Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 2 of 98 MINUTES IOWA CITY AIRPORT COMMISSION December 8, 2022 — 6:00 P.M. AIRPORT TERMINAL BUILDING 101 M-32I Members Present: Warren Bishop, Judy Pfohl, Hellecktra Orozco, Chris Lawrence, Scott Clair Members Absent: Staff Present: Michael Tharp, Jennifer Schwickerath, Others Present: Matt Wolford, Carl Byers, Jeff Davidson, Regenia Bailey, Carl Byers, Wendy Ford, Travis Strait, Asad Bajwa RECOMMENDATIONS TO COUNCIL: None DETERMINE QUORUM A quorum was determined at 6:00 pm and Pfohl called the meeting to order. APPROVAL OF MINUTES Bishop moved to accept the minutes of September 8, 2022, seconded by Orozco. Motion carried 5-0 PUBLIC COMMENT - None ITEMS FOR DISCUSSION / ACTION a. Airport Solar Power— RFQ Interviews — Tharp stated that they were going to have interviews with 2 firms that submitted responses to the RFQ. He stated that the guidelines given to the groups were a 15 minute time limit, followed by question and answer periods from the Commission. Tharp noted the first firm was Crawford, Murphy, and Tilly (CMT) and introduced Travis Strait and Asad Bajwa. CMT presented their information to the Commission discussing experience and prior works regarding solar power installations. Members asked questions following the presentation to which CMT responded. Tharp then introduced Carl Byers with Bolton & Menk. Byers presentation information regarding Bolton & Menk. Members asked questions to which Byers responded. Following the presentations members discussed the firms. Tharp stated that the goal was to select the firm that members felt would give them the best product. Members discussed the presentations. Clair asked about the value of selecting Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 3 of 98 Airport Commission December 8, 2022 Page 2 of 6 CMT as a different set of eyes. Lawrence asked about the similarity of this situation and when the Commission selected Bolton & Menk to prepare the Airport Master Plan when AECOM had been their engineering consultant. Members continued to discuss the experience with similar projects presented by CMT and Bolton & Menk. Clair moved to direct Tharp to negotiate a contract with CMT, seconded by Orozco. Motion carried 5-0 b. Airport Strategic Plan — Bailey stated that they wanted to give a surface level review of the survey results and introduced Jeff Davidson to the Commission. Davidson introduced himself and gave a summary of the Airport Commission's strategic planning work to date stating that he had helped the Commission develop the first and second plans, and assisted on the last plan when the Commission hired Bailey Leadership Initiative to facilitate the plan. Davidson discussed the Comprehensive Plan and the South Central District plan with the members. Davidson discussed details of the district stating that the Airport was the central piece of the district. Davidson discussed the land use plans that had been proposed in 2000 with the plan and noted how development today had matched the planned. Members discussed the plan with Davidson. Bailey then led the Commission through a review of the survey results. Bailey highlighted some of the responses to the questions including the breakdown. Bailey noted that the largest response group was those that lived on the east side of the river and of those 39% were non -users of the airport. Members continued to discuss the survey results with Bailey. Bailey noted that in preparation for the January meeting where the goals and objectives would start to be discussed was a review of the Council's strategic plan and how airport projects would connect. Bailey noted the need to look at the long term trends in aviation and how the Commission can anticipate and react to those trends. Bailey also noted that the strategic plan should also include the other actions of the Commission such as the terminal space study. Bailey reviewed the goals in the current plan and how the Commission would want to change the goals or edit what they prioritized. Bailey asked if the Commission wanted to see the survey results directly, to the which the Commission affirmed. Tharp noted she could send the results to him and he would funnel them out. Bailey noted that if there were any questions she'd be happy to answer them or send them to Davidson for any land use related questions. c. Hangar A Mural Project — Tharp noted that there were 24 submissions to the RFQ and that a review committee had narrowed that list down to 6 for the Commission to review and pick 3 who would be asked to provide a concept for the work. Tharp stated the Orozco wasn't able to make the subcommittee meeting, but since Orozco was also on the Commission he felt ok for the group to move forward with their review as Orozco would be able to be included in the Commission discussion. Members discussed the submission members and highlighted their top picks. Tharp noted that Brownlee had been a name that occurred on the lists of everyone so they should be one of the finalists. Members agreed and continued to discuss other submissions. Clair discussed the submittal by Scarborough. Pfohl discussed the submittal by Gossell. Members agreed by consensus to seek concepts from Brownlee, Scarbrough, and Gossell. Ford stated she would contact the artists for the concept work. Runway 25 Threshold Relocation — Tharp stated there were some cleanup items that needed to occur in the spring. Bishop asked about the taxiway lead in lines, Tharp noted that was one of the things that needed to be completed. 2. Runway 12/30 Displaced Threshold/Relocation — Tharp noted they had received the go -letter to proceed with the work and Bolton & Menk was working on the contract 3. FAA FY24 AIP Pre -Application — Tharp noted that there was a change in the plan due to funding and that the solar power project would be pushed into 2024. Tharp noted that with the plan to use the Bipartisan Infrastructure Law (BIL) funds for both the terminal study and the solar power project they weren't confident sufficient funding was available for both projects. Tharp noted the FAA had released the amount that airports would get for the fiscal year noting they had been allocated $295,000 in the first year and $292,000 in the second. Tharp stated they also had some environmental items they would need to address so they would be able to proceed with that in the mean time. Lawrence asked about banking the funds to which Tharp noted that was allowed. Lawrence then asked about the matching funds and Tharp stated they were a 90% grant and the city was on board with funding the other 10% match. Clair asked about other projects for the funds, and Tharp stated they didn't have anything else planned at this point for the BIL funds. Tharp stated that with that change, the pre -application lays out the projects much like they've been discussing. Clair motioned to approve the submittal, seconded by Lawrence. Motion carried 5-0 ii. Iowa DOT grant projects 1. FY22 Program a. South T-hangar infrastructure— Tharp stated that this was a spring project 2. FY23 Program — a. Terminal Building Improvements — Tharp stated that they had an agreement for this and the wayfinding project with Bolton & Menk. Tharp noted that he was handing out a revised contract that removed some of the indemnity language as that is covered under the master agreement b. Wayfinding/Signage— c. Consider a resolution approving agreement with Bolton & Menk—Bishop moved resolution A22-30, seconded by Lawrence. Motion carried 5-0 iii. Airport/Locally Funded Projects 1. Parking Lot Additions —Tharp noted they just needed to wait until spring to see if the seeding took. iv. Future Projects 1. Terminal Area Study— Tharp stated they did get the go -letter from the FAA and they were going to have a conference call to make sure Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 5 of 98 Airport Commission December 8, 2022 Page 4 of 6 that FAA was on board with what the Commission was seeking to study. 2. Solar Power/Panel — Tharp noted the previous discussion and selection saying he would move forward on working with selected firm. e. Airport "Operations" i. Budget — Tharp stated that the Council's budget meeting was January 7t" He would present the operating budget at that meeting. ii. Management 1. Consider a resolution approving temporary easement with Hills Bank —Tharp stated that Hills Bank had been working with the engineering department and him and the bank had done some work along the joined property line where the pond is located to remove trees. Tharp noted that Hills Bank wanted to add some rip -rap to the area for bank stabilization and the group felt they should get a more formal agreement with the airport for the work. Tharp noted that Hills Bank was completing the work at their cost. Schwickerath noted that the agreement in the packet was a draft and the resolution would allow the Chair to sign a substantially similar agreement after Hills Bank approved. Pfohl moved the resolution A22-31, seconded by Lawrence. Motion carried 5-0 iii. Events 1. Autocross: April 16, June 11, Aug 27, Oct 1. Tharp noted that the autocross dates were set and added to the agenda. Lawrence asked about talking to the group hosting the movies to continue those. Tharp noted that those conversations typically occur in around February or early Spring. Tharp stated that now that the runway work was done, he'd be reaching out to the EAA chapter to resume Young Eagle's programs at the airport. f. FBO / Flight Training Reports — i. Jet Air — Wolford handed out maintenance reports and stated there was nothing essential on the report. He noted that they had snow in November that had to be cleared. Wolford noted they had their company Christmas party and that Jet Air had 86 employees. Wolford stated fuel prices were coming down slowly. Clair asked about Jet Air purchasing a new location. Wolford stated they had bought the FBO at Macomb Illinois g. Commission Members' Reports —none h. Staff Report — Tharp stated that next week there was a conversation the Iowa Public Airports Association was having with Iowa Workforce Development to see how they can work to address some of the aviation workforce issues. Tharp stated that he would be out of the office from December 23 — January 2nd for his winter holiday. Pfohl asked if payroll had processed the pay changes to which Tharp confirmed they had. I worked as graphic designer focusing on branding, creative direction and design production for 10 years which has served me well for project management and client relations. I have five years of experience as an professional artist painting over 40 murals throughout Iowa and have a strong understanding of bringing this project's goals and objectives to life. Each mural I create Is a custom collaboration and balance of the client's needs and my artistic integrity through consultation, sketching, design revisions and installation. The University of Iowa is my alma mater and Iowa City holds a special place In my heart as I still frequent there each year. I graduated in 2020 from Utah Valley University with my Bachelor of Fine Arts in Art and Design with an emphasis in illustration. I have been a freelance illustrator for seven years and a mural painter for four years. I primarily write and illustrate picture books for children and design and paint murals for schools, businesses, and towns throughout Virginia. Because of the Coronavirus pandemic, I only have a few completed murals under my belt, but now that local areas are opened back up, I have finalized the plans for several murals throughout the surrormding counties for early 2023. Growing up, I was surrounded by various aspects of aviation. My parents met while serving in the United States Air Force, where they were both Air Traffic Controllers. My dad went on to work at Potomac TRACON as an Air Traffic Controller and Supervisor and ended his career at the FAA National Command Center in Virginia. During this time he became aprivate pilot. I have spent many days and nights at the local airports and in the clouds in his plane. I absolutely love history and am enamored with aviation history. Whilc living in such close proximity to Washington D.C. I have spent many hours walking the grand halls of the Air and Space Museums and sitting outside the final approach at Ronald Reagan International Airport. One of the best parts of being an artist is being able to bridge the gap between art and storytelling. In the state of Virginia I have made a name for myself as being a history centered mural artist. I completed a mural in May of 2022 based on telling the stories of African American trailblazers for a small town in Virginia. This gained a lot of media attention and I have been awarded several contracts with various counties around the state for telling more history through the mural making process. I thoroughly enjoy meeting with locals and talking with people about the history of the area while learning so much about the various places that make up our country. I am very much a people person and love talking with individuals while 1 work on outdoor projects. Working with partners and donors is a huge part of the mural making process and one 1 am quite versed in. When creating public art in historic small towns there are many hurdles to jump through. Talking with various entities such as the Architectural Review Boards, Historic Trusts, Torun Councils, Advising Committees, and Town Public Works, is all just part of the process. 1 love speaking to large groups and have done so on many occasions. I am also a published author and have done many speaking events talking with schools, boards, and councils, some of the events reaching up to several hundred people. I would have no problem working with donors and partners on a project of this magnitude. With my biggest mural to date I was given a small budget of $5,000 to complete the whole work. While the funds were not great, 1 knew 1 wanted to be the one to tell the stories of the individuals debuted in my mural. It was a fantasticc test in budgeting and time allotment and one 1 would gladly do again. In terms of paint, I have general experience using the BEHR Exterior Paint and Primer for mural projects. I have found that its lightfastness and ability to withstand the elements has made it a top contender for solid paint products. 1 am more than willing to test out Nova Color Artists Acrylic if that is what the committee would be more comfortable using. i would gladly do some test pieces with it to make sure the paint and I get along before attempting the final project. I fully intend on power washing the facility myself. Although I am relatively new to this medium of art, I am up for the challenge. My love for telling stories through art is why I am in this field to begin with. I would love to tell Iowa City's aviation history to the rest of the world. 1 am extremely passionate about the work 1 do and 1 promise to put 110% of myself into this project. My mural concept focuses primarily on the airmail aviation history of Iowa City Airport. The middle of the piece features the first air mail flight featuring the 10-pound piglet as the first parcel of mail. With such a unique and fun story, I felt that this had to be front and center on this mural. On the left of the plane we see Captain Thomas Baldwin, who piloted the Red Devil aircraft in 1910, landing at Iowa City Airport. To the right we see Jack Knight, the pilot who made the first overnight transcontinental airmail delivery in 1921. He made an emergency landing in Iowa City guided only by railroad flares in the middle of a blizzard. These two individuals both show a key sense of leadership and perseverance that should be displayed for all to see. Iowa City Airport played such an important part in airmail and air travel history. I thought it only appropriate to scatter travel posters and mail throughout the mural. The travel posters all pay homage to various decades of travel and each piece of mail will be addressed to someone of particular importance for Iowa City history. I want the mural to immediately 1lonor the history of the air mail crusade, of which Iowa City was paramount. I want anyone who sees it to know that they, too, are a part of this history and that they are welcome to this beautiful city no matter where they are from. Vision Statement The Iowa City Municipal Airport supports the strategic goals of the City of Iowa City and is an integral community asset that contributes to the region's economic vitality and evokes community pride. Mission Statement The Iowa City Municipal Airport, directed by the Airport Commission, provides a safe, cost- effective general aviation facility. The Airport creates and enriches economic, educational, healthcare, cultural, and recreational opportunities for the greater Iowa City community. There have been two plane crashes since I've lived in IC, both of them extremely close to residential areas (one in the backyard of a home). I understand the nostalgia for the airport, but think many of the jet flights, plane/helicopter testing, and night flights need to move to the CR airport. Otherwise, I would like to see the IC airport moved farther away. • The airport provides an important avenue for business, tourism, and access to the University of Iowa and UIHC • 1 have never known that there was an option to fly from Iowa City other than private and charter planes. It would likely strongly be supported by the community if they were able to provide flights other than private planes. There is large community of people that fly often from CID and would be nice to have them fly directly into Iowa City. • Pilots and customers may appreciate the airport but it causes noise (sometimes excessive) over our house and air pollution. • we are a general aviation family and park our airplane at the Iowa City Municipal Airport. We regularly use the services of the F6O throughout the year. • It's very noisy in my neighborhood because of its proximity to the airport. • For pilots, I suppose • I've never met anyone who flew in or out of this airport. • I imagine it probably does for some people, as most of us can't just go there to take a flight to other cities, the majority of us probably don't feel many benefits. • What does it do for an average citizen? What are we paying for it? It's a luxury few who use it. • The airport is primarily for the wealthy. While some flights relate to medical situations, these are flights that could easily go to Eastern Iowa Airport with transport by life flight if needed • The noise of the jets is very annoying. It is a nuisance and a hazard. • I am sure it has economic benefits I am unaware of, but the airport currently has no effect to the quality of my life. • It is a vital economic pipeline into the city in a multitude of ways. • Typical municipal airports serve only a small portion of the City population (i.e., hobby pilots and private plane owners (both consumer and commercial)). • Having a local flight training center is critical for development of continuing generations of new pilots. Additionally, helicopter services provide critical support for life -flight and other regional emergency services. • It is used for limited services to business and local hospitals • But probably only for a subset of the population. For those under a fly path, it can be the opposite • 1) With the National pilot shortage, having a flight training center here, allows students to be trained to fly, who may then go on to be commercial pilots, fulfilling a national need. 2) Having the ability for helicopters to refuel is imperative for emergency services, which saves lives across Iowa and surrounding states. • pointless since is small and serves only the influent rich individuals • Helps families and businesses connect. • I've lived in bigger cities where the airport takes longer to get to than the Eastern Iowa Airport in Cedar Rapids. The UI Hospital has a helipad that is used for emergencies. What purpose does the Iowa City Airport serve other than a playground for the rich? • It detracts from the quality of life. People who own private planes and jets fly in and out at all hours, causing noise disturbance. Also about 100 trees were removed from a flight path, and frankly Iowa needs trees more than private planes and jets. • Expansion to include commercial service would be an asset • The airport is a huge asset for many local businesses, the university, and the healthcare community. It is an important economic booster for Iowa City. • While I know it may be used for athletic purposes, there really isn't much I think it contributes towards people. Like does it have any use to me as a resident? • Let people know what you do! • Explaining what it does for regular people • It's not needed if it isn't accessible to the average person • Visibility, out reach • Still need to try and get the general public more involved with the airport (non -flyer community). Some how we need to make it a place to visit for non -flyers so we get buy in from the entire community, not just the pilots. Too many in the community think it is still just a play ground for the wealthy so an education on affordable flying might be in order too. I really like the new playground area for kids, but we still need to add more anmenities for people so it becomes a weekend destination for residents. • Awareness in the community --quite a few people I talk to are surprised to learn that IC has an airport. This could perhaps be improved by some modest advertising downtown and other places, participation in parades and other events. (I know this all takes time and effort, and often money...) • Exposure in the community. What is the value to community members that essentially have no knowledge of its existence? A sidewalk/bike path to the airport could make it more of a destination for non -flyers, as would a restaurant or more community events. • Return of the Air shows! People of all ages enjoy them, and it could peak childrens/teens interest as a profession or hobby. From our vantage point of living on the south side of Weeber street: Monitoring the low flying planes over the Edingale/Weeber/Wylde Green streets on the North side of the airport. It needs to be larger and have more features such as a better and better equipped pilot lounge, training/meeting rooms. Provide more water hydrant access in the hangar areas. Put a windsock on the ends of each runway. Add grass strip landing areas. Add non-leaded aviation gasoline. Improve the hangars, especially the north Ts. Do a better job of snow removal on all the T hangars. Please do not ruin your close to town neighborhoods - they are crucial to maintaining a vital town and places near downtown where people want to live. • I understand that fuel usage is a factor here, but it seems like there have been louder planes flying over my neighborhood in recent years and as a person with sensory issues that has caused some difficulty for me. If the planes could enter/exit away from the city and fly around it while descending/ascending that would be better for people like me. • Decrease noise level over homes and schools. • The Jets flying too low over residential areas. • Smaller and fewer planes. • Planes fly low over my neighborhood pretty regularly. Time for us to realize we do not need two airports within 30 miles that do serve the public that pays the bills. • There should be no tax money supporting the airport. It should be self supporting. Hanger fees and landing fees should cover all expenses. Those who use or benefit from the airport are a minority of taxpayers • There is minimal (certainly far less) residential neighborhoods south of town, southwest, and southeast of town. If large planes continue to be permitted, redirect their entry/exit over these less developed areas. Developments going in will know that they are in flight patterns before developing, and accommodate/adapt as needed, and people purchasing will know they are buying in an area in a flight pattern. Move the airport away from town. • Since moving to Prairie Hill Co -housing off of Miller Ave 3 years ago, I am aware of the use of the airport more. The most unappealing aspect of the airport are the jet planes which use it due to excessive noise. I am keenly aware of all the helicopter services which provide care for UIHC and have increased over the three years I've lived close to the airport. We are fortunate to have this critical medical evacuation service in our community. • Show some concern for people living nearby. We are very affected by low flying planes during takeoff and landing, particularly the practice landing and takeoff lessons on weekends. The multipurpose terminal facility is owned by the City of Iowa City and operated by the Iowa City Airport Commission. BMI Team shall provide four distinct studies/options for the terminal's redevelopment and associated gateway entrance, considering the advantage and disadvantage of each option. These four options are: 1. Do Nothing 2. Light touch renovation of the existing terminal facility 3. Heavy renovation and possible expansion of the existing terminal facility 4. Demolition and replacement of the existing terminal facility The terminal should serve as an integral community asset that contributes to the region's economic vitality and evokes community pride. Its preliminary program is assumed to support continued General Aviation services and include the following: Existing Areas • Lobby • Meeting room • Airport management and operations offices • Jet Air FBO terminal operations • Redbird TD2 simulator space Potential Area(s) to be Examined in Options 3 and 4 above • Event venue with catering kitchen During the Feasibility Study & Pre -Concept Design effort the compatibility of the program, budget, and building size will be validated and/or reevaluated. A.2 Proiect Budget. The Client will provide and BMI Team will review Airport Commission and staff overall project and construction budget goals for the Project (the "Project Budget") prior to the commencement of services. The Project Budget will include appropriate amounts for design and construction contingencies, consistent with the nature of the Project. As part of this work's deliverable, BMI Team will provide a Conceptual Opinion of Probable Costs prepared based on an appropriate cost/sq ft range. A Project construction budget is not yet known. A.3 Project Schedule. BMI Team will develop a Project Schedule ("Schedule') of important milestones for Airport Commission and staffs review and approval. B.1 BASICSERVICES BMI Team's Basic Services include design consulting services for architectural design and interior space planning. Bolton & Menk will provide the following supporting design services, if required for the Project: civil engineering, landscape architecture, siting, environmental, site circulation, parking design, and 7460 consulting. BMI Team members will work cooperatively to provide backgrounds of architectural drawings to team members, showing locations of architectural design elements that influence the layout of engineering and other systems as required. B.1.1 PHASEONE—PRE-DESIGN B.1.1.1 Project Start-up/Kickoff. Upon Client's authorization to proceed, key representatives of Client, City, and BMI Team, as well as other appropriate consultants, will meet virtually to kick off the Project. BMI Team will prepare a pilot, business, and user survey to be mailed to registered aircraft owners, businesses, and identified users within the airport service area. This survey will request information on how the terminal building and airport is currently being used and what additional services or facility improvements should be offered. This will provide Airport Commission and staff s insights on services it offers to users of the Iowa City Municipal Airport as well as use the operations analysis from the existing Master Plan study, which includes future airside improvements. This will provide additional insights on programing needs for the new terminal building. The Client will provide BMI a list of existing and potential business users to survey and will provide addresses and contact person for these businesses and any known general aviation users. The list should contain known users of the airport and businesses who would use the airport if airport facilities were improved. BMI will tabulate the results of the user survey and use this information to generate independent forecasts for land side facility improvements. BMI Team will provide an electronic copy of the Program to summarize decisions agreed upon during the kick-off meeting. B.1.1.4 Existing Site Conditions. BMI Team will review record documentation provided by Client of the existing site conditions. It is assumed that a digital survey and as -built drawings of the existing terminal are very limited and/or not available. BMI Team may visit the Project site to verify reasonably observable conditions and leverage other publicly available information (such as Google Earth) to establish a broad set of information related to the existing terminal. Client acknowledges that demolition can reveal pre-existing, hidden conditions, which may require Additional Services and/or modifications to the Project Budget and/or Schedule. This task item will include evaluation of the existing terminal for re -use, including, but not limited to, the following areas: • Foundations (Suitability for Re -Use or Support of Added Structural Loads) • Structural (Potential for Added Structural Loads) • Building Envelope (Requirements for Long Term Viability if Renovated) • Mechanical / Electrical (Needed Updates for Long Term Viability and Meeting Current Code Requirements) • Environmental considerations of changes to existing building (i.e. —asbestos) • Possible historical considerations relating to changes to or demolition of existing terminal Also included in this task will be evaluation of adjacent buildings to the terminal for aesthetics and potential improvements to complement an updated terminal building. This task will not include specific design of improvements, but only a basic evaluation. B.1.1.5 Design Discovery. BMI Team will participate in one, in -person three-hour collaborative design discovery meeting with key Airport Commission and staff representatives required to make design decisions (including consultants). As appropriate for the Project, the objectives of the meeting may include the following: • Program Review/Adjustment. Review the Program, Project site, existing conditions, Project Budget and Project Schedule, and obtain Client's direction regarding any adjustments to the Program and any other Project parameters. • Design Purpose. Articulate and review Airport Commission and staffs strategic goals for the Project and refine the Project's design purpose. • Design Experience. Review basic aesthetic design precedents to evaluate aesthetic possibilities and obtain Client's direction regarding the Project's design aesthetic. BMI Team will prepare minutes documenting any Program adjustments, design direction, and issues which the parties may agree to address at a later stage. BMI Team will issue such minutes to the Client for review and approval. Client may request or BMI Team may recommend further or separate design discovery meetings or other services as Additional Services. Design diagrams and massing models that depict the preliminary, basic design concepts will be developed including: • Conceptual floor plans illustrating program requirements and established adjacencies • Architectural narrative describing primary building systems and potential interior/exterior materials • Digital visualizations illustrating potential architectural character of the proposed facility • Digital visualizations illustrating potential character of new monument sign at Airport Entrance/ Riverside Drive (in collaboration with Task 2 Gateway Entrance) • Input on conceptual site plan (led by Bolton & Menk) illustrating proposed building siting and associated parking/site improvements • Conceptual Opinion of Probable Costs associated with the proposed design, based on appropriate cost/sq fit ranges BMI Team will provide the Feasibility Study & Pre -Concept Documents in PDF format, meet with the Airport Commission and staff virtually to review the material, and present the design to the appropriate stakeholders. B.1.2.2 Feasibility Study & Pre -Concept Design Final Report. BMI Team will create a Final Report summarizing the overall study and pre -concept design effort and identifying one revised concept which will serve as the preferred option. B.2 PUBLIC OUTREACH We understand that it is our charge to turn needs and goals into program, and to transform that program into space. The BMI Team will assist the Airport Commission and staff in fostering an enhanced dialogue with the community to foster an open dialogue and build both relationships and consensus across a range of stakeholder groups. B.2.1.1 Community Visioning Session. A public Visioning Session can be a useful exercise in building consensus with the community and finalizing the Terminal Redevelopment program and aesthetic direction. The team envisions one (1) visioning meeting that would include approximately two-hour workshop at the existing terminal facility or other location to be identified that will bring together stakeholder groups and individuals who have not yet been involved in the process. BMI Team will facilitate the workshop, in which the draft program elements will be presented to the stakeholders and community for discussion (note: this Visioning Session would take place in commencement with Phase Two — Pre -Concept Design). The format of the workshop may include, but is not limited to: brief presentations by Airport Commission and staff and the BMI Team, visioning exercises conducted in small groups, breakout sessions to discuss specific issues, and a period for reporting back to the larger group on the results of the visioning exercises and small group discussions. BMI Team anticipates that the Airport Commission and staff will take the lead in finding an appropriate venue for the workshop. In order to gauge the community's reactions to the four pre -concept options and the preferred option, a second public workshop will be held. BMI Team will facilitate the workshop to engage the wider stakeholder and community audience that participated in the earlier - completed Visioning Session. It is anticipated that the workshop will follow a similar format, with brief presentations of the pre -concepts, and small group exercises intended to identify a preferred option, or preferred elements of the options. Again, BMI Team anticipates that Airport Commission and staff will take the lead in finding an appropriate venue for the Community Share -Out. Following the Community Share -Out, the team will convene with Airport Commission staff virtually to review the overall findings of the workshop, and to align the Airport Commission and staffs goals with the feedback received from stakeholders and individuals. B.2.1.3 On -Going Communication and Feedback. Communication is an ongoing process and a major component of any airport project. Successful communication includes open dialogue between airport staff, Iowa City Airport Commission, airport users, the public, and the consultant. The BMI Team will set up opportunities in order to receive from and communicate to stakeholders and general public in the following areas. • Social media such as YouTube, Facebook, and Twitter • Develop a customized web page for this study which allows the public to receive updates and provide feedback throughout the planning process B.2.1.4 Additional Community Meetings. (Optional service). Often times it is necessary to follow up with stakeholders and the general public based on input and response at the Visioning Session and/or at the Community Share -Out. Additional meetings will be available and at and an additional cost of approximately $5,500 per meeting. B.2.1.5 High -quality Renderings. (Optional service). CGI inspirational renderings to illustrate the project ideas and design can be provided upon Airport Commission and staff request. Each high -quality rendering is an additional cost of approximately $3,800 per view. The intent is to showcase pedestrian and vehicular connections; develop wayfinding, placemaking and signage; and create an overall theme for each concept. COMPENSATION Compensation to BMI Team for Basic Services, Additional Services, and Reimbursable Expenses will be as described below. When BMI Team's compensation is based on hourly rates, the rates will be those set forth in BMI Team's Standard Hourly Billing Rates. CA Basic Services. Compensation for Basic Services will be the lump sum shown in Section I.D. C.2 Additional Services. Compensation for Additional Services (if not agreed upon as a lump sum amount) will be based on BMI Team's Standard Hourly Billing Rates. C.3 Reimbursable Expenses. Reimbursable Expenses included in the Lump Sum fee are based on trips and reproductions defined above and include the following: a. Reproduction, shipping, handling, and delivery. $TBD b. Mileage, tolls, cab fares, and parking. $TBD c. Authorized out-of-town travel, including travel time and reasonable living expenses. $TBD For additions to scope of work as noted in 1.13, Additional Services', in addition to compensation for Basic and Additional Services, include expenses incurred by BMI Team and BMI Team's consultants in the interest of the Project, including, but not limited to the following: d. Renderings, models, mock-ups, and photography. e. Sales taxes and other transactional taxes, and fees paid for securing approval of authorities having jurisdiction over the Project. f. Additional insurance coverage or limits requested by Client in excess of that normally provided by BMI Team and Gensler's consultants. Compensation for Reimbursable Expenses incurred by BMI Team in connection with the Project, including without limitation, reproduction costs for providing additional copies of deliverables described in Section B.1, will be based on amounts invoiced to BMI Team, plus fifteen percent (15%). Reimbursable expenses for work beyond those defined as included in Basic Services will be completed at cost plus as stated herein. CA Consultants. There are currently no additional Consultants included in the scope of the project. Should their input be required or requested, Consultants' fees will be compensated based on amounts invoiced to BMI Team, plus ten percent (10%). C.S Progress Payments. Progress payments will be made monthly. Where BMI Team's fee is based on a lump sum, progress payments for Basic Services will be based on the percentage of services provided during the previous month. Activities and events (including construction) are reported via the calendar year which covers the period from January l — December 31, 2022. Financial information is presented in the fiscal year format which runs from July 1 — June 30. The Fiscal Year information in this report covers Fiscal Year 2022 which ran from July 1, 2021 to June 30, 2022. The Iowa City Municipal Airport is owned by the City of Iowa City, and operated by the Iowa City Airport Commission. The Mayor and City Council of Iowa City appoint members of the Iowa City Airport Commission, who serve 4-year terms. The Iowa City Municipal Airport houses 92 aircraft, which are maintained in: 59 T-hangars (6 buildings), 1 maintenance facility, 8 corporate hangars, 1 corporate building, 1 Fixed Based Operation (FBO) maintenance hangar, and 1 FBO cold storage hangar. The Iowa City Airport also has 2 privately owned hangar buildings, one constructed by the FBO and one by a 3"' party. Two runways, of 5002 (Runway 7/25) and 3900 (Runway 12/30) feet, are used during approximately 36,000 operations annually. The based aircraft consist of approximately 7 jet aircraft, 7 multi -engine (piston) aircraft, 2 helicopters and the remaining count of single engine aircraft. Based on a 2022 Iowa Department of Transportation Economic Impact Study, the Iowa City Municipal Airport contributes $24 million and impacts 241 jobs in the local economy. Among Iowa's 100+ general aviation airports, it has the second largest economic impact in the State. The Iowa City Municipal Airport operations budget for FY22 presents income of $450,535 and expenses of $425,106. The Iowa City Airport has not used general fund payments for operational funds since FY2019. The Airport does use $100,000 from the general fund as grant matching funds. The Iowa City Municipal Airport received a grant in FY2022 from the Iowa DOT to construct additional taxilane to support future 3`J party, or airport hangar development. This will expand the hangar options in the south t-hangar area. to complete work on The Iowa City Airport Commission has completed a multi -year, multi -phase project to clear its runway approaches of obstructions and relocate the Runway 25 threshold according to the 2016 Airport Master Plan. A similar project will occur on Runway 12/30 in which a displaced threshold will be installed on the Runway 12 end and additional pavement added to the Runway 30 end. This will have the effect of shifting the runway and its associated protection zones away from the northwest neighborhoods. The airport received FY23 grant funding from the Iowa Department of Transportation Aviation Bureau to add additional taxilanes for future hangar construction, assist in installing wayfinding signage at the airport, and to do some minor rehabilitation work to the terminal building. The Iowa City Airport Commission has immediate controlling responsibility for the Iowa City Municipal Airport. The Airport Commission consists of five voting members, who are directly responsible for the planning, operation, and budget management of the Iowa City Municipal Airport. The Commission works collaboratively with Iowa City's elected officials and staff to ensure safe, efficient, and effective use of the airport to support Iowa City and the surrounding area. The Iowa City Municipal Airport is one of the busiest general aviation airports in Iowa with approximately 36,000 flight operations annually. It is currently home to approximately 92 based aircraft located in 59 T-hangars, and 8 corporate hangars. These aircraft are used for charter flights, corporate activity supporting local business, flight instruction, rental, pleasure, and charity purposes. Additionally, thousands of flights in and out of the airport support important community activities such as the organ transplant program and Air Ambulance flights to and from The University of Iowa Hospital and Clinics, as well as economic development for the area. Local businesses that utilize the airport include Billion Auto Group, TTC Midwest, Kum & Go, Scheel's, Jimmy Johns, MidAmerican Energy, and many others. Existing airport facilities include two runways, the terminal building, a maintenance facility, hangars, aircraft fueling facilities, aircraft parking ramp, tie down apron, and vehicle parking area. Runway 7-25 serves as the primary runway with a length of 5002 feet and has a full parallel taxiway. Runway 12-30 serves as a secondary crosswind runway with a length of 3900 feet. The airport terminal building, built in 1951, includes a pilot's lounge with wireless internet access, an FAA certified flight simulator room, a lobby, a conference/class room, vending machines, a meeting room, and administration facilities for airport management and a fixed based operator. The airport has a rotating beacon and lighted wind indicator. The airport is equipped with a remote communications outlet (RCO) and an automated surface weather observation system (ASOS). The airport has been an important element in the Iowa City community since 1918 and in 1944 was placed under the control of the Iowa City Airport Commission by public vote. Since that time, the airport has remained under the governance of the Airport Commission with fiscal support from the City of Iowa City. The airport is included in the National Plan of Integrated Airport Systems (NPIAS). The NPIAS identifies the Iowa City Municipal Airport as a general aviation airport. This designation means that the federal government currently provides funding annually through the FAA for eligible capital improvement projects at the airport. The Iowa Department of Transportation Aviation Bureau's Aviation System Plan identifies the Iowa City Municipal Airport as an Enhanced Service Airport. Enhanced Service airports are defined as airports that serve nearly all general aviation aircraft and are economic and transportation centers for the state. Several businesses and University of Iowa enterprises are stationed at the airport. Jet Air, Inc. is the fixed base operator, with 86 employees at Iowa City and their other locations. The Iowa City -based staff of 38 offers charter flights, flight instruction, aircraft sales, maintenance, fuel, and sale of aviation related merchandise. Care Ambulance operates a full-time ambulatory service and patient transfers. They have partnered with Jet Air as Jet Air Care to provide medical transport flights to and from the Iowa City area. AIRPORT MISSION STATEMENT "The mission of the Iowa City Municipal Airport is to support the strategic goals of the City of Iowa City and to meet the needs of its stakeholders." AIRPORT AND THE COMMUNITY In a continuing effort to develop and maintain a relationship with the community, the airport hosts numerous community events throughout the year. The airport hosts several events on an annual basis including the pancake breakfast, FAA Young Fagles, and since 2020 has hosted Summer of the Arts Drive -In Movies, The Airport is always looking for additional partners in hosting events. In 2022, the Iowa City Municipal Airport also hosted a storytime event with the Iowa City Public Library, Examples include: OPTIMIST CLUB Fly-in/Drive-in Pancake Breakfast The Optimist Club fly -in pancake breakfast and car show headlines the annual events; this event raises funds for use by the organization. The breakfast we held on August 21 s, 2022 and helped celebrate the Iowa City Fire Department's 150 years of service. Since then, over 2.2 million flights have been donated by EAA members to encourage youth to get involved with aviation. The Iowa City Airport continues to host EAA Young Eagles activities with cooperation from the Experimental Aircraft Association Chapter 33 group. Due to the construction activity in 2022 no EAA Young Eagle flights were made. The event averages around 75 children being able to obtain a flight. 74 kids were given free aircraft rides on August 7, 2021 Iowa City Municipal Airport — Annual Report 2022 Page 5 Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 91 of 93 Summer of'the Arts Drive -In Movies: The Airport continues with some programming that developed from the necessisty of the pandemic. Summer of the Arts hosts Drive -In movie nights which uses the side of hangar as a movie screen to project a movie for the public to see. The Iowa City Airport also works with other groups to host events when possible. In July, the Airport partnered with the Iowa City Public Library to host a story time event with Author .Till Esbaurn read her book "Jack Knight's Brave Flight: How one gutsy pilot saved the U.S. Air Mail Service" approximately 100 people filled the Airport's conference room and later got to tour some of the airplanes used for flight instruction. These impacts are best seen through our fuel sales over the course of the period in comparison with the sales of the two years prior and also the rebounding sales of 2021. Fuel sales during those months in 2018 and 2019 averaged near 30,000 gallons of fuel per month. In March of 2020 we saw that number fall by nearly 1/3 to 21,000 gallons sold and in April to under half the average with only just over 12,000 gallons sold. General Aviation was able to bounce back faster as travel through commercial airports and recreational travel was still severely limited. Business travel was still critical as well as the medical transports that occur with the nearby University hospital system. By the end of June 2020, fuel sales numbers were returning to pre -pandemic levels as seen in the fntlowing chart. r. rr Pandemic Fuel Trends �100LL �JetA —Totals ECONOMIC IMPACT STUDY In 2022, the Iowa Department of Transportation concluded an economic impact study for the aviation industry in the state of Iowa. The Iowa City Municipal Airport is categorized as an enhanced service airport in the Iowa aviation system. "Enhanced airports offer facilities and services meeting the needs of a full range of general aviation activities. These airports are critical air transportation links for companies and organizations and are able to accommodate nearly any type of business jet. Airports serve as the front door to communities and the fixed base operators who provide aviation services are important to leaving a positive first impression on business and visitors coming to the community." That study determined that the Iowa City Municipal Airport impacted 241 jobs and supported $24 million worth of economic activity annually. The Iowa City Municipal Airport also sees over 18,000 visitors per year. Report 2022" BUDGET W Relative to the findings of the state's economic impact study, the Iowa City Municipal Airport provides an extremely good return for the city's investment in the airport. The Iowa City Airport Commission and staff continue to maintain an efficient operating budget, which provides the necessary services and repairs to support the airport infrastructure. In FY2019, for the first time in modern history, the City of Iowa City contributed zero dollars towards regular operations at the Iowa City Municipal Airport. That was the final reduction from FY18's $9,687leve1. The Iowa City Municipal Airport receives operating revenue primarily from two sources: rental income, and fuel sales. Rental income is the combination of ground, hangar, and farming leases which comprises approximately 85% of the airport's annual revenue. Fuel flowage fees (a fee charged by the airport for tenants that use or sell fuel from the airport's fuel storage system) brings in $.10/gallon of fuel moved through the system. This represents approximately 15% of the airport's annual income and can fluctuate dramatically based on economic or local operating conditions. The Airport Commission examines and occasionally adjusts T-hangar rental rates on an annual basis, comparing rates to those at airports within a one -hour drive time to the lowa City area. Following the latest review and in the midst of the inflationary spike of fuel and utility costs, the Airport Commission voted to approve a 10% increase in hangar rates for the 2022-2023 lease year. , The Iowa City Municipal Airport operations budget for FY22 shows income of $450,535 and expenses of $425,106. The surplus is attributed to the funds received from the FAA as part of the American Rescue Plan Act. Through the American Rescue Plan Act passed by Congress and signed into law by the President, airports received additional funds to offset losses from the pandemic. The two sources of fuel flowage are Jet Air and University of Iowa's Operator Performance Lab. 111111116 There are two types of fuel sold at the Iowa City Airport. 100LL is commonly used for piston aircraft engines, and Jet -A is a kerosene blend that is used in jet engine aircraft. FY2022 brought in over $56,000 from fuel commissions marking the peak of fuel commissions in modern history. This represents a 10% increase in the fuel commissions from FY2019 and 25% increase from the pandemic year of 2020. Inflation and economic changes during 2022 saw that same flowage drop about 10% from 2021 levels with a total of just over 457,000 gallons of fuel sold. The bulk of that loss was seen in the Jet A sales which dropped from just under 447,000 gallons sold to just over 396,000 gallons. 100LL sales stayed relatively flat but still dropping about 1% from 61,445 to 60,550. The 5-year average for -jet fuel and 100LL fuel sales quantities are 349,000 and 58,000 gallons respectively. This gives another avenue to continue to track operation counts. Annual Operations Air Carrier. 0 Air Taxi: 3,798 General Aviation Local: 6,388 General Aviation Itinerant 22,618 Military. 496 TOTAL OPERATIONS: 33,300 Operations for 12 Months Ending: 05272022 GRANT SUPPORTED AIRPORT PROJECTS The Iowa City Municipal Airport's capital projects are funded primarily through either Federal Aviation Administration grants under the Airport Improvement Program or through the Iowa DOT under one of two programs: the state's Airport Improvement Program or General Aviation Vertical Infrastructure. If the Airport Commission does not receive a grant for planned project utilizing these funds, then that project and subsequent projects are either delayed or cancelled. Federal (FAA) grants contribute 90% of the project costs and are typically associated with major pavement rehabilitation and upgrades. State grants fiend 70-85% of project costs and are typically associated with minor pavement and facility repairs and upgrades. In 2016 with FAA grant support, the Iowa City Airport Commission adopted the latest Airport Master Plan. The Airport Master Plan is a strategic document that lays out the goals and operation of the airport over a 20-year period, the last Master plan was completed in 1996. During the process of creating this plan, the Airport used a Master Plan advisory group consisting of City and Airport Administration officials, Airport tenants, and neighborhood representatives. The plan was created using this group and then forwarded to the Iowa City Airport Commission for final approval. The Airport Commission uses this document to guide the project plans for the continued development and operation of the Airport. The Airport Commission also maintains a 5-year strategic plan which assists the Commission and staff in prioritizing and focusing on non -aeronautical improvements to the airport. The Airport Commission began work on updating the strategic plan which runs through fiscal year 2023 for adoption in the Spring of 2023 The Iowa City Municipal Airport completed one of the major projects coming from the Airport Master and that was the reclassification and reconfiguration of Runway 25. Based on the change of aircraft design (common aircraft using the airport). The Airport was able to reclaim nearly 700 feet of runway length that can now be used as part of an aircraft's landing distance calculation. This project, combined with the Airport's work to clear up obstructions in the runway approach paths, changed the available landing distance on Runway 25 from 4196' to Iowa City Municipal Airport — Annual Report 2022 Page 10 Airport commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 96 of 98 4872'. Additionally several different approach options for night time operations were brought back online as a result of the of the obstruction mitigation project. The Airport had to work with FAA to redesign the instrument approach to Runway 25 as well as to relocate the precision approach path indicator (PAPI) lights which are owned by the FAA. The coordination for this project began in 2019. The Airport Commission also began its data collection work for the reconfiguration of its secondary runway 12/30). This work will create a displaced threshold approximately 500' from the pavement edge on Runway 12 and add 300 feet of concrete to the end of Runway 30. The project has the effect of shifting the runway to the southeast and pulling the runway 12 protection zones further into the airport property. This creates a higher approach path over the neighborhood's northwest of the airport. The Iowa City Airport was also awarded funds from the Iowa DOT for a project to extend our taxilanes in the south t-hangar area. This project will add the infrastructure for access to ground that's currently undeveloped, allowing for either private or future airport -built hangars. The project was redesigned during 2022 to split the project into phases as inflation dramatically raised the bid costs that were received. The Airport Commission expects to apply for funds for the 2nd phase of the project in 2023 with construction to occur in FY2024. In the Spring of 2022, the Airport Commission applied for and received funding for FY23 projects which include adding wayfinding signage to the airport's entry drive and terminal building. Additionally, funds were secured to assist in the rehabilitation work to the terminal in which the airport will replace an area previously used as baggage transfer access with more permanent and weather resistant glass brick. The Iowa City Airport Commission also worked with the City's Engineering department to complete work on additional parking near the terminal building. This parking is to address the shortfalls that occur when groups use the conference room, or the airport has a high number of flights where passengers are leaving their cars at the airport until their return. BIPARTISAN INFRASTRUCTURE LAW The Bipartisan Infrastructure Law (also known as the Infrastructure Investment and Jobs Act) passed by Congress and signed by the President in 2021 provided additional funds through a number of different programs to the aviation community. As part the bill, the Iowa City Municipal Airport will receive a direct appropriate on funds based on a formula for 5 years. The first two years of that appropriate have been $295,000 and $292,000. Additionally, the program calls for $1 billion per year for 5 years to provide grant opportunities to airports to replace/modernize terminal buildings. The Airport Commission intends to use this funding to complete a previously attempted solar power project which would install solar power panels to generate power used by the major airport sources. This project would be a partnership between Jet Air, OPL, and the Airport. Iowa City Municipal Airport — Annual Report 2022 Page I 1 Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 97 of 93 Additionally the Airport is beginning a planning study in 2023 to review the space needs and provide options to either remodeling or replacing the existing terminal building which was built in 1951 and no longer meets the spaces needs of today, or continues to lack the energy efficiency of modern construction. LOCAL AND PRIVATE INVESTMENT IN AIRPORT FACILITIES In 2016, the Airport Commission entered into agreements with two different private entities for the construction of additional hangar space. The Fixed Based Operator leased ground from the Airport Commission in order to begin construction of a 10,000 square foot storage hangar facility. This construction was completed in 2017. The Airport Commission also entered into an agreement with another tenant to build a 2900 square foot storage hangar. This construction was also completed in 2017. These investments by private parties allow the airport to increase the available space for aircraft storage, and benefit from the increased fuel flows at a minimal cost to the airport. The Airport Commission continues to seek out ways for private investment into airport infrastructure to benefit both aviation users and the airport. The Airport Commission applied for, and was awarded, a grant for FY2022 to construction additional infrastructure in the south t-hangar area to help facilitate new private hangar developments. The Airport Commission also used funds saved from prior projects as grant matching funds that were changed to 100% federal shares through the American Rescue Plan Act and other COVID relief measures to increase the available parking options around the terminal building. This project created 11 additional parking spots on both the north and south side of the Airport's beacon circle to alleviate congestion seen recently due to increased use of the airport. FUTURE AIRPORT ACTIVITIES/PROJECTS The Iowa City Municipal Airport continues to plan for the future. Utilizing state and federal grants, as well as local improvement money, the Airport continues to refurbish and replace existing facilities and expand operational capability. FAA Grant Pre -Applications are due annually in December. The Iowa City Airport Commission has submitted its application for funding which includes projects being derived from the Airport Master Plan. Additional FAA projects will include runway marking and lighting changes, additional obstruction mitigation and expansion of the aircraft parking areas. In August, The Iowa Department of Transportation awarded the Iowa City Airport two grants for FY2022 projects at the airport. These grants will be used for hangar improvements and to place Iowa City Municipal Airport — Annual Report 2022 Page 12 Airport Commission Agenda & Info Packet Meeting Date: January 19, 2023 Page 98 of 98 pavement infrastructure near the south hangars to encourage additional private hangar investments. The Airport Commission plans to continue its work to make the airport efficient and able to support the aircraft using the airport. This includes project to increase the aircraft parking area, additional parallel taxiways, solar power, pavement maintenance and others developed through the Airport Master Plan. State Grant Applications are due annually in the spring. The Airport has utilized funding from the Iowa DOT Aviation Bureau to finance repairs to hangars, taxiways, and other infrastructure which would have a low priority on the FAA scale. With the completion of the Airport Master Plan, the Iowa City Airport Commission will update its 5-year strategic plan. The 5-year strategic plan provides a segmented approach to achieving goals and objectives of the Iowa City Airport Commission. The Airport Commission will continue to maintain and strengthen its relationship with City Council, staff, and the surrounding community by keeping a focus on the mutual goals for the Iowa City Municipal Airport.
