Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, that: 1. While this is a personal recommendation, I have come to know and admire Mandi's work through my own experience as a Co -Director of the Agape Cafe. The Agape Cafe is in its 30th year of providing free, restaurant -style breakfasts on a weekly basis for community members facing food insecurity. I have known Mandy for four years first through our shared work at the Center for Disabilities and Development and subsequently through our shared interest in community activism. I have always admired Mandy's great commitment to our community and her hands-on, on -the -ground approach to engagement and involvement. She knows that in order to affect change, one must not only talk the talk, but, more importantly, walk the walk—as they say. As you can see from her application, Mandy has been very involved in our community for several years. As I see it, Mandy successfully identifies gaps and needs in our community and then goes after solutions that seek to create spaces that fill those needs. Relatedly, I think perhaps what makes Mandy the most valuable asset is the unique perspective that she would bring to the City Council. Compared to some of her competitors, Mandy brings a fresh, unique perspective and a wide range of life experiences. Her experiences as a public assistance recipient, a domestic violence survivor, and a single parent—to name a few—would allow her to make decisions and contribute to conversations bearing in mind the interests of the many others in our community that share similar experiences. As a former Iowa City Parks and Recreation Commission member, I have firsthand knowledge of the necessary skills and qualities for success as a public servant, in a seat such as City Council. I know that serving in this kind of leadership role is no easy task, to put it lightly. However, I have immense faith and trust in Mandy. I know her to be a fair and reasonable person who leads by incorporating and considering as many other opinions as possible. Mandy chooses to lead by getting her "boots out on the ground" in order to be amongst the people that are the most heavily impacted by the decisions made by those in power. In conclusion, Mandy is informed, easygoing, invested, approachable, and engaged in the truest sense of the word. To me, her greatest asset is her unique set of experiences that she would bring to "the table". We suffer from one of the tightest housing markets in Iowa, subject to heavy influence from large, out-of-state property -holding companies that take advantage of the state governments inadequate investment in student housing to jack up market rates. As a renter, and potentially the first renter to sit on the Council since Karen Kubby, renters' issues and affordable housing are understandably top of mind. In a community where 40-50% of housing units are rentals, renters must have a seat at the table when it comes to issues that affect them the most like rental permitting & regulation, zoning, and the availability of public assistance. For a decade, our tax base has been diminishing, making it harder to fund necessary municipal services in times of slow economic growth. All the while, our community's immigrants, people of color, queer folk, and other historically marginalized communities carry on in the struggle for social justice as it relates to building a more welcoming community, racial justice as it pertains to the lingering effects of redlining and a rocky history with law enforcement, and economic justice for hundreds of victims of wage theft. The term, "critical point" may be an understatement. Problems like these don't just go away; they require broad coalitions and hard work to bring about change. I am confident that my background and experiences well -equip me to grapple with this task head-on. I've been working hard to make change in my community since my parents lost their jobs and our home in 2012. It was at that time that I recognized the importance of working people stepping up to take part in the political process. It's a critical need to ensure we have people looking out for the little guy. Issues like access to affordable housing, public transportation, and good schools can make all the difference in the world for a family down on their luck. I started as a volunteer with President Barack Obama's re-election campaign and have held just about any job in politics and advocacy since, including a recent run for state legislature. My experience includes volunteer and paid organizing work for over a dozen local, statewide, and federal Democratic campaigns, two appointments to statewide policy advisory boards relating to youth issues and juvenile criminal justice reform, serving as a fundraiser for the American Civil Liberties Union, researching the impacts of international education policies on inequality and human development for the South Australian Parliament, serving on the board of the River City Housing Collective, and leading the gun violence prevention nonprofit March For Our Lives Iowa until September 2021. Presently, I serve on the board of directors of the Iowa Farmers Union, Sustainable Iowa Land Trust (SILT), work at a local scientific manufacturing company, and continue to serve in my fourth year as a legislative aide for State Senator Claire Celsi (D-16). I am also active with the Center for Worker Justice, Johnson County Democrats, Iowa City Federation of Labor, and Teamsters Local 238. I want to emphasize how deeply I care about our community. For nine months I spent 12 to 16 hours a day building relationships with voters, community leaders, and the organizations that help Iowa City live up to our standards and values of fairness, equity, tolerance, and justice. I met and befriended folks from all walks of life, members of our immigrant communities, construction workers, activists, small business owners, educators, moms, dads, the rich, the poor, and more. If appointed, I would prioritize accessibility and transparency by utilizing that space for regularly scheduled "office hours," where constituents would have the opportunity to drop in or schedule a one-on-one meeting to discuss whatever issues they'd like. As a legislative aide in the Iowa Senate, I see the workings of the legislature up close and personal. In four sessions, I've cultivated relationships with legislators in both chambers and numerous stakeholders on many diverse issues of concern to the city. My appointment would give the Council an up -front seat to some of the most critical issues affecting local government in the upcoming session, like reforms to property tax, as well as someone in "the room" often enough to stand up and speak out on behalf of our community's need for more, not less local control. Working in the legislature has also situated me as a front -and -center observer of the budgeting process. While nonprofit and state budgeting procedures are not the same as the city's, having this experience does allow me to hit the ground running and lend general familiarity with foreseeable terms and concepts. In a rapidly evolving economic climate and with our community's overall economic growth only starting to approach pre-COVID levels, I believe this experience will lead to expediency and reduce barriers to local growth. As a young professional, and recent attendee of the University of Iowa, I have stronger connections than most with people in the university community, students and faculty alike. These connections can be important to crafting policy that supports/cooperates with our community's biggest partner. My appointment would also give a voice to a major portion of our community that has gone in many ways, purposely unheard, that of youth and people who have just started building their lives in Iowa City; people looking to buy a home, settle down, and start a household. Concerning potential contributions to the policy of the council, I have spent a lot of time working in the sustainability space and have a strong passion for smart community building/design. I'm also interested in examining our areas of cooperation with other communities and finding ways to strengthen partnerships toward mutual goals. I have a strong sense that to achieve the goals outlined in the city's strategic plan, especially when addressing crime, poverty, and mental illness, a sizeable amount of regional cooperation and partnership will be necessary. What is your present knowledge of the City Council?* At the time of my application and in addition to meetings with all councilors, I have had one on ones with City Manager Geoff Fruin, IC Parks, and Rec. Director Juli Seydell-Johnson, IC Police Chief Dustin Liston, ICFD Chief Scott Lyons, former Mayor Jim Throgmorton, former Councilor Karen Kubby, and other Johnson County elected officials. I have reviewed and familiarized myself with the Iowa City Charter, the 2015 Charter guide, and the city's recently approved strategic plan. I also spent a significant portion of my undergraduate studies at Ul studying the democratic processes and variations of state and local governments. I have a strong understanding of the mechanics and responsibilities of our city government. Through these meetings and experiences, one thing has been crystal clear: teamwork is key. If our community wants something done, many people need to work together honestly, in good faith, and with a clear understanding of compromise. Iowa City is a unique place. One of the most critical components of that uniqueness is our willingness to assert and act on our values through the city budget. I apply knowing that budget season will be well underway should I be appointed on January 10th. The budget is the most important part of the year for the city, and generally, the most complex and detail -oriented work of the year for the Council. The budget determines the city's spending priorities for the year and directly impacts hundreds of full, part-time, and seasonal city employees. The budget also lays out avenues of investment in community infrastructure and growth. Over the last 10 years, we have slowly lost access to the state -provided property tax backfill. That money will stop coming in as of this year, and those lost funds will be a significant challenge for the city in the future. Taking all this into account, I feel well prepared to immediately get to work toward achieving our community's goals and feel strongly that I would add valuable contributions to the budgeting process among other city responsibilities. Also, I served as President of the Iowa City Area Chinese Association (ICACA) for two years. In this role, I organized eleven events highlighted below. The event I am most proud of is when Iowa City's Community School District Board of Education recognized my culture by officially adding the Lunar New Year (celebrated largely by the Asian community) to its academic calendar as a day off in January for its students and their families. 2020 was a year of civil unrest brought on by the killing of George Floyd and Covid-19. And then the Asian community was affected which fueled me to get involved to help make my home a better place for all to live and feel safe. At this point, I considered myself an activist. I started by introducing Asian culture to the community through art events. While doing these events, I came to appreciate Iowa City as being inclusive, and diverse. If selected to represent the Iowa City community as a member of the City Council, I will use this platform to fight for equality, justice, and humanity for All! Highlights in the experience: In April 2021, I was a speaker at the rally to Stop Asian Hate. Following the rally, Bruce Teague, Mayor of Iowa City has signed the proclamation of AAPI Day Against Bullying which is May 18. On that day, I organized a Dance Party Celebrating AAPI Day Against Bullying in the pedestrian mall in support of the city's decision to fight against human bullying. In September 2021, I was one of the organizers of the "Music of Love" concert for Charity. Asian student musicians from West High School and Northwest Junior High School performed at the concert raising over $2,000. The funds were donated to the local non-profit organization, United Action for Youth (UAY). UAY provides services for teenagers 12-18 years. It is a place for the youth to have a voice and give back creatively to their community. This event made the future generation of the Chinese community aware of the importance of helping other peers of different ethnic backgrounds and aided in bridging the gap. In January 2022 on behalf of the Iowa City Area Chinese Association (ICACA), I applied and was awarded a $3000 grant from the Human Rights Commission. This award will allow the ICACA to host and celebrate a Lunar New Year Celebration at the Englert Theater on January 22, 2023. In April 2022, I organized "An Evening of Performing Arts" featuring traditional song and dance in honor of Asian Cultural Heritage and the Holiday Spirit. The event was celebrated by greater than 200 attendees and included notable guests such as the Mayors of both Coralville and Iowa City, Ten youth participants that worked on securing the ICCSD Lunar New Year petition and the "Music of Hope" nominated by me, were awarded the Human Rights Youth Award of Iowa City. The awards showed the youth involved hard work pays off. In May 2022, I cosponsored the "Music of Hope" event with the Iowa City Public Library in celebration of AAPI Heritage Month. This event and "An Evening of Performing Arts" are two in a series of events highlighting traditional music and dance performances initiated by me in meeting my goals of community unification and awareness expansion. I was also awarded the ICACA Presidents Volunteer Certification allowing me to certify the youth volunteers for their contribution to bettering the community and Human Rights. These young people were recognized on a national level. I am also a financial contributor to the Cadenza Music Charity Club at West High School which has worked tirelessly to raise money for Ukraine. The experience demonstrates why I am qualified to represent the spirit of the Iowa City community: inclusive, caring, and devoted. What contributions do you feel you can make to the City Council and to the residents of Iowa City* I will use the City Council position as my platform to reach out and work with all communities, minorities, and immigrants and show them that everyone who is willing to work hard has a chance to succeed. The Johnson County Inclusive Economic Development Plan (IEDP) is being translated to Chinese, Spanish, and French, I was asked to translate the plan to Chinese. The IEDP shows that immigrant small business owners need more help in legal, accounting, and banking services. While the Asian community is the largest minority community in Iowa City, it is not well represented as a voting bloc. The current process requires simplification and it is imperative voters know where, when to vote and understand the ballots to know for whom they are voting. I would like to set up an immigrant office to build a bridge between municipal government and immigrant residents. As a university town, Iowa City is increasingly becoming more diverse, However, resources to aid the diverse groups are limited. I would like to give these groups an inroad to municipal government by creating internships. In addition, I would like to set up public service corps and create a multi -culture center in the heart of downtown Iowa City which will also aid in creating employment opportunities, What is your present knowledge of the City Council?* Over the years, I had the privilege of meeting City Council members Laura Bergus, Megan Alter, and Shawn Harmsen and I was part of Mayor Teague's 2021 campaign team in his re-election bid. To further understand city government, I familiarized myself with the Iowa City Strategic Plan for fiscal years 2023-2028 in addition to the Iowa City Comprehensive plan for 2030. The Iowa City plans emphasize education, arts, science, and culture. The City of Coralville seems to support small business owners, more parks, and new family housing developments. The Tiffin and North Liberty plans emphasize more of a small-town atmosphere. Iowa City has the University and is taking advantage of the educational opportunities and job availability to provide opportunities for more people striving to create better living conditions. Ragan trusted me to handle her constituency correspondence, which was educational and enjoyable. Outside of the Statehouse, I was the policy director for the Iowa Youth Climate Strike. Composed of a 10 -member team of Des Moines area high school students, we focused on developing 18 Iowa -specific legislative suggestions to improve the local environment and inform as well as activate students about environmental issues. While attending the University of Iowa, I joined the University's student government as the City Liaison. As one of my responsibilities in USG, I attended the bi-weekly City Council meetings and updated the Council members about the concerns of our student population along with suggestions to ameliorate those concerns. One example of our collaboration with the Council was the issue relates to student housing; both the availability and affordability of such. Together, we designed and developed 1,500 magnets printed with housing -related resources which were then distributed to students and Iowa City residents. We also worked with local media and businesses to generate awareness about these resources. To address this matter further, in the summer of 2022, the new City Liaison and I worked to revitalize the affordable lease gap housing program through the Iowa Memorial Union to host 30+ students in need as well as coordinated with Hancher Auditorium to offer 100 free parking spaces. These efforts are meaningful to the student population and could only happen through a collaboration of public and private interests. There is more work to be done, and I feel confident that as a City Council member, I would be a strong advocate for the interests of our local business community (including landlords) and our student population. I am well acquainted with the rhythm of daily life in Iowa City, the struggles faced by members of our community, and the services available. I also know what it means to make do with what you have, to go without, to be saved by public services, and to provide services for others in need. I have been a City of Iowa City Climate Ambassador, Iowa City Community Police Review Board (CPRB) Chair, University of Iowa Safety and Security Committee Chair, and Voting Member of the University of Iowa Council for the Status of Women. I have also served on Title IX, Reimagining Campus Safety, and Community Engagement Subcommittees and the University of Iowa Center For Disabilities and Development Unit Council and DEI Committee. In 2019, my experiences in Iowa City and the testimonies of others led me to create Corridor Community Action Network (CCAN), which I have since led as Executive Director. CCAN coordinates and provides direct services with a mission to "facilitate resident participation and empowerment, raising awareness about opportunities to improve the quality of life for all individuals in the Iowa Corridor". Since I founded CCAN we have achieved nonprofit status, grown a highly engaged social media audience of well over 2,000 people, and provided a continually growing catalog of services to the community. These services have included clothing hundreds of community members via our free mobile clothing closet, disseminating disaster response and community service information following the 2020 derecho, providing free school supply -filled backpacks for ICCSD students and free cab rides for voters, and, critically, helping other local bodies coordinate and provide direct responses with greater effect. CCAN regularly partners with organizations such as The Lena Project and Iowa City Catholic Worker on projects and initiatives, facilitates partnerships between groups, and organizes multi -organization events like CCAN-Con, a one -day community engagement and workshop event focused on implementing our core mission. As an experienced and credible leader in Iowa City's non-profit and civic communities, I have spent years establishing and maintaining relationships with organizational representatives across the state and have improved cross -organizational communication throughout the Corridor, One way I do this is by leading monthly live - streamed networking meetings with participants such as Horizons, Safe Families for Children, League of Women Voters of Johnson County, One Iowa, Together We Achieve, Domestic Violence Intervention Program, Progress Iowa, and Free Lunch of Iowa City. Through this work and my work at the University of Iowa, I have promoted alliances with many local advocacy groups and am excited for the opportunity to provide those allies and the greater Iowa City Community with a voice on the Council. I know that fostering such relationships exponentially increases the good we can do because I've done it and I've seen the results. Through CCAN, my 23 years of residency, 16 years as a University of Iowa employee, and leadership experience within both the University and the City, I have strengthened my commitment to making Iowa City a better place to live and have developed the insight and leadership skills necessary to continue that pursuit as a City Councilor. If appointed, I will represent our community by applying my understanding of residents' wants and needs to my work and by regularly engaging with community members in ways that allow me to see them, hear them, and amplify their voices. What contributions do you feel you can make to the City Council and to the residents of Iowa City* I am confident that the alliances I have built throughout the Corridor and the State will be of further value to Iowa City if I am seated on the Council. Collaboratively, the City Council and the organizations I work with every day can advance the safety, security, and prosperity of all Iowa City residents. I am enlivened by the opportunity to help establish and reinforce relationships between the City and the crucial organizations that serve its residents in such areas as affordable housing, public transportation, food security, land use, environmental sustainability, crisis management, youth programming, community safety and accessibility, equity, and public health. My lived experiences in Iowa City and my current roles within the University of Iowa and the community leave me uniquely positioned to view problems and solutions through a broad and actionable lens. For example, in my time on the CPRB I have worked with others to improve accessibility by recommending the addition of an online filing option and the extension of the complaint filing deadline from 90 to 180 days. I will provide the City Council with a clearer window into the experiences, circumstances, and challenges of the most vulnerable people in our community and help address related factors through my connections with experts and networks that can help us enact practical, evidence -based solutions. Additionally, my time in the previously mentioned leadership positions and committees has provided me with direct experience in project management, collaboration, negotiation, serving as part of a team of representatives, policy formation, problem -solving, community outreach and engagement, process improvement, and facilitating meetings subject to Iowa Chapter 21 Open Meeting Law. Having taken full advantage of educational opportunities available to University of Iowa employees, I have completed TeamSTEPPS training (evidenced -based ways of "improving communication and teamwork skills") and earned a "Building University of Iowa Leadership for Diversity" Certificate. Through my role on the CPRB, I have also gained experience in meeting with international delegates as part of the Global Ties Professional Foreign Exchange Program. This background has prepared me for the types of challenges that City Councilors face and will allow me to hit the ground running to work with other council members for the betterment of Iowa City. What is your present knowledge of the City Council?* The Iowa City Council consists of seven members. These include Mayor Bruce Teague and three other at -large members, as well as one each from districts A, B, and C. The seat I am applying for is an at -large seat currently held by Janice Weiner, who is leaving her term early to serve at the state level. This seat will be filled by appointment. I regularly disseminate City Council work session and meeting information, including agenda and Zoom links, to an audience of thousands via CCAN, Generally, work sessions begin at 4:00 pm in Emma J Harvat Hall at City Hall (410 E. Washington St) on the first and third Tuesday of the month, and formal meetings at 6:00 pm the same evening. Zoom participation is available for the public to attend formal meetings. There are also occasional special and joint entity meetings, scheduled as needed. The preliminary agenda for 2023 is available online and I have checked for conflicts and entered all dates into my calendar, knowing they are subject to change. Being a member of the City Council is a job that involves a much larger commitment than reading agendas and attending the aforementioned meetings. Researching topics and approaches used by other cities, preparing for meetings, and being present and responsive within the community we serve and represent take an extensive amount of time and energy. I am fully prepared to devote that time and energy to serving this role within our community. As the Council begins the crucial work of finalizing the 2024 budget, I look forward to working on the issues highlighted in the ''Year-end Annual Comprehensive Financial Report" and "FY2024 Proposed Budget", including vital aspects of the Capital Improvement Program such as ADA accessibility, parks improvement and maintenance, traffic calming, and implementation of the Bicycle Master Plan. I believe affordable housing expansion and facility, transit interchange, and bus stop improvements warrant further discussion to ensure we are making the most of the "Infrastructure Investment and Jobs Act" and other forms of funding mentioned in the Iowa League of Cities "Budget Special Report 2023-24", particularly in light of recent legislative changes that will result in a loss of tax revenue_ As a City of lowa City Climate Ambassador, I am mindful of the guiding principles of Iowa City's Climate Action and Adaptation Plan, developed to help us meet Iowa City's Climate Action Goal "to reduce 2005 -level greenhouse gas (GHG) emissions by 26 to 28 percent by 2025 and 80 percent by 2050". Meeting those targets through the recommended actions should be at the forefront of budgetary and policy decisions as we implement our strategic plan. Overall, I have a firm grasp on the direction this City is heading, its Comprehensive Plan, new strategic plan, and established goals, and I am eager to do my part in making Iowa City the best it can be.
