Regular Formal Agenda 11.a Resolution approving project manual and estimate of cost for the construction of the 2023 Park Renovations Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. A public hearing was held. Parks & Recreation Director Seydell Johnson presented a PowerPoint. Motion to approve Resolution 23-50. Moved by Shawn Harmsen, seconded by Andrew Dunn. Motion Passed. Continuation of Budget discussion City Manager Fruin highlighted IP5 Memo on FY 24 Budget Discussion from 2/2 Information Packet answered questions from Council. Individual Council members expressed their views. Staff action: Staff will prepare final budget documentation with inclusion of the 2.5 new positions articulated in the memo (1.0 Human Rights, / .5 Communications, 1.0 City Manager’s Office). Staff will begin to work with Human Resources to develop job descriptions and will prepare necessary Council approvals prior to July 1. Please note that these positions may need to be held vacant for a period of time depending on future property tax related legislation. No further changes to the budget were directed and preparation of final forms can commence 5. Clarification of Agenda items Councilors noted the new agenda format. 6. Information Packet Discussion [January 12, January 19, January 26, February 2] January 12 – No discussion January 26 1. (IP3 – Joint Emergency Communication Services Association (JECC) FY2022 Annual Report) City Manager Fruin noted the annual report. January 19 1. (IP9 – Ad Hoc Truth & Reconciliation Commission: January 5) Councilor Alter asked for clarification on consultant contracts. City Manager Fruin and City Attorney Goers provided additional information. January 26 (cont.) 2. (IP2 – Memo from Assistant Finance Director: Long-Term Debt Disclosure Report) Councilor Bergus thanked staff for report. February 2 1. (IP6 – Memo from City Manager: Review of City Council Pending Work Session Topics) City Manager Fruin outlined the updated pending work session topic list. Individual Council members expressed their views. Council Work Session February 7, 2023 Page 3 Action: Staff will update the pending list to include a conversation about utilization of ARPA dollars for Climate Action related projects. Staff will also add back in the previous item related to the equitable distribution of parkland (removing the rubberized surfacing portion of the that item). A new Pending List will be issued on February 16th and Council is encouraged to begin to think about prioritization of discussion items for the March and April work sessions. The work session on February 21 will include a presentation from the ICCSD on their pre-school wrap-around proposal (pending final confirmation from the ICCSD) and will also include a conversation about Aid to Agency Legacy Agency spending recommendations that are pending with HCDC. Staff will prepare a memo for the February 16th IP outlining where HCDC is in the process, recommendations made to date, pending recommendations prior to Council consideration and any relevant policies or program documents governing the allocation of Aid to Agency dollars. 8.
