Melrose Avenue / IWV Road — Highway 218 to Hebl Avenue Improvements Resolution approving, authorizing and directing the Mayor to execute and the City Cleric to attest an Agreement by and between the City of Iowa City and Anderson -Bogert Engineers & Surveyors, Inc. to provide engineering consultant services for the Melrose Avenue / IWV Road — Highway 218 to Hebl Avenue Improvements Project. 6.c. Iq-tag 6.d. Comment: This item authorizes Anderson -Bogert Engineers to provide engineering design services for the Melrose Avenue / IWV Road — Highway 218 to Hebl Avenue Improvements Project. The project includes rural roadway improvements, drainage structures, water main extension and other associated work.. Public Works and Engineering recommend approving the contract in the amount of $788,029. The project will be funded with by account #s S3936 and W3220. The project fee will be shared with Johnson County in accordance with the 28E agreement approved by City Council on May 21, 2019. Procurement of three (3) ADA accessible vehicles Resolution authorizing the procurement of three (3) ADA Accessible Vehicles for the Transportation Services Department. Comment Transportation Services seeks approval for the purchase of (2) expansion paratransit vehicles and (1) grant funded replacement paratransit vehicle. The most recent 5 -year contract with Johnson County SEATS, provider of the Citys paratransit services, calls for two expansion vehicles to be purchased due to growth in population and demand for services. The City has been allocated Federal Transit Administration funds to replace vehicle 810 due to its age and condition. The total cost of the procurement is $312,957 with the City being responsible for $208,638 while grant funding will cover $104,319. Funding is available in the operating budget in the transit replacement reserve fund 7151-71810280 (FY19 and FY20). Flood Plain Demolition Resolution accepting the work for the Flood Plain Demolition Project Comment: The project has been completed by CAJ Enterprises of West Branch, Iowa, in substantial accordance with the plans and specifications. Burlington and Madison Intersection Improvements Resolution authorizing the Mayor to sign and the City Clerk to attest the Iowa Department of Transportation Agreement No. 2019-16-153 for the Burlington and Madison Intersection Improvements Project. Me Comment This item authorizes IDOT agreement # 2019-16-153 between the Iowa Depart rent of Transportation and City of Iowa City to fund a joint maintenance project that concentrates on asphalt resurfacing of Hwy 1 in Iowa City along Burlington Street from Riverside Drive to Capitol Street, and other associated work. It is estimated the IDOT share will be $230,200.73 of the estimated total project cost of $1,326,000. Asphalt Resurfacing 2019 Resolution awarding Contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Asphalt Resurfacing 2019 Project. Accepting Tobacco Penalty and 60 Day Suspension, Deli Mart #1 I q- i �`� Resolution accepting payment of $1,500.00 civil penalty, a sixty- day suspension and waiver of right to hearing from Deli Mart #1. Comment This Resolution accepts a waiver of right to hearing, a payment of a $1,500.00 civil penalty and a sixty-day suspension by Deli Mart #1. The civil penalty is required by Iowa Code Section 453A.22(2) due to a fourth instance of an employee selling or providing tobacco to a minor within a three-year period. The fourth offense within a three-year period mandates the 60 -day suspension. 7. Setting Public Hearings 7.a. Sale of 225 & 229 N. Gilbert c, - g5 Resolution setting public hearing for August 6, 2019 on a proposal to convey 225 and 229 N. Gilbert Street to Public Space One. Comment The City purchased 225 and 229 N. Gilbert St from Mercy Hospital in Sept 2018 as part of the UniverCity program. Staff has negotiated purchase agreements with Public Space One for $203,177 for 225 N. Gilbert and $268,178 N. Gilbert, which is based on the amount that the City paid for the homes, ($185,000 and $250,000) plus the expenses incurred since acquisition (e.g., insurance, taxes and utilities). Central Iowa Power Cooperative Utility Easement 9" I gb Resolution approving the conveyance of a utility easement to Central Iowa Power Cooperative. Comment: Central Iowa Power Cooperative desires to install an electrical transmission line within City of Iowa City property located at the Iowa City Landfill. The fair market value of the property was determined by utilizing the most recent com suitability rating data. Staff has negotiated the terms and payment for the utility easement to be paid by the Central Iowa Power Cooperative. Comment Establishing an urban renewal plan enables the City to consider engaging in urban renewal projects in urban renewal areas.
