THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
CIVIL SERVICE COMMISSION
One Vacancy: Unexpired Term
Upon Appointment — 4/4/2022
• Duties: Approve all entrance and promotional examinations used by the City of Iowa City for
civil service positions;
• Holds appeal hearings involving the suspension, demotion, or discharge of employees holding
civil service rights. Ascertains to the best of its ability the facts of the case to determine
matters involving the rights of civil service employees and may affirm, modify, or reverse any
case on its merits per Chapter 400 of the Code of Iowa.

Iowa City -appointed members of boards and commissions must be at least 18 years of age and live in
Iowa City. The City Iowa City encourages diversity in the appointment of citizens to boards and
commissions.
Applications must be received by 5:00 p.m., Tuesday, January 29, 2019. An application can be
completed and submitted on the City of Iowa City website at www.icgov.org or by contacting the City
Clerk's office.

Experience and/or activities which you feel qualify you for this position:*
During my undergraduate education, I majored in International Relations, which allowed me to take several
classes on our political and government systems, as well as, economics courses. As a youth, I was a member
of my town's Youth Court, which is an alternative to family court for juveniles who commit misdemeanors, where
they are represented, prosecuted, judged, and sentenced by their peers who had legal training and passed a
reduced bar exam. My other undergraduate degree is in Civil Engineering, providing me knowledge of
construction, infrastructure systems, and city planning. Finally, I have a passion for getting involved in my local
community: the past two years I mentored a middle school science program in Illinois before moving here and
am hoping to start the program up in a local school in Iowa City. I want to learn more about the inner workings
of local government as I hope to pursue a career in science policy advising. Thank you for your consideration!
What is your present knowledge of each advisory board you are interested in?*
I have read through each of the boards that have vacancies, and decided that these two are of the most
interest and most aligned with my background. The Civil Service Commission oversees hiring and promoting al
civil servant positions, as well as, hearing disputes over terminations or other punitive measures. The Housing
and Community Development Commission works to understand how best to utilize federal funds for housing
projects for low and middle income households and then provide recommendations to the City Council on such
matters.
Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a potential conflict
of interest. The following describe some but not all potential conflicts.
Potential Conflicts of Interest
The Housing and Community Development Commission makes recommendations to the City Council
regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise or
have exercised any functions or responsibilities with respect to federally funded activities, or who are in a
position to participate in the decision-making process or gain inside information with regard to such activities,
may obtain a financial interest or benefit from a federally—assisted activity, or have a financial interest in any
contract, subcontract, or agreement with respect to a federally -assisted activity, or with respect to the
proceeds of the federally -assisted activity, either for themselves or those with whom they have business or
immediate familyties, during their tenure orfor one yearthereafter.
Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a City
Board or Commission from having an interest in a City contract.
City Council Resolution # 15-300 established a policy that the following persons shall not be eligible for
appointment to Boards and Commissions:
A Council Member's spouse, domestic partner or partner by cohabitation, children, step -children, children
for whom the Council Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law,
mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -siblings, brother-in-law,
sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first cousin, foster parent, foster
child, persons who are parents of the same child, and persons with whom the employee is in an intimate
relationship
Res. #15-300 states that each application for reappointment to a City Board or Commission will be
considered without regard to incumbency. If reappointed, an individual would be limited to one reappointment
to a full term in order to increase the opportunities for new applicants to serve.
Council policy is not to permit an individual to serve on two Boards or Commissions at the same
