HomeMy WebLinkAbout2023-01-07 Transcription Page 1 Council Present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas Staff Present: Fruin, Goers, Jones, Kilburg, Fruehling,Platz Others Present: None Teague: All right, I'm going to call this meeting to order for the City Council's special meeting on this day which is January 7th, 2023 and it is about 8:05 and we're going to start with council roll call please. [Roll Call] All right. Well, good morning to everyone and happy new year. We're excited to be in 2023. 2. Council vacancy Teague: We're going to start with the second item on the agenda which is council vacancy. Could I get a motion to select council vacancy appointment finalists? Taylor: So moved. Alter: Second. Teague: Moved by Taylor. Seconded by Alter. All right. So just wanted to give a little bit of,uh, a recap of how we got here today. So November 9th, we received resignation from Councilor Janice Weiner after she had been elected to Iowa seat- Senate Seat district number 45. On November 15th,the council voted to do an appointment versus an election, uh,while knowing that petition could still be present-presented 14,uh, days after that decision, as well as 14 days after the appointment. Applications went live November 21, 2022, and they ended on January 3rd. January 7th which is today, we plan to- dwindle down the 21 applicants to seven, which will be finalists, and they will be,um, on our December 10th agenda which—January 10th. Thank you. January 10th agenda which will allow them,uh, some time to come before council. And, uh, and then so the process for today just wanted to give,uh, kind of some direction as to what we're going to do. Urn, I am asking councilors to,uh,just, uh, call out some names of individuals they would like to see,urn, a part of the finalist group and then after which we get some names I'll go back and then kind of see how many people are in support. Urn, and we'll go from there. So at this point, I'm going to ask for nominations, uh, for finalists. Harmsen: Mr. Mayor, I can get the ball rolling. Ah, I would like to just put forward, uh, sort of a list in no particular order of importance, so I'm just going to give you a list of names in alphabetical order so just to kind of get the ball rolling here. So there are six people who I feel that I feel comfortable moving forward to the next level,which is not to exclude any of the other wonderful candidates. Um, amazing that we've had 21 people step forward to serve this community and the quality of the candidates just based on their applications has been outstanding. So this was even this first sort has been,you know I think probably you all felt the same way that it's been pretty tough choices still. Page 2 names I'd like to put forward are Andrew Dunn, uh, Li Na, Mary Mascher, Sean McRoberts, Elizabeth Miglin and Mandi Remington. Bergus: I'll just follow your,uh, lead, Shawn and doing like a group of people, I'll do mine in reverse alphabetical order. How about that? I do have seven, um, but it includes the same six that you had, but Mandi Remington, Joshua Moe, Elizabeth Miglin, Sean McRoberts, Mary Mascher, Li Na and Andrew Dunn. Thomas: Well, I'll follow,uh, and- and would like to- to echo what Councilor Harmsen just said about how pleased I've been by the response. I mean, I think we- I had certainly concerns about the appointment process and what that might how that might play out but I'm really grateful with the-the response that we saw sort of almost reinforced my sense that there are people listening to City Council. We are an important body and,uh, that there are people interested in serving. So I'm just gonna go alphabetically, uh, with-with mine and I also have seven. Bruce Ayati, Andrew Dunn,Na Li, Mary Mascher, Sean McRoberts, Joshua Moe, and Mandi Remington. Teague: Any other nominations? Taylor: Mayor Pro Tern did you? Alter: I have not, I believe that, urn, well, I'll just do mine again in no particular order. Uh, Andrew Dunn, Mary Mascher, Joshua Moe, Mandi Remington, Sean McRoberts,Na Li and Ellie Miglin. Teague: What was your last one? Alter: Miglin. Teague: Great. Taylor: Again, this is a no particular order but very similar names here. Urn, Andrew Dunn, Mary Mascher, Sean McRoberts, Mandi Remington, Joshua Moe, Na Li, and Elizabeth Miglin. Teague: All right, so what I can tell you is a lot of the same individuals that have the majority of the votes or that's the majority of the support, I will also support, Teague: um, and I'll mention them by name, Andrew Dunn,Na Li, Mary Mascher, Sean McRoberts, Elizabeth Miglin, Joshua Moe, and Amanda Remington. And those are the individual names, the seven individual names there got, um, support from, the mo- yeah- the consensus support. So any other discussion? Alter: I just want to say,uh, echo with other councilors that to say to all who have, urn, applied, thank you so incredibly much. urn, 21 names was far beyond what I thought and it really This represents only a reasonably accurate transcription of the Iowa City City Council special formal meeting of January 7, 2023. Page 3 is heartening to see kind of the- the community engagement and the personal investment in Iowa City. And if you didn't make the seven, it's just because we had such a strong pool, but the interest level and already the kinds of things that were noted on your applications,um,just thank you very much. Taylor: I echo what Mayor Pro Tern Alter said because I think among all the applications, uh, which they were all wonderful and I echo what you said about the civic engagement and the interest out there and a community that's why we all like this community but that was the common theme. And I think all the applicants was-was with each of the person's love for the community. I mean, that was echoed throughout all of the applications and that's really a great thing to see. Teague: I think it has been, uh, eye-opening experience for, I think all of as- as has been mentioned, 21 individuals interested to serve their community, urn, should be applauded. And I thank all of the applicants for,uh, submitting their application which is always a hard thing to do, you go through a lot of decisions to get to that point,urn, but we had an abundance of qualified applicants and to get down to the seven names today has been a challenge. And the next steps I wanted to just mention what that will entail. Urn, we're going to take like a five-minute break and I'm going to do some emails while we'll do a 10-minute break. I'm going to do some emails to both the finalist and the non finalists to just inform them of the decision made today and then we'll reconvene in about 10 minutes and start our full day of budget discussions, um,which should be fun. Goers: Mr. Mayor before you, uh, take that break,perhaps you can have the vote on. Teague: Yes, no, we're gonna certainly do the vote. All right. So,um, the motion has already been made, urn,but I want to clarify what the motion who the individual finalist are. Once again, so the motion is for and they're in no particular order.
