Discuss Board and Commission expectations and appointment / reappointment process r 05-28-1 CITY OF IOWA CITY IP5 MEMORANDUM Date: May 28, 2015 To: Tom Markus, City Manager From: Geoff Fruin, Assistant City Manager Re: Prioritization of Pending Work Session Topics The City Council recently expressed interest in prioritizing pending work session topics. As you are aware, staff does not currently prioritize work session topics. This is due to the multiple variables that influence when a topic will actually be ready for discussion. For example, some topics may depend on information from external sources (e.g. climate mitigation item). Similarly, some items require extensive staff research and preparation before they are ready for a work session (e.g. sensitive areas ordinance). Other items may be time sensitive in that they impact staff's ability to proceed with other operational objectives (e.g. transit route planning framework). For all these reasons it is difficult to schedule work session items based on a strict priority list. I do not recommend ranking items as it may give a false impression to the public on when an item may be ready for discussion, or it may cause consternation when a lower priority or new item has to bump a higher priority. That said knowing the Council priorities can provide good general direction to staff. I believe such input can be provided verbally by Council during discussions of the pending list that occurs with each work session. Based on the current list of topics, here is how the Council priorities scored (2 points for high, 1 point for medium, and 0 points for low or no ranking): 1. Affordable housing initiatives* 12 points 2. UI Enrollment and housing projections 10 points 3. Nuisance and property maintenance standards 8 points 4. Board and Commission expectations 7 points 5. Transit route planning 6 points 6. Review sale of alcohol to minors regulations 5 points 7. Citizen climate adaptation advisory group 5 points 8. Sidewalk repair program 4 points 9. Sensitive areas ordinance 4 points 10. Marijuana policies and legislative position 4 points *Note: The affordable housing item is not currently shown on the pending list as it was previously discussed and referred to staff for specific action. Staff does not currently list items that were previously discussed at a work session when direction for action was previously provided. Other examples of topics that fall into this category include inclusionary zoning and multi -family recycling. I suggest that this memo be forwarded to the City Council for their review and input. Any items/things that would improve future listening posts: none slisteningposts/report May, 2015 Hello, Here is the latest update on the Iowa City Animal Care & Adoption Center building project. I am doing a walk through almost every day and the progress has definitely ramped up. It's so much work, but it's so exciting! On the interior, the framing is complete and insulation will be done this week as well, paving the way for drywall. With the insulation filling the stud walls, you can no longer see all the way through the rooms and it feels even more like a building. On the exterior, the wall insulation is complete and we're ready for the metal siding and gutters. In the next week, the contractor will start preparation for the sidewalks and parking lot.
