Resolution authorizing the City Manager to sign a one-year
extension of the listing agreement with Lepic-Kroeger Realtors for
the Iowa City Industrial Campus.
Comment Renewal of contract with commercial real estate broker, Jeff Edberg with
Lepic (meger Realtors, to market and assist in the sale of lots in the 420th Street
Industrial Park.

understanding with the Housing Trust Fund of Johnson Countyfor
the contribution and use of $500,000 for affordable housing.
Comment This resolution provides the Housing Trust Fund of Johnson County with
S $500,000 for affordable housing. The MOU attached to the resolution requires that
funds serve households under 800/o of the area median income, units must be located

Comment At its meeting on July 18, 2019 the Planning and Zoning Commission
recommended approval of the rezoning by a vote of 5-0 (Martin and Signs absent)

into the final design of Tamarack Trail.

10. Approval of the 2019 Fair Housing Choice Study
Resolution adopting Iowa City's 2019 Fair Housing Choice Study which
acts as its Analysis of Impediments to Fair Housing Chace.
Comment A resolution required for the adoption of the City's Fair Housing Choice Study, i.e. its
Analysis of Impedirnents to Fair Housing Choice. The Study is part of the City's efforts to
affirmatively further fair housing and will inform its planning, polices, and actions, including its
current and future Consolidated Plans. The Housing and Community Development
Commission (HCDC) met on June 20, 2019 to recommend the Study Wh changes, for Council
consideration, and will consider a final version at their meeting on August 15, 2019. Attached to
this resolution is Exhibit A, the executive summary, and Exhibit B, a summary of comments and
recommended changes received during the public comment period.

Council Liaison to CPRB
Ordinance amending Title 8, entitled "Police Regulations," Chapter 8,
entitled "Community Police Review Board," to create a City Council
liaison. (Second Consideration)
Comment The Community Police Review Board (CPRB) has recommended that a City Council
member be appointed as a liaison to the CPRB to help facilitate communication between CPRB
members and Council members about the overall makeup and function of the CPRE. At the June
18 Council meetig, there was a cords lo put the proposed ordinance on an agenda.

Ordinance amending Title 9, Entitled "Motor Vehicles and Traffic,"
Chapter 3, Entitled "Rules of the Road," Section 6, Entitled "Speed
Restrictions"' Subsection C, Entitled "School Speed Zones" to create a
20 mph school speed zone for Lucas Elementary School and to remove
a school speed zone for the recently dosed Herbert Hoover Elementary.

Comment Iowa City Code Title 33.6 (C) defines school speed zone limits and does not include
a zone for Lucas Elementary. A reference to'Wtlbw Street' from Eastwood Drive to Muscatine
Avenue should be added, which will allow for the inplerrrentation of a 20 mph school speed zone
for Lucas Elementary. A school speed zone reference to "Court Street' from Third Avenue to
Upland Avenue and ' First Avenue" from A Street to Mayfield Road should be removed to

entitled "Animal Services," to establish trap/neuter/retum requirements for

Comment Feral cats have been a long timemissue for the City. The most effective way to control
feral cats, commonly knovn as community cats, is through trap/neuter/retum (TNR). This
ordinance establishes a TNR community cat program. Staff requests expedited action.
