5.a Cemetery Fees
Resolution establishing a schedule of rates and charges for Oakland
Cemetery and rescinding Resolution No. 16-53.
Comment: The Iowa City Code provides rates and charges for services and burial
spaces for Oakland Cemetery shall be established by Council resolution. Council
last adopted a full schedule of rates and charges in 2016 although some changes
have since been adopted as part of the Council resolution approving the Parks
and Rec fee schedule.

5.b Rochester Avenue Electrical Conversion
ZResolution accepting the work for the Rochester Avenue Electrical
Conversion Project.
Comment: The project has been completed by Price Electric of Robins, Iowa, in
substantial accordance with the plans and specifications. The Engineer's Report
and Performance and Payment bonds are on file with the City Clerk.
• Project Estimated Cost: $ 45,000.00

5.c Iowa City Senior Center Exterior Building Envelope Preservation, Restoration and
Rehabilitation
7 Resolution approving, authorizing and directing the Mayor to execute and the City
Clerk to attest an Agreement by and between the City of Iowa City and The
Franks Design Group, PC to provide engineering consultant services for the Iowa
City Senior Center Exterior Building Envelope Preservation, Restoration and
Rehabilitation Project.
Comment: This agenda item authorizes an agreement to provide consultant
services for the Iowa City Senior Center Exterior Building Envelope
Preservation, Restoration and Rehabilitation Project. The total cost of the
services is $294,370 and funds are available in the Senior Center Facility
Exterior Improvements account #K1001.
5.d Procurement - Aerial Bucket Truck
Resolution authorizing the procurement of one (1) new aerial bucket truck.
Comment: This Resolution will approve the procurement of one (1) new
Versalift aerial bucket truck for Forestry Operations. Sourcewell cooperative
contract 110421-TIM will be utilized for this procurement. Total purchase price
is $179,774.00 which exceeds the $150,000.00 spending authority of the City
Manager, and so requires Council approval.

Resolution awarding contract and authorizing the Mayor to sign and the City
Clerk to attest a contract for construction of the J Street Sanitary Sewer
Replacement Project.
Comment: Bids for this project were received on Tuesday, February 28, 2023 and

estimate of cost for the construction of the Mercer Park Aquatic Center & Scanlon
Gym Exterior Accessibility and Lighting Improvements Project, directing City
Clerk
to publish notice of said hearing, and directing the City Engineer to place
said project manual on file for public inspection.
Comment: This agenda item begins the bidding process for the construction of
the Mercer Park Aquatic Center & Scanlon Gym Exterior Accessibility and
Lighting Improvements Project. The project involves exterior accessibility and
lighting improvements along the main entrance of the facility. The estimated cost
of construction is $305,000 and funds are available in the Recreation Center
Improvements accounts #R4351 and #R4330.

8.a Rezoning - N. Dodge St. and N. Scott Blvd.
Ordinance conditionally rezoning approximately 3.87 acres of property
located south of the N. Dodge St and N. Scott Blvd. intersection from Commercial
Office Zone (CO-1) to Community Commercial Zone with a Planned Development
Overlay (OPD/CC-2) for approximately 2.04 acres and to Low Density Multi
Family Residential with a Planned Development Overlay (OPD/RM-12) for
approximately 1.83 acres (REZ22-0016). (Second Consideration)
Comment: On January 18, 2023 the Planning and Zoning Commission
recommended approval of REZ22-0016 by a vote of 5 -0 (Townsend and Wade
absent) subject to conditions related to provisions of a landscape plan approved by
the City Forester that shows trees replaced within the Scott Blvd. right-of-way, the
dedication of a public access easement over pedestrian facilities adjacent to the
Scott Blvd. public right of way that provide connectivity to public sidewalks,
installation of a right turn lane along Scott Blvd. subject to approval by the City
Engineer, installation of a pedestrian crossing with a refuge island on the
southside of Dubuque Rd and Scott Blvd. subject to approval by the City Engineer,
and no vehicular access shall be allowed onto N. Dodge St. Approval will allow for
the development of commercial uses intended as eating establishments, an 8 unit
mixed use building, and 9 attached single family units. Staff is requesting

Resolution authorizing conveyance of a single-family home located at 2021
Taylor Drive.
Comment: As part of the South District Program, the City purchased a duplex at
2021-2023 Taylor Drive, rehabilitated it, and converted it to a 2-unit condominium.
J The City has received an offer to purchase 2021 Taylor Drive for $155,000 from
an income -eligible household. The sale will provide affordable owner -occupied

9.b Rohret South Trunk Sanitary Sewer
23 Resolution approving project manual and estimate of cost for the construction of
the Rohret South Trunk Sanitary Sewer Project, establishing amount of bid
security to accompany each bid, directing City Clerk to post notice to bidders, and
fixing time and place for receipt of bids.
r Comment: This project includes: a new 30" trunk sanitary sewer main (from Burry
e 7" Drive to the west side of US Highway 218), sanitary sewer manholes,
connections of local sanitary sewer pipes, sanitary sewer service reconnection,
water main valves, street pavement, driveways, seeding/sodding, and sidewalk.
The estimated construction cost is $3,475,000 and will be funded by the
wastewater fund.

the Willow Creek Trail Replacement Project, establishing amount of bid security

Comment: This project includes the replacement of approximately 0.9 miles of the
Willow Creek Trail from Benton Street to Willow Creek Drive, including a spur of
the trail connecting to Aber Ave and several connecting sidewalks and curb ramps.
The estimated construction cost is $720,500 which is available in the Willow Creek
Trail Replacement Project account #R4387.

9.d Library Parking
Z9 --L�q -7 Ordinance Amending Title 9, Entitled "Motor Vehicles and Traffic," Chapter 4,
Entitled "Parking Regulations," to Return Library Parking to a 20-Minute
Limit. (Second Consideration)
Comment: There are 6 parking spots in the front of the library designated for
library parking. Prior to COVID, 5 spaces allowed patrons to park for 20 minutes
and 1 space allowed patrons to use the outside drop box for 5 minutes. To
facilitate curbside service for library patrons during the pandemic, the City Code
was amended to limit parking to 10 minutes in all 6 spaces. Both library staff and
patrons recommend returning to the pre-COVID limits. Staff is requesting
expedited action.

9.e Ukraine Resolution
Resolution in continued support of Ukrainian sovereignty, one year following
the illegal and immoral invasion of Ukraine by the Russian military; calling for
the immediate withdrawal of Russian forces and for peace in Ukrainian
e� sovereign territory.

members of the City Council and expresses continued and clear support for Ukraine
and its leaders one year following the illegal invasion and annexation of Ukraine and
