Re: Iowa DOT Economic Impact Study of Aviation in Iowa
Over the past year, the Iowa DOT has undertaken efforts to collect data and information which
could be used to quantify and ev aluate the uses and benefits of aviation in Iowa.
The last time the Iowa DOT presented an economic impact study on aviation was in 2006. At
the time, the Iowa City Municipal Airport was measured to have an $11.2 million annual
economic impact to our local economy.
Today, that value has increased to $24 million along with increases in the numbers of
businesses and employees using aviation to directly support private companies like Jet Air, or
Care Ambulance. Additionally , the University of Iowa’s Operator Performance Laboratory has
grown to accommodate a number of undergraduate and graduate researchers with specialties
in a wide variety of engineering and biomedical sciences.

WHAT IS AVIATION'S IMPACT?
The Iowa DOT prepared the 2022 Aviation Economic Impact Report to better understand how
the aviation system works and the importance of the aviation industry to the state’s economy.
Businesses and individuals rely on aviation to move them quickly and to deliver a variety
of specialized aviation services that keep Iowa competitive. Aerospace businesses provide
services and products that are crucial to the state and national economies. This summary
highlights some of the many important uses of aviation throughout the state and identifies
aviation’s quantitative and qualitative benefits to residents and businesses.

THE BIG ANSWER
Aviation in Iowa has an impact of $6.4 billion
in total annual economic activity. Economic
activity is the sum of payroll and spending by
organizations linked to aviation. Annual economic
activity can be thought of as dollars flowing into
the state's economy as a result of aviation activity.
This figure includes businesses located on and off
airports, construction activity, and visitor spending.
Nearly 41,000 total job impacts are supported by
aviation activities in Iowa. These jobs span across major
industries that are the foundation of Iowa's economy.
In addition to economic impacts, aviation activity
generates $124 million in tax revenue annually,
contributing to the financial well-being of state and
local governments.

WHAT DOES AVIATION INCLUDE?
Many kinds of uses and activities contribute to aviation's impact on the Iowa economy. "Aviation" includes any entity
that is either directly involved in aviation, aviation services, or those that rely on and benefit from the presence of
aviation services. Activity at airports can include anything from commercial passenger and air cargo flights, to pilot
instruction and aircraft maintenance, to military aviation activities. These, plus other forms of aviation, add up to
SIGNIFICANT economic impacts.

AVIATION SUPPORTS GROWTH OF IOWA'S BUSINESSES
GAINING EFFICIENCY WITH AVIATION ACCESSIBILITY
Aviation is a tool that contributes to the efficiency
and success of many companies in Iowa. Beyond
jobs directly related to aviation, businesses are
able to boost productivity through the use of
general aviation, commercial aviation, and air
cargo services.
In addition to the 41,000 total job impacts
supported by aviation activity, it is estimated that
there are 166,000 Iowa-based employees that
fly commercially each year. These employees
are estimated to generate $10 billion in annual
payroll and $25 billion in annual economic
activity. It is important to note that these jobs are
not entirely aviation dependent, but that aviation
helps these employees and their companies be
more efficient and successful.
DID YOU KNOW…In addition to major air cargo carriers such as FedEx, UPS, DHL, and Amazon, numerous smaller cargo carriers deliver just-in-time shipments. From 2019 to 2020, 20 on-demand cargo carriers flew nearly 1,000 flights to and from 20 Iowa airports using smaller jet, turboprop, and piston aircraft.

Through study data collection
efforts, nearly 1,400 businesses
were documented as using Iowa's
airports. These businesses belong
to a wide range of industries,

According to data from FAA's
National Offload Program, Iowa
airports supported flights to 2,061
unique destinations across 49 states
and 27 countries.

AIR AMBULANCE
University of Iowa Hospitals and Clinics (UIHC)
operates three air ambulance facilities around the
state. Through its sites in Iowa City, Waterloo, and
Dubuque, UIHC serves Iowa with 24/7 access to one
of the most renowned hospital systems in the state.
UIHC bases facilitate emergency medical response
missions as well as patient transport activity. With
three helicopters in its fleet, UIHC has accessibility to
remote locations, busy urban areas, and everywhere
in between to serve Iowa’s residents and visitors with
around the clock care. The total annual economic
impact associated with air ambulance operations in
Iowa is estimated at $449 million.
BUSINESS AVIATION
Vermeer Corporation in Pella relies upon aviation
to conduct business and maintain its machinery at
client sites around the country. The time-savings
and efficiency realized from using aircraft near its
facility makes the costs associated with general
aviation well worth it.
When a piece of Vermeer equipment located
across the country needs emergency
maintenance, mechanics are sent directly to the
site in the morning and can be back at home the
same day. This capability keeps clients happy,
generates business, and illustrates the value
that Vermeer places on its employees’ time and
importance to the company.
AERIAL APPLICATION
Agriculture is one of the pillars of Iowa’s
economy and aviation has an important role in
maintaining that status. Agricultural sprayers
based at Iowa airports, private facilities, or
out-of-state airports use Iowa airports to refuel
and restock to keep Iowa’s farms healthy and
productive throughout the growing season.
Over 5 million acres are sprayed by aircraft on an
annual basis in Iowa, enhancing farm productivity
and crop yields across the state. It is estimated that
agricultural aviation contributes $373 million to the
state's economy each year as a result of increased
crop productivity.

CENTRAL IOWA
Des Moines International Airport (DSM) is the
largest commercial service airport in Iowa. Legacy
and low-cost carriers offer service to destinations
around the U.S., connecting Iowans for business
and leisure travel. Major businesses, like Meredith
and Principal that employ over 7,000 people in
Iowa, own and operate general aviation aircraft
from the airport. Air cargo carriers including
FedEx, UPS, and Amazon also operate at the
airport. Finally, the airport has significant military,
general aviation, control tower, rental car, and
vehicle parking operations.
WESTERN IOWA
Council Bluffs Municipal Airport (CBF) is a busy
general aviation airport serving the Omaha
metropolitan area's population of over one million.
The fixed-base operator, Revv Aviation, is a
regional brand that is a do-it-all aviation business
providing charter, maintenance, flight instruction,
and aircraft rental to users of all ability. The
airport is also home to Iowa Western Community
College’s aircraft maintenance program, which
is preparing the next generation of aircraft
mechanics to meet the need for skills that are in
high demand. Airport stakeholders seek to further
diversify its user-base and are continuing to invest
in hangar development and other opportunities to
improve airport facilities and services.
EASTERN IOWA
Iowa City Municipal Airport (IOW) is a major
asset for this high-profile college town. The
airport’s fixed-base operator, Jet Air, provides
critical flight services for medical patients
and organ transplants. The University of Iowa
maintains a presence at the airport through its
healthcare provider, UIHC, as well as through the
Operator Performance Laboratory, a research
and flight test facility that is at the cutting edge
of technology innovations. Throughout the year,
and especially on fall game days, the airport is a
hub of aircraft activity.

The FAA, state, and local governments contribute to capital projects annually that range from pavement maintenance,
to equipment purchases, to building improvements. Major private investments are often made possible with
capital investment initiated by the airports. Examples include projects such as new cargo buildings for FedEx and
UPS at Des Moines International and Eastern Iowa as well as those needed to support business aviation activity.

that airports and airport-supported activities contribute $115 million in annual state and local tax revenues. It
is important to note that this estimate is based only on
direct economic impacts identified in this analysis, not
indirect/induced impacts.
In addition to the above tax benefits, aviation activities
generate over $9 million in tax revenues from fuel sales,
aircraft registration, and aircraft sales.

WHAT IS ANNUAL ECONOMIC ACTIVITY?
Annual economic activity represents dollars flowing into the economy from
payroll and spending.
ESTIMATING ECONOMIC IMPACTS: A BOTTOM-UP APPROACH
Good data is necessary to form the foundation of an accurate economic impact study. All Iowa airports and their business
tenants were contacted as part of extensive study outreach. Outreach included airport visits, phone interviews, online
surveys, email correspondence and research. Extensive follow-up and fact checking was conducted to ensure data
validity each step of the way. An in-depth evaluation of aerospace and other aviation-centric businesses in Iowa was also
conducted to estimate off-airport impacts.
HOW DO WE GET TOTAL IMPACTS?
Economic impacts reflect not only direct impacts, but also indirect/induced impacts
associated with multiplier effects. Using Iowa-specific inputs, the IMPLAN model was
used to estimate indirect/induced impacts.

The economic data was filtered through a statistical input/output model (IMPLAN)
to estimate indirect and induced impacts, sometimes known as multiplier impacts.
These multiplier impacts represent the additional economic impact of airport-driven
spending as it recirculates through the state economy.
Indirect and induced impacts are experienced in the state’s economy as a result of
the initial direct impacts. An indirect impact is the purchase of goods or services by
a business in one industry from a business in a different industry; an induced impact
is generated by spending of new income associated with direct and indirect impacts.
Direct, indirect, and induced impacts are added together to determine the total
economic impact.

ON-AIRPORT BUSINESS TENANTS
INVESTING IN OUR PEOPLE
On-airport jobs have an average salary of $62,400 compared to
the statewide average of $51,100 for all occupations across Iowa.
Nearly 1,400 unique businesses from a wide range of industries were documented as using Iowa’s airports during study data outreach.
Iowa airports supported flights to 2,061 unique destinations across 49 states and 27 countries.
Over 93,200 tons of cargo are shipped by air
annually through Des Moines and Cedar Rapids by FedEx, UPS, DHL, Amazon, and passenger airlines.
More than 20 on-demand cargo carriers flew nearly 1,000 flights to and from 20 Iowa airports
using smaller jet, turboprop, and piston aircraft.
INVESTING IN OUR AIRPORTS
Over the past five years, an average of $105 million was
spent annually on construction projects, which supports over
500 direct jobs across the state. Furthermore, every $1 of
capital expenditures at airports correlates to $16 in annual
economic benefit to the state economy.
