Quarterly American Rescue Plan Act (ARPA-SLRF) update Grant Specialist Gripp provided Council with an update and current ARPA fund programs. Individual Council members express their views. City Manager Fruin provided Council with additional information. Action: Staff will discuss opportunities to increase communication on the currently open underestimated business grant opportunities. 2. Climate Action Division Update Climate Action Coordinator Gardner presented a PowerPoint on the Climate Action Division Update. GHG Emissions by Year GHG Emissions by Sector: 2018-2021 Energy Use at Home for Iowa City Residents Total Energy Audits received by Iowa City Households .- Total Energy Audits delivered to Iowa City Households Commercial & Industrial Matching Grant Projects 2021-2022 Climate Action Grant Projects 2021-2022 .- Transportation Leading the Charge EV Charging Stations Waste Diversion Goals F. Adaptation — Heat Map Adaptation —Tree Coverage Map .- Climate Resilience Corps Goldie, Climate Action Mascot What Comes Next? Climate Action Coordinator Gardner answered Council questions. Individual Council members expressed their views. Council Work Session March 21, 2023 Page 2 3. Discussion on the utilization of ARPA-SLRF dollars for Climate Action related project City Manager Fruin provided information. Climate Action Coordinator Gardner presented Council with the Climate Action Commission's recommendations. Individual Council members expressed their views. Action: Staff will engage the Climate Action Commission in a discussion regarding potential uses for approximately $500k in ARPA-SLRF funds. Those recommendations will eventually be captured in meeting minutes, but staff will also present them later this year when the Council begins to discuss ARPA funding for Climate Action in more detail. 4. Determine City Council representatives (1 or 2) for the ARPA underestimated business grant program review committee Mayor Teague introduced this item and Council requested to have just one representative. Council agreed to have Mayor Teague to be the City Council's representative. 5. Discussion on the ICCSD pre-school funding request and the childcare wage enhancement program Councilor Bergus provided information form a meeting of the Childcare Coalition and representatives from the school district regarding collaboration between the pre-school funding request and the childcare wage enhancement program. Individual Council members expressed their views. 6. Clarification of Agenda Items Item 7.a, Rezoning —JJR Davis Second Addition and JJR Davis Fourth Addition, Councilor Bergus asked for clarification regarding the correspondence included in the March 21 agenda packet and if those items would be carried forward to the April 4th public hearing item. City Clerk Fruehling noted that the current procedure would not carry them forward. Individual Council members expressed their views. Action: The City Clerk will include all received correspondence regarding the JJR Davis (Dane) rezoning in the April 1 meeting packet. 7. Information Packet Discussion (March 9, March 161 March 9 — No discussion March 16 - 1. (IP5 — Pending City Council Work Session Topics) Councilor Thomas requested to bring Orchard Sub-District and Rochester Avenue Natural Areas be added to the pending work session topics. Action: City Council agreed to add the two items to the Pending Work Session List. 2. (IP6 — Memo for Director of Parks & Recreation and City Manager: Consultant Selection Process for City Park Pool) City Manager Fruin provided Council with information on the Consultant Selection process for City Park Pool. City Attorney Goers provided additional information. Individual Council members express their views. Action: Staff will finalize the City Park consultant selection documents and release when ready and return to Council with a recommended agreement in late spring or early summer. Council Work Session March 21, 2023 Page 3 5. University of Iowa Student Government (USG) Updates. Keaton Zeimet, USG Liaison and Noah LeFevre, USG Alternate Liaison, presented USG Updates. 6. Council updates on assigned boards, commissions, and committees Council provided updates during regular formal meeting.
