I also reviewed the June 10 response you received from the City Manager, which is attached to this letter. After reviewing the information, I concur with staff's initial actions as well as the City Manager's subsequent review. Iowa City regulates the taxicab industry to protect the health, safety and welfare of residents and visitors to the community. License holders need to understand and adhere to the regulations provided in our taxi ordinance. I believe the staff's actions to enforce our regulations were reasonable and justified. American Taxi Cab is a valued and longstanding business in our community. I appreciate your efforts to support and grow your operation, and I wish you great success in the future. That has been operating in Iowa City from 2009.1 would like to request financial assistance to support my company that was greatly affected by two unfortunate license revocations that were wrongly implemented by the City Clerk. The first incident on behalf of the City Clerk's Office to negatively affect my company involved sending the court hearing letter to the wrong address. This caused a hearing to be conducted on a day, of which 1 had no prior knowledge about, where I was unable to be heard by the hearing committee. The second incident that negatively affected my company's appearance and reputation was by the Iowa City Police Department's false allegations in regards to a pending sexual assault case. Because of these allegations, I lost more than 25 contractors and my drivers now mistrust the company. In the end, the investigation proved that the actual suspect belonged to another company by the name (Vina Sun). For these two above reasons, I would like the city council to consider my application to grant me some financial assistance or even possible loans to fix this company damage. Your first point was that the City Clerk sent a notice of a court hearing to the wrong address. The City Clerk does not provide anyone with a notice of a court hearing. The Johnson County Clerk of Court provides node as of court hearings. Your second point claimed that your taxicab business was negatively affected because the Iowa City Police Department made false allegations when investigating a sexual assault last spring. In investigating the sexual assault, the Police Department made no allegations against you or American Taxi Cab. If you have any questions about this letter, please do not hesitate to contact me. Thanks for responding to my letter to the city council dated December 1, 2014. 1 was disappointed when 1 read the letter because the response was different from what i claimed in my letter about the hearing which was held in the city of Iowa City on November of 2013 by the city attorney not at the court. The city derk also sent this out to Coralvile 52240 post office instead of Iowa city 52246 post office. The decision has made the company loseing around 12,000 dollars, for the forty taxies. The second claim about the police investigation wasn't normal because they abused their power and investigated my company for two months and this came negative to scare all the forty drivers to quite working and we lost costomers and contraters at that time quite working with American taxi Company so i would like the city council to re-concider my request again. View it as a Web page. 10WACITY FOR IMMEDIATE RELEASE Date: Oct. 9, 2015 Contact: Sarah Walz Phone: 319-356-5239 Ribbon -cutting for completed Iowa River Trail and pedestrian overpass set for Oct. 17 A ribbon -cutting will take place at 11 a.m. on Saturday, Oct. 17 at the North Dubuque Street Pedestrian / Bike Bridge to mark the completion of a 1.1 -mile section of the Iowa River Trail, which includes the 540 -ft. pedestrian bridge that traverses 1-80. The new concrete trail, which connects Foster Road, the Butler Bridge, and the Waterworks Prairie Park Trail, completes the 12 -mile Iowa River Trail and provides a direct route for bike commuters and recreational users from north of 1-80 to Downtown Iowa City and the University of Iowa. The new trail section was expected to open for use on Saturday, Oct. 10. Those attending the ribbon -cutting ceremony on Oct. 17 should meet at 10:45 a.m. at the northwest corner of the Parkview Church parking lot at 15 Foster Road, where people will then proceed to bike or walk the trail to the bridge. Additional parking is available at Terrell Mill Park. The Iowa River Trail, which extends from Terry Trueblood Recreation Area on the south side of Iowa City, north to Mehaffey Bridge, the MacBride Nature and Recreation Area, and Sugar Bottom Recreation Area between North Liberty and Solon, is now the longest off-street trail in Johnson County. It connects Johnson County, Iowa City, the University of Iowa campus, Coralville, the Coralville Reservoir Recreation Area, and North Liberty. Over the next several years, additional trail extensions and bike facility improvements will allow the Iowa River Trail to link into a 118 -mile continuous trail network from Iowa City to Cedar Falls. Trail user counts from the Metropolitan Planning Organization of Johnson County (MPOJC) indicate that the Iowa River Trail is more widely used than any other trail in the area -- an average of 765 people per day during the week, and over 900 per day on weekends. Within Iowa City, the Iowa River Trail passes through five City parks: Terry Trueblood Recreation Area, Napoleon Park, City Park, Terrell Mill Park, and Waterworks Prairie Park. It will eventually also pass through the new Riverfront Crossing Park, which is currently in its planning phase. Construction of the North Dubuque Street trail section began in April, 2015. The $2 million trail section and overpass were completed with $1,797,000 in Federal Surface Transportation Program Funds (STP), Federal Interstate Maintenance Discretionary Funds (IMD), and State Recreational Trails Funds (SRT). OLD BUSINESS King asked Hart if the Use of Force continuum had changed with the reevaluation. Hart indicated it did not change, but there had been a modification in the use of force policy for the verbal de-escalation. King also asked if the level for using OC spray had changed, and Hart stated it had not. King inquired about the certification process and Hart briefly explained that. Hart also stated that the de-escalation process was nothing new to the police department but they felt that they needed to be a little clearer in the policy. Porter mentioned Dr. Eddie Moore, and Hart mentioned that he was coming to the City next week to do diversity training with all City employees and City Council. NEW BUSINESS Jensen welcomed new member Donald King back to the Board. PUBLIC DISCUSSION None. BOARD INFORMATION Porter informed the Board about a Diversity roundtable which is staffed by the Equity Director that is held once a month with City staff and representatives from the community to discuss various issues. Treloar wanted to comment to Hart, and if he could pass along the information for safety reasons, that the officers wearing green vests and doing traffic control for the homecoming parade should know that if they have the vests unzipped, they tend to fold back and then are not visible and blend in with the dark blue uniform.
