(A complete transcription and power point presentations are archived in the City Clerk's Office and available on the City website) Review of Proposed Budget Mayor Throgmorton introduced the item, City Manager Fruin suggested deferring discussion until the work session on January 22nd so Council would have the staff memos pertaining to outstanding budget items. FY19-FY23 CAPITAL IMPROVEMENT PROGRAM (CIP1 City Manager Fruin called attention to the handouts and noted the new report on changes since last year's CIP, which calls attention to projects with increases or decreases in price or changes to the project. Finance Director Bockenstedt gave an overview of the CIP schedule, spending by division, funding sources and yearly expenditures. PW Dir. Knoche gave opening remarks and overview of how Capital Improvement presentation would be presented starting on pg. 489, noted on- going projects, and facilitated a GIS-based presentation (archived with the City Clerk).
