Establishment of "No Parking 2 AM to 6 AM" and "Tow Away Zone" prohibition on the 300
block of East Washington Street and the 10 block of South Linn Street
Executive Summary:
As directed by Title 9, Section 3B of the City Code, this is to advise the City Council of the
following action:
Pursuant to Section 9-1-3A (10); establish “No Parking 2 AM – 6 AM” and “Tow Away Zone”
prohibition for four on-street parking spaces adjacent to the Ecumenical Towers on the north
side of the 300 block of East Washington Street and for the seven on-street parking spaces
adjacent to the Iowa City Senior Center on the east side of the 10 block of South Linn Street.
Background / Analysis:
This action is being taken at the request of the Streets Division and the Transportation
Services Department to allow for snow removal and maintenance of these spaces. This
prohibition is consistent with other on-street parking spaces in the downtown area.

Establishment of a parking prohibition around the Jensen Street cul-de-sac
Executive Summary:
As directed by Section 9-1-3(B) of the City Code, this is to advise the City Council of the
following action:
Pursuant to Section 9-1-3(A) (10); Install "No Parking Any Time" signs around the Jensen
Street cul-de-sac.
Background / Analysis:
This action is being taken at the request of the Streets Division to ensure City service
vehicles can access and service the cul-de-sac on Jensen Street. On-street parking will
continue to be available south of the cul-de-sac on Jensen Street.

Good Evening; On May 2, 2023, I was before this Honorable City Council, to
to report and examine several improprieties by Shelter House staff. On January 10, 2023, this
Council awarded Shelter House 1.1 million, and Crissy Canganelli ( Executive Director ) a $100,000
dollar BONUS. What were the merits of such a BONUS? But Nicole Chaplin ( Rapid Re-Housing
Program Manager), still contends, 'There's no funds available for Sherman.
Both facilities (501 and Shelter House ) put out more police calls than Town &
Campus, and Bostonway. From anything to 1). Racist attacks, 2). Drugs, 3). Guns and knives,
4). Children being housed with abusive parents, and pedophiles, 5). Male and Female prostitution.
( Mayor Teague and the Chief of Police can verify this ). I could probably take a weapon or drugs into
501 or the Shelter House tonight, and I recently had a friend overdose in building 501.
Exactly what is Shatter House's budget, since everything is donated? All clothe
are donated ( usually new ), but Shelter House staff get to pick through them before any client ( I've
observed staff members John Posy and Maja load donated items into their cars. When I asked
John Posey, where he was taking those items, he replied: "To donate them." How can you donate and
claim as a write-off, something that has already been donated and claimed? Everything is donated to
the Shelter House: 1). Clothes
att 2). Shoes
3). Coats/Jackets and gloves
4). T-shirts/undergarments
5). Soap/Bodywash
6. Sanitary/Hygiene items
7). Socks
8). Cough Drop
9). Tylenol/Aspirins
10). Transportation/Bus Passes
11). Food (from the Foodbank )
12). Furniture/Appliances
Since May 3, 2023, I have attempted to contact Rachel Lehmann ( Director of Emergency
Services ), Nicole Chaplin ( Rapid Re-Housing Program Manager ), and John Posey (EN{
assigned caseworker, and a Housing Case Manager ). Mr. Posey purposely leaves his voicemail full, so hE
can be derelict in his duties. On May 10th and 11th, I witnessed Mr. Posey in the parking lot of Town
Campus, all to no avail, he wouldn't stop for me.
