Summary of Minutes
January 10, 2023
Iowa City City Council special formal meeting, 4:00 p.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas. Absent: None. Staff
members present: Fruin, Jones, Kilburg, Goers, Fruehling, Platz, Havel, Sovers, Durst.
Unless otherwise noted, all actions were affirmative and unanimous.
Mayor Teague asked for a motion appointing one of the seven finalists to serve the
unexpired term of Council member Weiner.
Moved by Harmsen, seconded by Taylor, Mayor Teague summarized the process
beginning from the resignation of Councilor Weiner to present. Each of the seven
finalists then provided remarks to the Council.
Mayor Teague explained the nomination process which would be followed.

Councilors worked through the nomination process until one nominee secured at
least four votes. Individual Council members expressed their views. City Attorney
Goers provided procedural information.
Moved by Alter, seconded by Thomas to amend the resolution to include the name
of Andrew Dunn. Motion passed, 6-0.
Moved by Thomas, seconded by Harmsen, to approve the resolution as amended
appointing Andrew Dunn to serve the unexpired term of Council Member Janice Weiner.
Roll call. Motion passed, 6-0.
Moved by Alter, seconded by Bergus to accept correspondence from Joseph
Klingelhutz, Paula Vaughan, Temple Hiatt, Jenny Britton, Jayne Meacham, Tom
Carsner, Loulwa Soweid, Angie Smith, Judith and William Knabe, Helene Hembreiker,
Tom Rocklin. Motion passed 6-0.
City Attorney Goers provided information on next steps and options to swear in
Andrew Dunn. City Clerk Fruehling swore in Dunn at this time.
Moved by Dunn, seconded by Harmsen, to adjourn the special meeting at 5:34 p.m.
