Tharp stated that there was one other point Airport Commission Agenda & Packet Info Meeting Date: October 13, 2022 Page 4 of 60 Airport Commission September 8, 2022 Page 3 of 5 of discussion and that was with whether to require or keep listed "as preferred" a commercial driver's license (CDL) or not. Tharp noted that the airport does own a piece of equipment that requires a CDL to be driven offsite. He stated that typically Jet Air has employees that also have their CDL and when needed they've been utilized to transport equipment or take it to refuel. When that hasn't been option they've been able to work with the equipment shop to have someone from their collect the equipment. Members decided by consensus to have it remained a preferred item. Pfohl asked if the members agreed with the edits if they would adopt the description for submittal to HR. Pfohl asked about the process of changing pay. Bishop asked about number of meetings and if that was going to be sufficient for the plan. Tharp noted that the last time they did this they had 4 with one dedicated to the vision and mission statements. He stated this time around unless the Commission wanted to do a deep review of those, that 3 meeting should be sufficient for the work. Tharp noted he would prepare an approval resolution for the next meeting. ii. Budget — Tharp noted that he had taken the emails with Dan from earlier under advisement and work with the Jet Air staff so that they were planning on staining the deck during the runway painting work when the airport would be slow. Tharp noted that he was replacing a couple of windows in the terminal building as the seals were failing and they were getting condensation within the panes. As part of the budget discussions the subcommittee has set aside funds for possible use to fund the pay grade change recommendation that's previously been discussed as part of the job description changes. The budget proposal presents an operations budget with the following revenue and expense projections Revenue: $404,197.00 Expenses (before proposed payroll change): $390,823 Surplus: $13,374 The subcommittee also discussed possible options for the payroll change. The Commission submitted the job description for review and scoring and the description was assessed to be equivalent with pay grade 27. The subcommittee is recommending the Airport Manager position be placed in pay grade 27. The subcommittee is also recommending that given the current position is filled, the current step for Airport Manager Michael Tharp be set step 4 effective as soon as practical. The budget impact of this change is approximately $3000 for FY23, the current budget year, and $6000 for FY2024 This would leave the Airport Commission with approximately $7300 of budget surplus for FY24. v 0 0 0 o a o 0 0 0 0 0 0 0 0 0 o ro a I o m o io 0 0 0 n o O O O O O O o O o 0 0 0 0 0 0 0 I 0 0 v o io 0 00 0 a rn I N I O O O O O rl a O ri .i V Y rl N r6 N Q1 M I N r-I 61 L rl 1 N I I s 0 of Y C Y N N N O O O O O O O O L H U O O O O O O O O O 4 N N u a o v o o a s in o c is M v o v a rn r Q O Y v N N ro £ •I o O1 J o 6 r V O O U- r N o co i o- Tr.ry ¢ J tc v ro rn L,Yo O N T \ z O Ol i o w3 vi o uls Qroi rooms o 0 0 Y O O O YO N O 6l V N OT es m wNU W O O c v Cl vY O V1 N C I lD N V1 !'O N M M O Q o o v rowsa rso ,H vv N c T rni v i i vN m Tr'O L C T T N U o 3Y T in Yr Om00 u m rtl v N S NY ONNtO Crli Q W V 0 C U C Y L 'O E N N L }J NN'r J C S 61 X H N N w C -6 0 $ r n V Q N i O £ L N i v n W N S > v K c 0 v Q ¢O X u' OlN v w VI Y ✓I C C Nl0 X XNv -6 W W E K ro0Y N t6 L Z C U -6 U ✓I N E S U ✓I S Q N V d Vi L L r W 0.0 Y£ Q1 LL £ Y i ^ ON QI K Y i Y i Y C c N J > i V1 61 T Z N Y N Y L v Cr Lr c m C Q L YF LL H T N'6 O) NUN¢-6 r6 N Ol Q -6 N C' ✓t t6 C W p] NU3[p N'r t6 N O Q O C m C A 3 c N T N \ v Z 0 2 1 v ¢ SN 0'6 IO aqn wVi C E16 rLLH „ NFN O LO O O O O¢ O ¢ O N O QJ vl ror'Or O nro ti E a Y Q C Vi O v 0 ri bl v N rl - O1 - ri - rl N V r E O O 3 N N i M LL QQOl rl N rl M tD N O Ol t0 C O O1 t0 C O rl o0 C O N c0 11 Y o w E N U N -6 L N c0 N U N -6 c> C Q M M M eC V I N M M M (7 M > Y LL LL Q LL n W (1 M > LLr LL N O `W r F- O O O O O O O O a C) LU z o L, a C N 0 v 0 0 0 0 o O o 0 0 o ro a 0 0 00 0 o m rn N 0 00 0 o o a ri rl N h .-I o0 I M I O O O O O O O O O O O O O O O O O O O O O I n O ✓ M O O I V O lO rl V rl V N l0 r W I I N N h C W W rl M .-I T rl Oi N rl I J a+ rl ai .i o v 0 a u E ai a O m O t O O O O O O O O O O O O O O O O O UI O Ol N LL J 1 V O rl V rl N c T L➢ rl cp L 1ry C I >S L vroa ✓ O YL U Y w V V9 n roo roR N J Ol o inro o it o 0 0 0 0 0 0 0 O R J i 0 NJ O O O O O O O O orn0 o s c 0 o rno n o o io 0 0 O N \r U I n O ✓ m O + O 0 C O O rl V rl R vrw o V t» ro N O i ip H cp I u LO V i va Y J c N VI fl_ JE JN i Jr 4 O fl_ •Oro C O ow O O M T O O N c0 O N L'r O M ro Ol O O ry ri O o0 rl O an Y N R O w R O'r al I i n rl O O rl m tO c c U o ✓ N in O M V V r VH 'r M I V C r rl cp 1i i 'ram C O_r Oa vla l0 O L i c N V O 61w u O V1 YJ J ran 0 ova v r ryL L L v VI E O ri N R 0 6 E Y UY Xc EO a N c N O O c T c c N O.
