Introduction
New legislation (SF 2285) signed into law during the 2022 session changed zoning laws related to the
retail sales of fireworks by preventing cities and counties from limiting or restrict ing consumer firework
sales in areas zoned for commercial or industrial use. Previously, Iowa City only allowed consumer
firework sales in industrial zones.
During the consumer fireworks sales period of June 1 - July 8, 2022, there were four consumer firework
retailers operating within the city limits. This year shows an increase in calls for service and a decrease in
total man hours spent managing fireworks-related calls compared to 2021.
Four submitted, two went through; two were lacking information and set up anyway.
Police Department Calls for Service
During the 2022 sales period, the Iowa City Police Department received 236 calls for service (CFS)
related to fireworks complaints, in which 89 officers were deployed. This is compared to 136 calls related
to fireworks during the same period of 2021. Police spent a total of 18 hours responding to fireworks calls.
This is compared to 51 hours spent responding in 2021.
In 2022, there were no citations and 9 verbal warnings. For most calls, officers were unable to locate the
individuals using fireworks. 128 CFS were closed as information and not dispatched due to not having
specific locations or information for the origin of the fireworks. The Police Department has worked with the
Joint Emergency Communication Center to ensure more detailed information is obtained and those calls
get dispatched in the future. Additionally, several critical incidents occurred during this time period
including a shooting and a line of duty death at a neighboring department which diverted resources that
would have been dedicated to fireworks response. Below are five-year historical summary charts of
fireworks calls, responses, and outcomes by the police, a location map of the calls for service related to
fireworks during the 2022 summer sales period, a table of the calls received by neighborhood, and
comparisons to calls for service by date and time of day.

Fire Department Calls for Service
The Iowa City Fire Department (ICFD) received 3 calls for service related to fireworks incidents. 9 ICFD
personnel were deployed, including 3 apparatus deployments. A total of 2.3 personnel hours were spent
on fireworks calls for service. Below is a four-year historical summary chart of fireworks calls and

chart detailing the deployment summary for each call for service.
