BUDGET OVERVIEW AND HIGHLIGHTS City Manager Fruin noted the time and effort from staff that was put into pulling together the budget and urged items for Councilors to jump in if they have questions during the presentations. Fruin reviewed the budget review schedule, areas of focus, fund structures, and Fiscal Year 2023 budget review and challenges. Assistant City Manager Kilburg reviewed Revenue. Deputy City Manager Jones reviewed expenditures and Enterprise Funds. [BREAK] City Manager Fruin wrapped up with discussion on investments in the strategic plan, core services, and other adopted master plans. Fruin also briefly noted looking ahead at the FY25 budget and things to plan for. Individual Council members expressed their views. Department budgets were presented as outlined on the agenda; and page number in parenthesis refers to pages in the Proposed Financial Plan (12/23/22 Information Packet). Power points of organization charts for the City departments were shown and archived.
