FY 2020 Budget Discussion City Manager Fruin noted budget items still needing Council discussion. • Assistant City Manager Monroe summarized the memo provided in the January 17, 2019 City Council Information Packet (IP4) regarding Analysis for a change in temporary/hourly employee status. City Manager Fruin and Finance Director Bockenstedt provided additional information. Individual Council members expressed their views. Action: No changes to hourly positions will be included in the FY20 budget. Staff will prepare a more in-depth analysis on the positions included in IP4 of the 1/17 Information Packet. The position analysis should include an overview of current responsibilities, current staffing approaches using hourly employees, likely staffing approach utilizing permanent employees, patterns of tenure in the hourly jobs, impacts of the change on other positions and operations, an estimated cost in shifting to permanent employees, and any other pertinent information. Additionally, staff should survey comparable cities to compare usage of hourly employees and total compensation packages offered to such employees. Once complete the analysis shall be shared and discussed with AFSCME leadership. The completion deadline for reporting back to the City Manager'sOffice is July 12, 2019. • Mayor Throgmorton provided a brief update on the recent meeting with University of Iowa President Harreld regarding the Sanxay-Gilmore House. City Manager Fruin and Assistant to the City Manager Andrew provided additional information. Individual Council members expressed their views. Action: Discussions with the UI on the Sanxay-Gilmore House will continue. For the FY20 budget, the $330k allocation for relocation will remain. Amendments will be considered at a later date if needed. • Council member Thomas asked for support to consider a Form-Based Code study for the Northside Marketplace. City Manager Fruin provided additional information. Individual Council members expressed their views. Council Work Session January 22, 2019 Page 2 Action: Discussion of a Northside Marketplace Form-Based Code will be placed on the Council's Pending List. Staff will await direction on an exact meeting date and will request a ballpark cost estimate from Opticos for a study area that encompasses all currently zoned CB-2 and CB-5 properties that are included in the area generally known as the Northside Marketplace. Clarification of Agenda Items • [9.a]... Correspondence regarding Pedestrian Mall Benches...Mayor Throgmorton noted the correspondence included in the Council agenda packet, recalled past meeting discussions and summarized the memo (IP7) in the January 17, 2019 City Council Information Packet. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will work with the Ped Mall contractor to replace 20% of phase 2 benches (14)with ones that do not have center arm rests. Additionally, all existing Benchmark benches should be evaluated for reuse. The reusable Benchmark benches shall be repurposed on the east wing of the Pedestrian Mall in accordance with the existing plan for a painted bench gallery. The new benches without arm rests should be evenly dispersed throughout the entire project area. Revised bench plans shall be reviewed by the City Manager's office to ensure compliance with the City Council direction. A$10k check will be issued to the Shelter House for homeless services to be used at their discretion. (Break to Formal meeting 6:39 pm) FY 2020 Budget Discussion (cont.) • Council member Mims asked for clarification with Council regarding budget items that had been agreed upon. Individual Council members expressed their views. City Manager Fruin provided additional information. • Action: Staff will invite the Housing & Community Development Commission to have a joint work session with the City Council on February 5th at 5:00 p.m. Staff will gather information on the Aid to Agency process and present that to the City Council in the 1/31 IP. With the exception of the pending HCDC request, the FY20 budget is finalized and Finance can start preparing the necessary documents for the required public hearing Information Packet Discussion [January 10, January 171 > January 17 1. (IP9, Memo from Assistant to the City Manager City Plaza Food Cart Vendors) Mayor Throgmorton asked that the item be summarized. Assistant to the City Manager Andrew broke down the memo into two recommendations and briefly explained the information contained in the memo. Mark Paterno and Pete Johnson, owners of Marco's Grilled Cheese, George's Gyros, and Paco's Tacos appeared. Gustave Stewart, UISG Liaison, provided views from student perspectives. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will prepare for another 3-year license cycle for mobile food carts and will review the administrative regulations with the City Manager's office. At a minimum, exact locations of vending placements shall be prescribed for both the upcoming construction year and the final two years of the permit so that applicants clearly understand how and where they will be placed when they apply. Council Work Session January 22, 2019 Page 3 2. (IPS, Memo from Assistant to the City Manager Traffic Collision Analysis) Mayor Throgmorton noted the report and the information included. Metropolitan Planning Organization of Johnson County Executive Director/Transportation Planner Ralston explained what the Transportation staff does with the data and provided additional information. Individual Council members expressed their views. Action: Staff will reach out to Professor Plumed to see if she is available to provide the Council an update on her research regarding pedestrian safety. 3. (IP6, Proposed resolution submitted by Council member Salih: University of Iowa funding to the Labor Center) Mayor Throgmorton suggested additional options to show Council support. City Attorney Dilkes provided additional information. Individual Council members expressed their views. Action: Council member Cole will work to prepare a resolution in support of the Labor Center and vet the draft with Mayor Throgmorton. Once received, it will be placed on the next meeting agenda. > January 10 1. (IP4, Memo from MPOJC Assistant Transportation Planner and Director of Transportation Services: Update on regional transit system discussions) Council member Teague asked to discuss the memo at a future meeting. City Manager Fruin stated that the memo could be placed in a subsequent information packet for discussion at the next meeting. Action: The City Clerk will repost the Regional Transit memo from the 1/10 IP in the 1/31 IP. > January 17 4. (IP10, Memo from Development Services Coordinator& Senior Building Inspector: Regulations on construction activity) Council member Salih asked about the complaints referenced in the memo and how those were resolved. City Manager Fruin provided information. City Clerk Fruehling confirmed availability of two Council members for the February 11 City Council Listening post being held at the Iowa Memorial Union. Action: The City Clerk will finalize details for a February 11t listening post at the Iowa Memorial Union's Black Box Theatre. UISG will help promote the opportunity to students. Councilors Salih and Cole will represent the City Council. > January 10 2. (IP5, Memo from City Clerk: KXIC Radio Show) Council member Taylor noted the memo and upcoming dates. City Clerk Fruehling stated the memo could be redistributed in a subsequent information packet but asked to fill the February 6th date. Action: City staff will fill the February 6th KXIC morning radio show. Council updates on assigned boards, commissions and committees Council members reported on various assigned boards, commissions and committees. Adjourn 11:17 p.m.
