Comment On October 15,2015 the Purchasing Division issued a Request for Proposal for Janitorial Products and Supplies.The contract was awarded to Ecocare Supply,LLC. The initial term of the contract was for three years,with the option to renew for two additional one-year periods.This resolution,as required by the current purchasing policy, authorizes the contact value to exceed$150,000,authorizes the City to extend the contract for an additional year and authorizes the City Manager to effectuate future contract renewals. Extension and Renewal of the Contract for the Police Uniforms and Leather Resolution Authorizing the Renewal of the Contract for Uniforms and Leathers for the Police Department. Comment On August 26 2015 the Purchasing Division issued a Request for Proposal for Police Uniforms.The contract was awarded to Linder Galls Parent Holdings,LLC. The initial term of the contract was for three years,with the option to renew for an additional three year period.This resolution,as required by the current purchasing policy, authorizes the contract value to exceed$150,000,authorizes the City to extend the contract for an additional three year term and authorizes the City Manager to effectuate future contract renewals. 7.c. Budgeted Positions-Development Services Division Resolution amending the budgeted positions in the Development q"5 Services Division of the Neighborhood and Development Services Department by deleting one full-time Plans Examiner position and adding one full-time Building Inspector II position and amending the AFSCME pay plan by adding the position of Building Inspector II to grade 14. Comment This resolution completes the process of replacement of one existing building inspector position to a new job position description which was begun with the adoption of the 2019 budget Implementation of that staffing change was delayed pending a review of operational needs.This change will better serve the needs of the City with the continued advancement of the complexity of building activity. 7.d. Debt Management Policy Amendment Resolution amending the Debt Management Policy for the City of 9 - 6,0 Iowa City, adopting a revised policy and repealing Resolution No. 15-319 and Resolution No. 18-85. Comment This resolution amends the Citys Debt Management Policy to assist compliance with the amended Securities and Exchange Commission rule 15c2-12 regarding required municipal securities disclosures. 7.e. Harrison Street Parking Garage Master Lease Partial Redemption Resolution authorizing the partial redemption Master Lease Purchase Agreement and directing notice be given. Comment This resolution authorizes staff to proceed on behalf of the City with a redemption of$2,000,000 of the Master Lease Purchase Agreement using a portion of the proceeds from the sale of the Court&Linn Street parking lot By redeeming a portion of the lease early,the City will save over$1,150,000.This lease purchase agreement was issued in April 2017 for$15,497,867 to purchase the Harrison Street Parking Garage. Comment The project has been completed by ESCO Automation of Marion, Iowa, in substantial accordance with the plans and specifications.The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. . Lower Muscatine Area Storm Sewer Improvements Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an agreement by and between the City of Iowa City and Bolton & Menk, Inc. to provide engineering consultant services for the Lower Muscatine Area Storm Sewer Improvements Project. Comment This item will approve an agreement with Botton&Menk to provide preliminary and final design,bidding and construction phase services for the Lower Muscatine Area Storm Sewer Improvements Project.The project will improve the storm sewer collection and conveyance system abng Deforest Avenue, Franklin Street,Ash Street, Pine Street and Spruce Street near their intersect ions with Lower Muscatine Road and Sycamore Street The negotiated fee is not to exceed$97,830 and will be funded Account#M3632 Lower Muscatine Area Storm Sewer Improvements. Comment At the lime this subdivision was approved,the City agreed to accept the dedication of Outlot K as public open space once certain conditions had occurred or were otherwise waived.Staff recommends accepting the dedication at this time. 8. Intent to convey vacated Auditor's Parcel 2008020 Resolution of intent to consider the proposed conveyance of the )Q-4,(4, vacated Auditor's Parcel 2008020 to Bilam Properties L.L.0 and setting a public hearing thereon. Comment Council vacated this land on September 10,2015 in consideration for the dedication of Clear Ridge Road to the City as shown on the final plat of Highlander Fourth Addition,Part 1.Council did not take action,however,to finalize the conveyance to the developer.The owner now wishes to dear title to this land. 8.b. Transit Funding Application Resolution setting a public hearing for the April 23rd, 2019 City �P 7 Council meeting regarding the Iowa Department of Transportation Consolidated Transit Funding application for Iowa City Transit. Comment:The Metropolitan Planning Organization of Johnson County will be filing a Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation.This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expenses and ensures projects become eligible for potential use of federal funds. In accordance with statutory requirements,this resolution will set the public hearing for the April 23rd,2019 City Council meeting.A notice will be published announcing the date of the hearing. Dubuque sewer easement Resolution setting a public hearing for April 2, 2019, on a proposal - authorizing execution of a Quit Claim Deed to Del Ray Ridge, LP to release a sewer casement on 628 S. Dubuque Street. Comment Del Ray Ridge, LP is constructing a tax credit affordable housing project at 628 S.Dubuque Street Construction of the building requires the relocation of the existing sanitary sewer.The proposed Quit Claim Deed will release any existing easement rights the City has where the existing sewer line is located. 9. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Under this program, the City proposes to sell 522 North Dodge _ Street. Woodland Ridge Water Agreement Resolution authorizing the Mayor to sign and the City Clerk to attest an agreement to provide water service to Woodland Ridge Subdivision. Comment The Woodland Ridge Subdivision is located outside of the current growth boundary and its existing well water sources are contaminated.The home owners association(HOA)and the 26 home owners approached the City about extending water service to the subdivision.The HOA and the owners will pay all the costs to build the infrastructure to extend the water main and will pay a water fee of 1.5 times the fee of City residents.The agreement is identical to the one the City entered into last year with the neighboring subdivision,Latina Meadows.
