6.a April 2023 Disbursements
Motion to approve disbursements in the amount of$10,766,101.05 for the period
of April 1 through April 30, 2023, as recommended by the Finance Director subject
to audit. Disbursements are published and permanently retained in the City Clerk's
office in accordance with State Code.
6.b 2023 Paying Agent Agreement
2_3 _, fa. Resolution appointing U.S. Bank Trust Company, National Association of St.
Paul, Minnesota, to serve as Paying Agent, Bond Registrar, and Transfer Agent,
approving the Paying Agent and Bond Registrar and Transfer Agent Agreement
and authorizing the execution of the Agreement.
Comment: This resolution provides final authorization for US Bank of St Paul,
Minnesota to act as paying agent for the City of Iowa City in regard to the
issuance of$9,105,000 General Obligation Bonds, series 2023.
6.c 2023 Bond Authorization Resolution
a3 — I 43 Resolution Authorizing and Providing for the Issuance of$9,105,000 General
Obligation Bonds, Series 2023, and Levying a Tax to Pay Said Bonds; Approval
of the Tax Exemption Certificate and Continuing Disclosure Certificate.
Comment: This resolution approves the tax exemption certificate, the continuing
disclosure certificate and authorizes the issuance of the 2023 General
Obligation Bonds. The resolution also amends the tax levy requirements needed
for the repayment of the bonds.
6.d Arts Fest/Jazz Fest-alcohol agreement
23 - I, k Resolution approving an agreement with Summer of the Arts, Inc. to allow the
sale, consumption, and possession of beer and wine on City streets during Arts
Fest and Jazz Fest.
Comment: The City Code allows private entities to sell and their customers to
consume and possess alcohol on public right- of- way under limited
circumstances. Summer of the Arts, Inc. would like to be able to sell beer and
wine in a demarcated area on N. Clinton Street during Arts Fest and Jazz Fest.
The agreement is the same as the 2022 agreement.

6.e FY24 Transit Service Agreement with University Heights
2_3 _ 45 Resolution authorizing the Mayor to sign and the City Clerk to attest the FY24
Agreement between the City of Iowa City and the City of University Heights for
the provision of transit service within the corporate limits of University Heights.
Comment: This resolution approves the FY24 agreement for Iowa City Transit to
provide transit service within the corporate limits of University Heights. The level of
transit service provided will remain the same as in FY23. The proposed FY24
contracted amount of $ 45,366 is a 5.7% increase from FY23 based on the
National Consumer Price Index. University Heights approved this agreement at
their May 9th, 2023 City Council meeting.
6.f Procurement - Motor Grader
_ l L.I_(P Resolution authorizing the procurement of one (1) new motor grader.
Comment: This Resolution will approve the procurement of one (1) John Deere
627G Motor Grader for Streets Operations. Sourcewell cooperative contract
032119-JDC will be utilized for this procurement. Total purchase price is
$363,860.00 which exceeds the $150,000.00 spending authority of the City
Manager, and so requires Council approval.
6.g Hickory Hill Park Shelter and Restrooms
Z3 - 14-1 Resolution awarding contract and authorizing the Mayor to sign and the City
Clerk to attest a contract for construction of the Hickory Hill Park Shelter and
Restrooms Project.
Comment: Bids for this project were received on Tuesday, May 9, 2023 and the
following bids were received:

6.h Landfill Cell FY23 Construction
�3 _ t q g Resolution authorizing the Mayor to sign Change Order 2 to the Contract
between Delong Construction, Inc. of Washington, Iowa and the City of Iowa City
for extra work on the Landfill Cell FY23 Construction Project.
Comment: Circumstances encountered during the construction of the Landfill Cell
FY23 Construction Project necessitated additional work beyond the original
scope of the project. The extra work includes additional bulk earthwork
determined by the preconstruction survey, which was to be conducted in
accordance with the approved project manual. As a result of the actual quantities,
staff has negotiated Change Order 2, which modifies the project scope, timeline
and budget necessitating City Council approval in accordance with the
Purchasing Policy. The total cost of the extra work is $205,250 and will be funded
by the Future Landfill Cell Project, Account #L3338.
6.i Environmental Education Center Fees
2-3 _ 1 4 9 Resolution adopting the fees for the rental of the Environmental Education
Center at the East Side Recycling Center.
Comment: This resolution will adopt the rental fees for the Environmental
Education Center at the East Side Recycle Center. The current fees were
established in 2018.
7. Consent Calendar - Setting Public Hearings
7.a 2021 Building Code Update
Motion to set a public hearing for June 6, 2023 on an ordinance to amend Title
17 of the Iowa City Code for the adoption of the 2021 Edition of the International
Building Code (IBC), the International Residential Code (IRC), and local
amendments.
Comment: State law requires a public hearing on the adoption of a model code.
Staff is recommending adoption of the 2021 Edition of International Building Code
(IBC) and International Residential Code (IRC) along with local amendments. A
copy of the ordinance and the IBC and IRC are on file in the City Clerk's office.
7.b 2021 Fire Code Update
Motion to set a public hearing for June 6, 2023 on an ordinance amending Title
7, Fire Prevention and Protection, by adopting the 2021 Edition of the
International Fire Code.
Comment: State law requires a public hearing on the adoption of a model code.
Staff is recommending adoption of the 2021 Edition of the International Fire Code
(IFC) along with local amendments. A copy of the ordinance and the IFC are on
file in the City Clerk's office.

7.c Asphalt Resurfacing 2023
�3 _l,-CD Resolution setting a public hearing on June 6, 2023 on project manual and
estimate of cost for the construction of the Asphalt Resurfacing 2023
Project, directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public inspection.
Comment: This project includes asphalt overlay on Court Street and Gilbert
Street, as well as chip seal on Taft Avenue. The estimated construction cost is
$600,000 available in the Annual Pavement Rehabilitation - Account #S3824.
7.d CDBG ADA Curb Ramp 2023
Resolution setting a public hearing on June 6, 2023 on project manual and
�3 5 l estimate of cost for the construction of the CDBG ADA Curb Ramp 2023
Project, directing City Clerk to publish notice of said hearing, and directing the
City Engineer to place said project manual on file for public inspection.
Comment: This project generally includes removal and replacement of ADA curb
ramps and sidewalks. The estimated cost for this project is $155,000 and will be
funded through Account #S3822 Curb Ramp - ADA Fund.

10.a Rezoning - 2640 N. Scott Blvd.
LC100 Ordinance rezoning approximately 10.26 acres from Low Density Multi-Family
Residential with a Planned Development Overlay (OPD/RM-12) to OPD/RM-12
for the purpose of amending the approved Planned Development Overlay Plan
and Sensitive Areas Development Plan (REZ23-0003). (Second Consideration)
Comment: On April 5, 2023 the Planning and Zoning Commission recommended

2-3 - `- 0 ( Ordinance rezoning approximately 13.00 acres of property located within the JJR
Davis Second Addition and JJR Davis Fourth Addition Subdivisions and between
Mormon Trek Blvd. and Dane Rd. SE from Commercial Office Zone (CO-1) to
Intensive Commercial Zone (CI-1) (REZ23-0002). (Pass & Adopt)
Comment: On March 1st, 2023 the Planning and Zoning Commission
5 recommended approval of REZ23-0002 by a vote of 6-0 (Signs absent), subject to
,(- (-0,— a condition regarding the dedication of Dane Road adjacent to Outlot A, JJR
Davis, 2nd Addition. Subsequent to that recommendation, it was determined said
right-of-way had been dedicated in fee simple to the City pursuant to said final plat
and thus the condition no longer necessary. Approval will result in the rezoning of
approximately 13 acres from Commercial Office to Intensive Commercial to allow
for more land use opportunities.

11.a Transit Funding Application
_ Resolution authorizing the filing of an application with the Iowa Department
Z53-1 of Transportation for FY2024 State Transit Assistance and Federal Transit
Administration funding.
Comment: The Metropolitan Planning Organization of Johnson County will be
filing a consolidated transit funding application on behalf of Iowa City Transit with
e- the Iowa Department of Transportation. This is an annual process that Iowa City
undertakes, outlining state and federal funds requested for operating and capital
-e\rbrg expenses and ensures projects become eligible for potential use of federal funds.
In accordance with statutory requirements, a public hearing will be held at the May
16th, 2023 City Council meeting.

11.b Utility Rate Public Hearing
Ordinance Amending Title 3, Entitled "City Finances, Taxation And Fees," Chapter 4,
2.3 - q D- . Entitled "Schedule Of Fees, Rates, Charges, Bonds, Fines, And Penalties" of the City
Code to increase or change charges and fees. (Pass and Adopt)
Comment: Title 3, Chapter 4 amendments include a 4% increase in water users
charges, a 2% increase in wastewater user charges, an increase of residential
solid waste collection fees for curbside solid waste disposal by $ 1.00 per dwelling
unit per month, an increase of additional refuse carts over 1, per month by $1.00
each, and an increase in residential solid waste collection fees for curbside
recycling fees by $1.00 per dwelling unit per month, an increase of$7.50 for the
first bulky item and $ 4.00 for each additional bulky item per pickup, an increase in
the minimum tipping fee charged at the landfill for Iowa City residents by $7.00
per visit and for non- Iowa City residents by $7.50 per visit, an increase in
stormwater user charges by $.50 per equivalent residential unit per month, an
increase in the monthly parking permit fee by $5.00 per month, the annual
advance monthly parking permit by $57.00 per year and the annual
moped/scooter/motorcycle permit by $5.00 per year in fiscal year 2024.

IC Resolution adopting the fees for solid waste services for items left on the
