Prepared By: Sarah Walz, Associate Transportation Planner Reviewed By: Kent Ralston, Transportation Planner Tracy Hightshoe, Neighborhood and Development Services Director Fiscal Impact: None Staff Recommendation: Approval Commission Recommendations: N/A Executive Summary: As directed by Title 9; Chapter 1, Section 3B of the City Code, this is to advise the City Council of the following action: Pursuant to Section 9-1-3A (12); Install "No Parking Any Time" signs on the east side of 5th Avenue, between Friendship Street and B Street. Background / Analysis: This action is being taken due to the pavement width on 5th Avenue being 25 feet. Staff received complaints that parking on both sides of the street was blocking passage and making access to driveways difficult. By City Code, streets with pavement widths less than 28 feet have parking prohibited on one side. Staff consulted with the Parks and Recreation Department and contacted adjacent residents to gather input on this change. Item Number: 7.b. Public Works and Engineering recommended and the City Manager awarded the contract to LL Pelling Company of North Liberty, Iowa. The project will be funded through Account #S3816 - Traffic Calming. Mormon Trek Boulevard Guardrail Replacement Competitive quotations for the Mormon Trek Boulevard Guardrail Replacement Project were opened on March 15, 2023 and the following quotes were received: Hawkeye Weld Iowa City, IA $ 60,827.00 Minturn, Inc. Brooklyn, IA $ 96,379.00 Newport Fab and Machine Iowa City, IA Non -Responsive Bid Engineer's Estimate $72,000,00 The project involves replacing 267 LF of guardrail on a retaining wall along Mormon Trek Boulevard near the Highway 1 intersection. Public Works and Engineering recommended and the City Manager awarded the contract to Hawkeye Weld of Iowa City, Iowa. The project will be funded through Account #53910 - Annual Bridge Maintenance and Repair. Pedestrian Mall Camera Competitive quotations for the Pedestrian Mall Camera Project were opened on April 5, 2023 and the following quotes were received: Tri -City Electric Davenport, IA $ 92,845.00 J & J Access & Security Davenport, IA $ 98,521.00 Engineer's Estimate $ 95,000.00 The project involves the installation of cameras and associated equipment within the Pedestrian Mall. Public Works and Engineering recommended and the City Manager awarded the contract to Tri -City Electric of Davenport, Iowa. The project will be funded through operational account #10410310. When neglected and left unattended, our beloved pets will turn feral, even Baby would turn wild to survive. But can the mind of man go feral, when forced into survival mode,when we have to make choices we wouldn't normally make. When we have to survive on animal instinct. What kind of metamorphosis' happens to man, do our minds go feral? Some of us reinforce our living structures.Some us arm ourselves. Some of us succumb to the introduction of new elements;such as, drugs and violence. Either having to use violence and/or drugs to survive, or becoming a victim of their forced environment. I've been coming to these council meetings since May 2, 2023, calling for the investigation and audit of Crissy Canganelli (501 Shelter House) and past and present staff.They don't set you up to succeed and grow.They set you up to return, to be a part of the recidivism rate.And the city of Iowa City and its citizens, will continue to give and pump money into a broken system;a sinking ship. I implore this council to inspect the following documents of 501 and Shelter House: 1. Bookkeeping/balance sheets 2. Donation records/receipts 3. Tax write offs 4. Income documents 5. Payroll 6. Invoices 7. Account balance/management account 8. Reporting systems Crissy,you should be transparent and above reproach. Reveal your budget and expenditures. Answer the tax payers. One day,one of you will say: "Maybe he's on to something, maybe we should sort this out, and ascertain what's true." But, by the time you realize, I am not going to be silenced and go away, I'll be campaigning against you. Your services will no longer be needed in Iowa City. Thank You, Sherman White
