6.a Iowa River Powerhouse Dam Repair
-- i 1 S Resolution approving, authorizing and directing the Mayor to execute and the City
Clerk to attest Amendment No. 1 to the May 10, 2021 agreement by and between
the City of Iowa City and Origin Design to provide engineering consultant
services for the Iowa River Powerhouse Dam Repair Project.
Comment: The City hired Origin Design to provide underwater inspection, design,
and construction services in order to make repairs to the Iowa River Powerhouse
Dam. Amendment No. 1 broadens the scope of Consultant services to address
previously undocumented deficiencies of the dam for an increased fee of $52,300.
Funds are available in the Iowa River Powerhouse Dam Project account#W3328.
6.b Renewable Natural Gas
I ( ( Resolution approving, authorizing and directing the Mayor to execute and the City
Clerk to attest an Agreement by and between the City of Iowa City and Strand
Associates, Inc., of Madison, Wisconsin to provide engineering consultant
services for the Renewable Natural Gas Project.
Comment: This agenda item authorizes an agreement to provide consultant
services for the Renewable Natural Gas (RNG) Project at the Wastewater
Treatment Facility. The agreement includes evaluations to further develop the
project scope and opinion of capital cost, opinion of operations and maintenance
costs, and opinion of revenue from the production of RNG. Future scope of
services is expected to include final design, bidding, and construction phase
services. The total cost of the services is $194,000 and funds are available in
the Wastewater Digester Gas Improvements account #V3184.
6.c City Hall, Fire Department and Police Department Space Needs Study
3 ._ I 1-T Resolution approving, authorizing and directing the Mayor to execute and the City
Clerk to attest an Agreement by and between the City of Iowa City and OPN
Architects, Inc., to provide architectural and engineering consultant services for the
City Hall Master Plan and Feasibility Study Project.
Comment: This agenda item authorizes an agreement to provide consultant
services for the City Hall Master Plan and Feasibility Study Project. This project
is noted in the City's Strategic Plan and will help ensure the eventual creation of
a plan to accommodate physical space needs of City operations for decades to
come.

6.d Mercer Park Aquatic Center & Scanlon Gym Exterior Accessibility and Lighting

Resolution awarding contract and authorizing the Mayor to sign and the City
Clerk to attest a contract for construction of the Mercer Park Aquatic Center &
Scanlon Gym Exterior Accessibility and Lighting Improvements Project.
Comment: Bids for this project were received on Wednesday, April 12, 2023
and the following bids were received:

Public Works and Engineering recommend awarding the project to All American
Concrete, Inc. of West Liberty, Iowa in the amount of$366,373.18, which
includes the base bid only. Funding is available in the Recreation Center
Improvements account#R4351.
6.e Sidewalk Cafe Policy - Waste Contract Requirement
Resolution adopting a policy for use of public right-of-way and City Plaza
1 1 cl for sidewalk cafes and rescinding Resolution No. 22-302.
Comment: The City Code provides the basic framework for regulating sidewalk
cafes, and the details are set forth in a policy adopted by Council resolution. The
proposed policy change requires a sidewalk cafe owner to maintain a contract in
good standing with a commercial waste hauler for the collection of its solid
waste, recyclables, and, if used in its operation, grease/cooking oil.
6.f Recycling Truck Procurement
Resolution authorizing the procurement of one (1) recycling collection truck.
Comment: This Resolution will approve the procurement of one (1) new Labrie
recycling collection truck for Solid Waste Operations. Sourcewell cooperative
contract 091219-LEG will be utilized for this procurement. Total purchase price
is $314,705.20 which exceeds the $150,000.00 spending authority of the City
Manager, and so requires Council approval.

6.g Final Plat - Riverfront West First Addition
-2:3 -Z 1 Resolution Approving Final Plat of Riverfront West First Addition Subdivision
Iowa City, Iowa. (SUB22-0014)
Comment: Staff recommends approval of the final plat subject to approval of the
legal papers and construction drawings by the City Attorney and City Engineer. It
is anticipated that legal papers and construction drawings will be approved prior to
the April 18 City Council meeting. Approval will result in the creation of one
residential lot and one outlot in order to accommodate redevelopment.
7. Consent Calendar - Setting Public Hearings
7.a Rezoning - 2640 N. Scott Blvd.
Motion setting a public hearing for May 2, 2023 on an ordinance rezoning
approximately 10.26 acres from Low Density Multi-Family Residential with a
Planned Development Overlay (OPD/RM-12) to OPD/RM-12 for the purpose of
amending the approved Planned Development Overlay Plan and Sensitive
Areas Development Plan (REZ23-0003).
Comment: On April 5, 2023 the Planning and Zoning Commission recommended
approval of REZ23 -0003 by a vote of 6-0 (Elliott recused). Approval will amend
the approved Planned Development Overlay and Sensitive Areas Development
Plan to allow for the development of a 16 bedroom multi -family building intended
for assisted senior living. Correspondence included in Council packet.
7.b Transit Funding Application
�3 _ � Resolution setting a public hearing for the May 16, 2023 City Council meeting
regarding the FY2024 Iowa Department of Transportation Consolidated
Transit Funding Application for Iowa City Transit.
Comment: The Metropolitan Planning Organization of Johnson County will be filing
a consolidated transit funding application on behalf of Iowa City Transit with the
Iowa Department of Transportation. This is an annual process that Iowa City
undertakes, outlining state and federal funds requested for operating and capital
expenses and ensures projects become eligible for potential use of federal funds.
In accordance with statutory requirements, this resolution will set the public
hearing for the May 16th, 2023 City Council meeting. A notice will be published
announcing the date of the hearing.

9.a Rezoning - JJR Davis Second Addition and JJR Davis Fourth Addition Subdivisions
located between Mormon Trek Blvd. and Dane Rd. SE
Ordinance rezoning approximately 13.00 acres of property located within the JJR
5 Davis Second Addition and JJR Davis Fourth Addition Subdivisions and between
Mormon Trek Blvd. and Dane Rd. SE from Commercial Office Zone (CO-1) to
Intensive Commercial Zone (CI-1) (REZ23-0002).
Comment: On March 1st, 2023 the Planning and Zoning Commission
recommended approval of REZ23-0002 by a vote of 6-0 (Signs absent), subject to
a condition regarding the dedication of Dane Road adjacent to Outlot A, JJR
Davis, 2nd Addition. Subsequent to that recommendation, it was determined said
right-of-way had been dedicated in fee simple to the City pursuant to said final plat
and thus the condition no longer necessary. Approval will result in the rezoning of
approximately 13 acres from Commercial Office to Intensive Commercial to allow
for more land use opportunities. Correspondence included in Council packet.

Comment: At its March 1, 2023 meeting, the Planning and Zoning Commission
recommended approval of VAC23-0001 by a vote of 6-0 (Signs absent) subject to
an access easement for fire and emergency protection, private utility easements,
and City water line easement in forms approved by the City Attorney's Office. The
University of Iowa owns the land surrounding the subject property and has plans

Chapter 4, Entitled "Schedule Of Fees, Rates, Charges, Bonds, Fines, And
Penalties" of the City Code to increase or change charges and fees.

solid waste collection fees for curbside solid waste disposal by $ 1.00 per dwelling
unit per month, an increase of additional refuse carts over 1, per month by $1.00
each, and an increase in residential solid waste collection fees for curbside
recycling fees by $1.00 per dwelling unit per month, an increase of$7.50 for the
first bulky item and $ 4.00 for each additional bulky item per pickup, an increase in
the minimum tipping fee charged at the landfill for Iowa City residents by $7.00
per visit and for non- Iowa City residents by $7.50 per visit, an increase in
stormwater user charges by $.50 per equivalent residential unit per month, an
increase in the monthly parking permit fee by $5.00 per month, the annual
advance monthly parking permit by $57.00 per year and the annual
moped/scooter/motorcycle permit by $5.00 per year in fiscal year 2024.

Company

to MidAmerican Energy Company across Auditor's Parcel 2001020.
Comment: The City constructed the Peninsula Well Field Power Redundancy
Project to connect an underground utility service to the existing Peninsula well
field switchgear as a fixed secondary source of power, in addition to the existing
u— utility service routed overhead across the Iowa River. The City now desires MidAm
to install and maintain an electric service line within this infrastructure for the City's
benefit, which requires granting MidAm easement rights. Because the City is the
only benefitted party and this work is being done at the City's request, the
proposed compensation is $0.

10.e Contract to analyze racial disparities in traffic stops
Resolution approving a contract with the University of Iowa to analyze
'-)-g racial disparities in traffic stops.
Comment: Since 2001 the Police Dept. has sought to collect data on traffic stops,
refine employee training programs, update policies and operational standards, and
conduct outreach programs aimed to eliminate racial profiling, heighten
awareness of implicit bias, and build trust and respect between law enforcement
and all communities and persons in Iowa City. The City Manager and Police Chief
have negotiated a contract with the University of Iowa to conduct an analysis of
racial disparity in police traffic stops, which they recommend Council approve.
