Call to Order
Miller called the meeting to order at 3:30 p.m.
Introduction of Members and Public Attending the Meeting
There were none.
Public Discussion of Any Item Not on the Agenda
None.
Consideration of Minutes of the November 4, 2021 Meeting
Miller said that his statement made in the discussion item regarding “Potential locations for
entryway art” were a bit confusing. He intended to say that the “$8000 would be adequate
funding only for a mural at the airport” as all other locations would likely require a much more
substantial amount of money. Bollinger said she will make that correction to clarify.
Motion: Knoche moved to approve the minutes from the November 4, 2021 meeting as
amended. Seydell-Johnson seconded. Approved unanimously.
Updates
Interactive Mapping Project
Bollinger stated that the project is still progressing, and they are expanding it by offering
an option to the general public to submit information about their art installations that are
visible and accessible to the general public. Miller commented that this will be a nice
addition and expand upon the opportunities we provide to encourage the public to
showcase their art. Bollinger stated that she would send the link to the map to the
committee so that they could see what is in place and offer any suggestions.
Oracles Vinyl Wrap Update
Bollinger said that John Englebrecht forward the draft language to Wendy Ford and her
to review and they felt it was thorough but brief enough to encourage folks to read.
Englebrecht said they are still working on the final details of the design and would send
them as soon as completed.

Black Hawk Mini Park
Bollinger stated that a meeting that was scheduled for January 4 with Dawson
Davenport to discuss the project was cancelled as she could not connect with him after
several attempts to confirm that he was able to attend. She suggested that the
committee consider opening the opportunity to other indigenous artists through an RFQ
process. The committee agreed with this direction and Bollinger stated she would have
an RFQ available for review at the February meeting.
TAAG Studio Meeting and Tour
Bollinger stated that she, Ford and Anna Clowser, public art intern, visited TAAG Studios
and Gallery, 1041 Arthur Street on Wednesday, Jan. 5 at the invitation of Bella Vine.
Vine was not able to attend but Kai Kiser met with them. They toured the gallery and
studio space and discussed ways they might be able to work more closely with the
neighborhood in their area. Bollinger added that they were interested in possibly hosting
events that might include art exhibits, contests, classes, etc. They were given
information about the Public Art Matching fund as being an option for possibly securing
funding for such events.
Review of Matching Fund Application Materials
Bollinger presented the current Matching Fund grant description, application, review rubrics and
the Policy regarding the” Eligibility of Applicants Who have previously received Matching Grant
Funds”. She stated that a suggestion was made at a previous meeting that the committee
consider raising the maximum match from the current $2000 in hopes of encouraging more
significant projects. The committee agreed that they would like to increase the amount for this
next round to see if the proposed projects are more significant. It was decided to increase the
maximum grant to $3000.
Seydell Johnson suggested that policy for returning applicants be reconsidered. She stated that
criteria for eligible applicants could be expanded to include a requirement that returning
applicants must satisfactorily complete all previous projects funded through the Matching Fund
program. The rubrics could then be edited to remove section IV regarding returning applicants
as they would not be considered if they had not completed previous projects.
Motion: Seydell-Johnson moved to approve increasing the maximum grant amount from
2000 to $3000, add criteria for returning applicants to have satisfactorily completed
previously funded projects, remove Section IV. of the rubrics and no longer include the
Policy for Returning Applicants as part of the application materials. Finlayson seconded.
Motion passed unanimously.
Review Request for Qualifications for Airport Mural
Bollinger reviewed the RFQ. She mentioned that Dongilli had sent an email with some
comments regarding the RFQ suggesting that future commissions/fundraising components be
more systematically intergraded in the initial design and selection process. Bollinger explained
that it presents a challenge in this respect and agrees with Dongilli’s comment. ________ also
suggested that addition components to the mural should not be advertising in any way. Bollinger
stated that she would arrange a meeting with the Airport Commission members to discuss these
suggestions and will report back to the committee.
Staff Reports
Seydell Johnson reported that she was working with Knoche on an art project as part of the
grand opening of the Iowa City Public Works Facility (3810 Napoleon Lane) that will be held on

Saturday, May 21 2022 from 8:00 – 5:00 PM. The event will feature the equipment used to
maintain our infrastructure as well as 100’s of hand-crafted quilts that will be displayed.
Adjournment
Knoche moved to adjourn the meeting. Seydell Johnson seconded. The meeting was adjourned
at 4:17 p.m.

Black Hawk Mini Park Art Project

Introduction
The Iowa City Public Art Advisory Committee and the Iowa City Downtown District are seeking artists
interested in designing and creating an art installation in the area of the Iowa City Pedestrian Mall
historically referenced as the Black Hawk Mini Park. See blue section below.
The goal of the art installation is to highlight
the history of this location as it relates to its
name – Black Hawk Mini Park.
In the 1970’s, this area was left empty due to
a building destroyed by fire. Donna Friedman,
an art professor at the University of Iowa
worked with the City of Iowa City to receive
permission to have her art students paint a
mural on the wall that was left exposed. She
worked with Eric Christenson to design the
mural and commissioned William Heyer to
paint the detail of Black Hawk at the base of
the mural. The students painted the rest of
the mural. The “Spirit of Black Hawk” mural
was soon joined by an adjacent mural also
created by Donna Friedman and her students
featuring three bison.
The Downtown Pedestrian Mall had not been
created at that time so a park was developed
on the empty lot to provide a gathering space for downtown visitors. soon becoming a space for events,
entertainment as well as protests during the 70’s.
In 1986, the building hosting the “Spirit of Black Hawk” was renovated and windows were installed on
the wall resulting in removal of the mural.
For more information about the evolution of the park, the murals and more, a video was created in the
1980’s providing much more detail.
Project Details
The artist would be responsible for working with the Iowa City Public Art Advisory Committee and the
Iowa City Downtown District to design and install an art installation that provides a visual representation
of the history of the mini park. No specific locations have been identified to accommodate an art
installation although two locations have been discussed. See pictures below:

The open area in the Black Hawk Mini Park area must remain open and accessible for the various
events and installations that occur there throughout the year.
In addition to designing and creating the art project, the selected artist will initially meet with members
of the Public Art Advisory Committee and Iowa City Downtown District to discuss potential sites and
types of installations. The artist will then create a selection of concepts for these stakeholders to review
as part of a second meeting or via email communications.
Budget
The budget for the project is $5000 which must include all costs of design and installation of artwork.
Payment will be issued in three installments:
1/3 within 14 days of entering into agreement
1/3 within 14 days of design approval
1/3 within 14 days of project completion
Submission requirements
Online Application
Interested artists are being asked to provide:
Applicant’s contact information.
Statement of Interest.
Maximum two-page resume that outlines professional accomplishments.
A minimum of six (6) and maximum of eight (8) images of past works. Identify images with project
title, location, date completed, media, dimensions, budget, commissioning agency, project partners,
and/or brief description of the project/conceptual information.
Review Process/Criteria
Stakeholders will be responsible for reviewing the RFQ responses and recommending an artist based on
the following criteria:
Quality, creativity & strength of past work as provided in the application materials
Technical competence demonstrated by past work
Understanding of the project goals as indicated in the letter of interest
Relevance of submitted materials to the project
Aptitude for planning and budgeting as indicated by past project information submitted
Experience working on public art projects to meet project goals as indicated in the letter of interest
Experience and commitment to participate with agency/community as part of concept development
Indigenous artists or projects that will collaborate with indigenous members of the community
will be given preference in the selection process.
Project Schedule
Submission Deadline – Friday, March 25, 2022 - 5:00 PM
Selection of Preferred Artist– Thursday, April 7, 2022
First meeting with stakeholders – no later than Friday, April 22, 2022
Design concepts created and made available to stakeholders for review – May 20, 2022
Determine Final Design – Thursday, June 2, 2022
Enter into Project Agreement – Friday, June 10, 2022
Installation Completed – September 30, 2022
