Police Labor Relations Organization of Iowa City Tentative Agreement Motion to approve a tentative agreement between the City of Iowa City and the Police Labor Relations Organization of Iowa City. Comment This is a 1 year agreement that provides a 2.75%across the board wage increase and health insurance plan modifications for fiscal year 2020. 7.c. Parks and Recreation Fees l `-' Resolution establishing a revised schedule of fees and charges for Parks and Recreation services and programming and rescinding Resolution Number 17-33 previously establishing said fees and charges. Comment City Code requires the City Council to provide review for adoption.The Parks and Recreation Commission annually reviews,makes suggestions and approves foes and charges for all Parks and Recreation Department services and programs. 7.d. License Agreement- Fiber Optics Communication System Resolution authorizing the Mayor to sign and the City Clerk to attest an agreement between the City of Iowa City and Wisconsin Independent Network, LLC to use a portion of public right-of-way way for the installation, operation and maintenance of a fiber optic communications system. Comment This agreement will allow Wisconsin Independent Network,LLC to install, operate and maintain a fiber optic communications system within City of lowa City public right-of-way.The installation will include fiber optic cable at various locations within the City. 7.e. Lower Muscatine Road Reconstruction - 4 5 Resolution approving the final contract price for the Lower Muscatine Road Reconstruction (Kirkwood Ave. to 1st Ave.) [STP-U-3715(654)-70-52] Project. Comment The final cost of this project was incorrectly included in the resolution and on the agenda accepting the project on June 21,2016.This resolution corrects the final contract price to$6,652,753.56. Accepting tobacco penalty, Kum & Go#53 l c i- 44 LF Resolution accepting imposition of civil penalty and waiver of right to hearing from Kum & Go#53. Comment This Resolution accepts a waiver of right to hearing and payment of a $300.00 civil penalty by Kum&Go#53.The civil penalty is required by Iowa Code Section 453A22(2)due to an employee selling or providing tobacco to a minor. 8. Setting Public Hearings 8.a. FY2020 Budget Public Hearing R-4-7 Resolution setting a public hearing on March 12, 2019 to discuss the proposed FY2020 Operating Budget, the proposed throe ycar Financial Plan for FY2019 - FY2021, and the five-year Capital Improvement Plan 2019-2023. Comment This resolution sets a public hearing on March 12,2019 to discuss the FY2020 proposed operating Budget,the three year Financial Plan for FY2019- FY2021 and multi-year Capital Improvement Plan(CIP)2019-2023. Detailed information on the budget will be available for public inspection on Friday February 22, 2019. 1 8.b. Comment This project indudes water main replacement along the west side of First Avenue between Friendship and Court Streets. Comment This resolution approves the recommendation by the Human Rights Commission to 66e/ provide full funding for eight out of the twenty-six organizations that applied for the Social Justice and Racial Equity Grant for fiscal year 2019. Animal Services rr Ordinance amending Title 3, entitled "Finances, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties," and Title 8, entitled "Police Regulations," Chapter 4, entitled "Animal Services," to clarify recently enacted animal services provisions and to change the amount of the scheduled fines for e), ' certain animal services violations. (First Consideration) Comment Ordinance No. 18-4767 was a substantial overhaul of the existing animal services provisions.Since the enactment of Ordinance No. 18767,a fevv provisions have been identified that need nonsubstantive amendments.Additionally,the fine for a violation of certain animal services provisions charged as simple misdemeanors is set at$25 and staff recommends the fine be increased to$65.00. Community Police Review Board Amendments Ordinance amending Title 8, "Police Regulations", Chapter 8, "Community Police Review Board", to provide for changes in procedure and enhance opportunities for conversation when the conclusions of the 6&& police chief and the Board differ. (Second Consideration) � Comment By memo to the Council dated July 23,2018 the Community Police Review Board - (CPRB)recommended that changes be made to the ordinance.Staff provided input by memo to the City Council dated November 29,2018.At its vvodc session on December 18,2018 Council discussed the proposals and directed staff to prepare an ordinance making changes to procedure and enhancing the opportunities for conversation when the conclusions of the police chief and CPRB differ. Moss Ridge TIF Ordinance Ordinance providing that general property taxes levied and collected each year on certain property located within the Moss Ridge Urban Renewal Area, in the City of Iowa City, County of Johnson, State of Iowa, by and for the benefit of the State of Iowa, City of Iowa City, County of Johnson, Iowa City Community School District and other taxing districts, be paid to a special fund for payment of principal and interest on loans, rebates, grants, monies advanced to and indebtedness, including bonds issued or to be issued, incurred by said city in connection with the Moss Ridge Urban Renewal Plan. (Second Consideration) Comment The Moss Ridge Urban Renewal Plan was approved by Council April 27,2010 and is the prerequisite for the area to be designated a Tax Increment Financing(TIF)district.The second step to implementing a TIF district within an Urban Renewal Area(URA)is to adopt a TIF ordinance.
