meetings by the Radon Coalition and gave advice
to Dr. Bill Field, leading expert on radon who was appointed to a national health hazard committee
by President Obama. Some of Eleanor's strong points are her ability to quickly grasp and learn new
ideas. Her ability to "tie" things together is excellent. Eleanor's commitment to learning is
exceptional. I believe Eleanor has "what it takes" to be successful in any area of study.
One of the areas that will have the largest impact on Eleanor will be working with students
who have a strong desire to excel and "roll' up their sleeves and get to work. Eleanor has excelled at
completing tasks on a timely basis. Through involvement in my projects, I have seen Eleanor grow
to recognize the importance of completing tasks before the deadlines. Eleanor has an inquisitive
mind and she drives herself to excel. This leadership experience will sharpen her skills. Her
ambition is driven by her desire to learn. Being selected for a Youth Recognition Grant will further
acknowledge Eleanor for her contributions to the community. Eleanor will also benefit greatly from
the Grant as it will inspire her to keep reaching to be the best that she can be.
Eleanor, without question, has excellent leadership skills! Eleanor's interpersonal skills are
exceptional. Eleanor works well with all students. Her ability to bring a group together and to work
cooperatively is truly outstanding. Team members like to work with Eleanor because they know
things will be completed and they will have fun doing the activity. Eleanor is always willing to do
her best.
Eleanor is a responsible and dedicated person. These skills are exceptional for a person her

Dear Youth Recognition Grant Officials,
I would like to recommend South East Junior High student Nathan Herreweyers for
the Youth Recognition Grant.
I have gotten to know Nathan over the past several months through our participation
in Boy Scout troop 250. Since meeting him, I have seen him advance through the ranks as
well as through several elected (by his peers,) positions in the troop. In the past few
months, I have become Scoutmaster of the troop. This opportunity has given me the
special privilege of getting to work closer with the boys. It also allows me to get to know
them a bit better through closer communication. Through this interaction, it has become
obvious that Nathan is a very dedicated, motivated and conscientious individual. He
doesn't seem to know the meaning of the word "no," always being willing to help
whenever I ask. His peers seem to like and respect him as well, since they recently voted
him to be Senior Patrol Leader of our troop, (the highest voted position a boy can receive
in our troop. This position usually goes to a boy a couple of years older.) In this position,
it is Natharis responsibility to provide leadership and direction to troop members in order
to be certain that our meetings, campouts and other scout functions run as smoothly as
possible.
I know that Nathan participated in several summer and fall sports this year and has
been able to keep up with his studies, (earning a 3.9 GPA this past trimester.) He also has
attended each scout meeting, campout and function of troop 250 since joining. This is
quite an impressive accomplishment on its own.
I ask that you please consider Nathan for this honor. It would truly be another
"Feather in the Cap" of a very motivated and giving young man.
