Harvat Hall Formal Meeting 2016 Meeting Schedule TBD City of IOWA CITY FOR IMMEDIATE RELEASE Date: Sept. 22, 2015 Contact: Liz Ford Phone: 319-356-5296 Open house scheduled Saturday for new Iowa City Animal Care and Adoption Center In June 2008, floods destroyed the Iowa City Animal Care and Adoption Center on Kirkwood Avenue. Before the waters even receded, plans were underway to rebuild, and now, seven years later, the new facility is finally completed. To celebrate, the public is invited to an open house on Saturday, Sept. 26 from noon to 3 p.m. at the new Center, located at 3910 Napoleon Lane, off of Gilbert Street and Sand Road in Iowa City. Guests are asked to leave their pets at home for this event. On-site parking is limited. Attendees are asked to park at the softball complex located just north of the Center. The open house will offer a chance to tour the new facility, meet some of the shelter animals, learn about volunteer opportunities and ways to support the shelter, and commemorate the efforts of numerous public-private partnerships that allowed the new 11,236 sq. ft. structure to become a reality. The Center's nonprofit fundraising arm, Friends of the Animal Center Foundation (FACF), provided critical financial support with a $1 million local fundraising campaign. The new Animal Center offers numerous upgrades over the old site, including more space, separate rooms for separate species, an animal evaluation and surgery room, more efficient heating and cooling systems, and other improvements that benefit animals and staff alike. It will provide animal services for Iowa City, Coralville, University Heights, the University of Iowa, and unincorporated Johnson County. View it as a Web page. ��°°,IOWA CITY FOR IMMEDIATE RELEASE Date: Sept. 22, 2015 Contact: Marcia Bollinger Phone: 319-356-5237 Balmond to reveal public art concept design for Ped Mall Project Internationally renowned artist and architect Cecil Balmond, who was commissioned to create a signature public art piece for the North Pedestrian Mall in Downtown Iowa City, will reveal his concept design at a public presentation on Thursday, Oct. 1. The event will be held from 5:30 to 7 p.m. at FilmScene, 118 E. College Street. Balmond, of Balmond Studio (www.balmondstudio.com) in London, England, was chosen to create the piece from a group of 26 artists who had expressed interest in the project. As an artist, designer, architect, engineer and writer, he is known for his challenging industrial fabrications that integrate art into the immediate environment. His work will be installed in the Black Hawk Mini Park area of the Ped Mall, serving as an anchor for the City's new Downtown Streetscape Plan. The artwork will enhance the City's reputation as a center for arts and culture, especially as its installation coincides with the relocation of the University of Iowa's Museum of Art and Voxman Music Building to the Downtown area. Balmond's works are featured in countries throughout the world. In addition to Iowa City, he is currently working with the cities of Syracuse, NY, Mesa, AZ, and Chicago, IL on public art installations in the United States. For those who are interested in the event but are unable to attend, the City's Cable TV Division will videotape the presentation for broadcast on City Channel 4 on the following dates: Sunday, Oct. 11, 7 a.m.; Monday, October 12, 3 a.m.; Tuesday, Oct. 13, 1:30 p.m.; Wednesday, Oct. 14, 11:30 a.m.; Thursday, Oct. 15, 2 a.m.; and Friday, Oct. 16, 8 p.m. A fundraising campaign to support the installation will commence at a later date. This is a trial run of where to clear and where not to clear snow from our city trails. We would like to focus our efforts on trails used by multi -modal commuters that connect schools and essential service areas. Recreational loops and trails that are not connected to these services are being evaluated for continued snow removal in an effort to save costs from overtime, fuel and machinery wear. Housing Inspection Services will enforce lack of snow removal on private sidewalks if they are reported by calling 356-5122 or accessing the ICgoveXpress system at http://www.icgov.org/?id=2253. The attached maps show where snow will not be removed (red) and where snow will be removed (yellow) Thanks again and if there is any other information you need please let us know. I would ask the Parks and Recreation Department to reconsider that decision. Is it necessary that all of every park be set aside for winter sports? Some of us who use the parks are older or otherwise unable to participate in cross-country skiing, ice skating, and such activities. We use the cleared trails to walk in winter, and to walk our dogs. Many of us drive to the park to access the trails and appreciate having a cleared parking lot so that we don't have to worry about falls. We don't have many alternatives. The trail at the dog park is not cleared, and personally, the sidewalks in my neighborhood take several days to get shoveled and often patches of snow and ice remain in the pathway so that I am afraid to use them. We're not allowed to take our pets into the shopping malls where some folks walk during the winter months. Last year in City Park just one trail from the lot near the baseball fields on through the park to Park Road was cleared and that was enough. The park staff did a great job of snow removal and the trail is well designed to drain water off and prevent ice from forming. Many dog walkers used the trail and appreciated that our tax dollars were being used to benefit a cross section of the population. I ask you to consider all the citizens of Iowa City, not just the young and fit, and keep one walkway maintained free of snow in each of the larger parks, including Waterworks, City Pack, Terry Trueblood, and Hickory Hill. NEW BUSINESS Select Nominating Committee — Salih and Treloar volunteered to be on the nominating committee and report their recommendations back to the Board at the October meeting. PUBLIC DISCUSSION Dieterle had a couple of questions regarding the Body Camera general order. The first was that she had not seen anywhere in the general order that the CPRB would have access to the body cam recordings. Jensen mentioned that currently all video recordings are made available to the Board when reviewing a complaint. Dieterle's concern was that although we have a cooperative Police Chief now that works well with the Board, it may not always be the case and it would be a good idea to have it in writing that the Board has access to the recordings. The Board agreed that would be a good idea to do and will recommend the addition. Dieterle was also surprised that an Order this important could be passed administratively without the Council ever voting on it. She thought that it hadn't been reported very well in the news that the policy had been approved and was put into use. She also thought that the Body Cam policy was much more important than a general order and should have been adopted through the City Council. Tuttle stated that the general order was included in a Council information packet and that general orders are not passed by Council but they could, as could the CPRB, recommend changes on the policy to the police chief. CPRB September 8, 2015 Page 2 Miller asked who drafted the policy and if the CPRB was involved. Jensen stated that it was written by the police department with assistance from the City legal department, input from the ACLU and meets the requirements of CALEA (Commission on Accreditation for Law Enforcement Agencies Inc). Treloar also added that it is a new policy and will probably have areas that will need to be adjusted as time goes on. BOARD INFORMATION None. STAFF INFORMATION None.
