Products and Supplies for all City Departments.
Comment On October 15,2015 the Purchasing Division issued a Request for Proposal
for Janitorial Products and Supplies.The contract was awarded to Ecocare Supply,LLC.
The initial term of the contract was for three years,with the option to renew for two
additional one-year periods.This resolution,as required by the current purchasing policy,
authorizes the contact value to exceed$150,000,authorizes the City to extend the
contract for an additional year and authorizes the City Manager to effectuate future
contract renewals.

7.b. Extension and Renewal of the Contract for the Police Uniforms
and Leather
Resolution Authorizing the Renewal of the Contract for Uniforms
and Leathers for the Police Department.
Comment On August 26 2015 the Purchasing Division issued a Request for Proposal
for Police Uniforms.The contract was awarded to Linder Galls Parent Holdings,LLC.
The initial term of the contract was for three years,with the option to renew for an
additional three year period.This resolution,as required by the current purchasing policy,
authorizes the contract value to exceed$150,000,authorizes the City to extend the
contract for an additional three year term and authorizes the City Manager to effectuate
future contract renewals.
7.c. Budgeted Positions-Development Services Division
Resolution amending the budgeted positions in the Development
q"5 Services Division of the Neighborhood and Development Services
Department by deleting one full-time Plans Examiner position and
adding one full-time Building Inspector II position and amending the
AFSCME pay plan by adding the position of Building Inspector II to
grade 14.
Comment This resolution completes the process of replacement of one existing
building inspector position to a new job position description which was begun with the
adoption of the 2019 budget Implementation of that staffing change was delayed
pending a review of operational needs.This change will better serve the needs of the
City with the continued advancement of the complexity of building activity.
7.d. Debt Management Policy Amendment
Resolution amending the Debt Management Policy for the City of
9 - 6,0 Iowa City, adopting a revised policy and repealing Resolution No.
15-319 and Resolution No. 18-85.
Comment This resolution amends the Citys Debt Management Policy to assist
compliance with the amended Securities and Exchange Commission rule 15c2-12
regarding required municipal securities disclosures.
7.e. Harrison Street Parking Garage Master Lease Partial Redemption
Resolution authorizing the partial redemption Master Lease
Purchase Agreement and directing notice be given.
Comment This resolution authorizes staff to proceed on behalf of the City with a
redemption of$2,000,000 of the Master Lease Purchase Agreement using a portion of
the proceeds from the sale of the Court&Linn Street parking lot By redeeming a
portion of the lease early,the City will save over$1,150,000.This lease purchase
agreement was issued in April 2017 for$15,497,867 to purchase the Harrison Street
Parking Garage.

Comment The project has been completed by ESCO Automation of Marion, Iowa, in
substantial accordance with the plans and specifications.The Engineer's Report and

Resolution awarding contract and authorizing the Mayor to sign

7.h. Lower Muscatine Area Storm Sewer Improvements
Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest an agreement by and
between the City of Iowa City and Bolton & Menk, Inc. to provide
engineering consultant services for the Lower Muscatine Area
Storm Sewer Improvements Project.
Comment This item will approve an agreement with Botton&Menk to provide preliminary
and final design,bidding and construction phase services for the Lower Muscatine Area
Storm Sewer Improvements Project.The project will improve the storm sewer collection
and conveyance system abng Deforest Avenue, Franklin Street,Ash Street, Pine Street
and Spruce Street near their intersect ions with Lower Muscatine Road and Sycamore
Street The negotiated fee is not to exceed$97,830 and will be funded Account#M3632

Resolution accepting the dedication of Outiot K, Lindemann

Comment At the lime this subdivision was approved,the City agreed to accept the
dedication of Outlot K as public open space once certain conditions had occurred or
were otherwise waived.Staff recommends accepting the dedication at this time.

8.a. Intent to convey vacated Auditor's Parcel 2008020
Resolution of intent to consider the proposed conveyance of the
)Q-4,(4, vacated Auditor's Parcel 2008020 to Bilam Properties L.L.0 and
setting a public hearing thereon.
Comment Council vacated this land on September 10,2015 in consideration for the
dedication of Clear Ridge Road to the City as shown on the final plat of Highlander
Fourth Addition,Part 1.Council did not take action,however,to finalize the conveyance
to the developer.The owner now wishes to dear title to this land.
8.b. Transit Funding Application
Resolution setting a public hearing for the April 23rd, 2019 City
�P 7 Council meeting regarding the Iowa Department of
Transportation Consolidated Transit Funding application for Iowa
City Transit.
Comment:The Metropolitan Planning Organization of Johnson County will be filing a
Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa
Department of Transportation.This is an annual process that Iowa City undertakes,
outlining federal funds requested for operating and capital expenses and ensures
projects become eligible for potential use of federal funds. In accordance with statutory
requirements,this resolution will set the public hearing for the April 23rd,2019 City
Council meeting.A notice will be published announcing the date of the hearing.

8.c. 628 S. Dubuque sewer easement
Resolution setting a public hearing for April 2, 2019, on a proposal
- authorizing execution of a Quit Claim Deed to Del Ray Ridge, LP
to release a sewer casement on 628 S. Dubuque Street.
Comment Del Ray Ridge, LP is constructing a tax credit affordable housing project at
628 S.Dubuque Street Construction of the building requires the relocation of the
existing sanitary sewer.The proposed Quit Claim Deed will release any existing
easement rights the City has where the existing sewer line is located.

Item 8.d Univer-City Sale — 522 North Dodge
Resolution setting public hearing for April 2, 2019, on a proposal to
/CiJ�O convey a single-family home located at 522 North Dodge Street.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income-eligible
buyers. Under this program, the City proposes to sell 522 North Dodge
_ Street. The amount of the sale will be $225,000.
rItem 8.e Comprehensive Plan Amendment (North District Plan) — Motion
setting a public hearing for April 2, 2019 on a resolution to amend the
North District Plan land use map from Multi-Family Residential (8-13
dwelling units per acre) to Low-Medium Mixed Residential (8-13
du/ac) for approximately 24 acres and from Low-Medium Mixed
Residential (8-13 du/ac) to Multi-Family Residential (8-13 du/ac) for
approximately 24 acres (CPA18-00002).
Comment: At its March 7, 2019 meeting, by a vote of 6-0 (Townsend absent),
the Planning and Zoning Commission recommended approval of this
amendment, which amends the land use map for an area generally located south
of Interstate 80, west of N. Dubuque Street, and east of Mackinaw Drive,
commonly referred to as Forest View.

additional conditions related to requiring senior housing on Lot 14 and a
commitment from the applicant to put $100,000 toward recreational equipment.
Approval will allow the development of a mix of commercial uses mainly along N.
Dubuque Street and Interstate 80 and a mix of single-family and multi-family

Comment: At its March 7, 2019 meeting, by a vote of 4-2 (Martin and Baker
dissent, Townsend absent), the Planning and Zoning Commission recommended
approval of this rezoning subject to the draft conditional zoning agreement and two
additional conditions related to requiring senior housing on Lot 14 and a
commitment from the applicant to put $100,000 toward recreational equipment.
Approval will allow the development of a mix of commercial uses mainly along N.
Dubuque Street and Interstate 80 and a mix of single-family and multi-family
residential development south and west of the proposed Forest View Drive,
including relocation of the Forest View Mobile Home Park.

Resolution approving project manual and estimate of cost for the

Ordinance amending Title 3, entitled "Finances, Taxation and Fees,"

entitled "Animal Services," to clarify recently enacted animal services
provisions and to change the amount of the scheduled fines for certain
animal services violations. (Second Consideration)
Comment Ordinance No. 18-4767 was a substantial overhaul of the existing animal services
provisions.Since the enactment of Ordinance No. 18-4767,a few provisions have been identified
that need nonsubstantive amendments.Additionally,the fine for a violation of certain animal
services provisions charged as simple misdemeanors is set at$25 and staff recommends the fine
be increased to$65.00.Staff requests expedited action. / r

23. Community Police Review Board Amendments
Ordinance amending Title 8, "Police Regulations", Chapter 8,
I R -1-/ 7g3 "Community Police Review Board", to provide for changes in procedure
and enhance opportunities for conversation when the conclusions of the
police chief and the Board differ. (Pass and Adopt)
Comment By memo to the Coundl dated July 23,2018 the Community Police Review Board
(CPRB)recommended that changes be made to the ordinance.Staff provided input by memo to
the City Council dated November 29,2018.At its work kion on December 18,2018 Coundl
discussed the proposals and directed staff to prepare an ordinance making changes to procedure
and enhancing the opportunities for conversation when the oondusions of the police chief and
CPRB differ.

24. Moss Ridge TIF Ordinance
Ordinance providing that general property taxes levied and collected each
iq- 24-p4 year on certain property located within the Moss Ridge Urban Renewal
Area, in the City of Iowa City, County of Johnson, State of Iowa, by and
for the benefit of the State of Iowa, City of Iowa City, County of
Johnson, Iowa City Community School District and other taxing districts,
be paid to a special fund for payment of principal and interest on loans,
rebates, grants, monies advanced to and indebtedness, induding bonds
issued or to be issued, incurred by said city in connection with the Moss
Ridge Urban Renewal Plan. (Pass and Adopt)
Comment The Moss Ridge Urban Renewal Plan was approved by Council April 27,2010 and is
the prerequisite for the area to be designated a Tax Increment Financing(TIF)district The second
step to implementing a TIF district within an Urban Renewal Area(URA)is to adopt a TIF ordinance.
The TIF ordinance enables the division of property taxes to help meet the objectives of the urban
renewal plan.

25. Electric Assist Bicycles
Ordinance amending Title 9, entitled "Motor Vehicles and Traffic,"
Chapter 1, entitled "Definitions, Administration and Enforcement of
Traffic Provisions" and Chapter 8, entitled "Bicycles," to provide for the
operation electric assist bicycles. (First Consideration)
Comment: Electric assist bicycles are gainingin popularity and staff is negotiating with a

bicycles should be treated the same as a conventional bicycle for operating purposes.

26. Repeal Dance Permit
An ordinance repealing Title 4, "Alcoholic Beverages", Chapter 4,
"Dancing Regulations", Section 1 , "Dancing Restricted in Connection with
Business" and Chapter 3, "Outdoor Service Areas; Seasonal, Five Day
or Fourteen Day Licenses and Permits", Section 4(1) regarding `Dancing"
of the City Code. (First Consideration)
Comment:Since at least the early 1970s City Code has prohibited dancing in establishments
with a liquor license without a city-issued dancing permit Staffs understanding is that it was
originally intended to address concerns about overcrowding in liquor establishments and
resulting fire hazards.The inspections that are now done in connection with all applications for
liquor licenses adequately address these concerns. 11

27. Woodland Ridge Water Agreement
Resolution authorizing the Mayor to sign and the City Clerk to attest an
agreement to provide water service to Woodland Ridge Subdivision.
Comment The Woodland Ridge Subdivision is located outside of the current growth boundary
and its existing well water sources are contaminated.The home owners association(HOA)and
the 26 home owners approached the City about extending water service to the subdivision.The
HOA and the owners will pay all the costs to build the infrastructure to extend the water main and
will pay a water fee of 1.5 times the fee of City residents.The agreement is identical to the one the
City entered into last year with the neighboring subdivision,Latina Meadows.
