City Manager Fruin provided background information, recapped the report from Opticos and presented
a power point on previous height bonuses given. Mayor Throgmorton summarized his email provided
in the October 14 late handouts. Individual Council members expressed their views.
Action: Staff will consider RFC code amendments outlined in the Opticos report as part of their 2020
workplan and begin to consider a recommendation for changes to the height bonus provisions in the
code. Staff will forward Council's request to have the Climate Action Commission research and advise
the Council on the carbon footprint of buildings of varying density and scale
Clarification of Agenda Items
• [8.c]... Amending Budgeted Position — Transportation Services... Council member Salih asked for
clarification on the amendment. Transportation Director Nagle-Gamm provided information. City
Manager Fruin provided additional information regarding temporary positions.
• [10.d]... James McCoy: Request Resolution Endorsing the Energy Innovation and Carbon
Dividends Act... Mayor Throgmorton asked for Council input. Council members agreed to postpone
discussion for additional time to review the request.
[12.b]... Rezoning at 305 and 315 E. Prentiss Street and 625 S. Gilbert Street... Mayor
Throgmorton noted correspondence regarding re -imagining transportation in Iowa City. Individual
Council members expressed their views. Development Services Coordinator Sitzman provided
information.

Mayor Throgmorton asked Assistant City Manager Monroe to summarize the article.

Taylor thanked UISG Liaisons Wu and Lenkaitis for compiling the survey results.

Action: Staff coordinate with University of Iowa Student Government and advocate for
greater tenant rights in our 2020 legislative priorities

program) Council member Salih thanked staff for reaching out to Kirkwood Community
College.

Asked City Manager Fruin his thoughts on the article.
7. (IP14, Iowa City Area Development: 2019 Annual Report) Mayor Pro tem Taylor noted
the section on inclusiveness.
8. (IP9, Memo from Parks & Rec Director: October 15, 2019 at 11 a.m. - Public Tree
Planting Event at North Market Square Park) Council member Thomas commented on
the event.
