Re: Police Chief Recruitment
Police Chief Sam Hargadine has announced his retirement effective June 30, 2016, and, as a
result, we must begin the selection process to hire his successor.
Human Resources staff has consulted with the City Manager to discuss the most efficient and
effective method for recruiting a new Police Chief and the following process is being
recommended:
1. An executive recruiting firm will be utilized to conduct a national search. Staff
recommends utilizing the services of Slavin Management Consultants. The firm will
solicit input from various stakeholders to create a candidate profile and recruitment plan,
conduct an active national recruitment, and provide support throughout the entire
selection process. If the Commission wishes to meet with the consultant to offer input
on the candidate profile, staff will coordinate a meeting.
2. A dedicated webpage will be created to house information on the recruitment process.
3. Following initial screening, Slavin will recommend a group of semi-finalists from which
staff will select finalists for interviews.
4. A selection committee will be appointed by the City Manager. If the Commission wishes
to be represented in the process, the Commission may appoint a member to the
selection committee. Other City Manager appointees may include a Police professional
from another community, community representatives and other internal management
staff. This group may be split into two interview panels.
5. Candidates will participate in structured interviews and a public "meet and greet' forum.
6. Reference checks and background investigations will be completed at an appropriate
time in the process and second interviews may be conducted.
7. If an out of state candidate is selected, additional testing as required by the Iowa Law
Enforcement Academy will be conducted.
8. The process will result in the creation of a hiring list for Civil Service Commission
certification from which the City Manager will make an appointment subject to City
Council approval.
We anticipate completing the process in time for a fall appointment, although timeframes are
subject to change.
