Consent Calendar - Resolutions and Motions 6.a Tax abatement application: Naples Avenue Resolution approving eligibility for a tax exemption on a proposed improvement — project on commercial property located at 2419 and 2451 Naples Ave., SW, Iowa City, Iowa, pursuant to the Highway Commercial Urban Revitalization Plan. Comment: The City adopted the Highway Commercial Urban Revitalization Plan to incentivize commercial property owners to invest in their properties and qualify for a 3-year tax abatement on the actual value added by the improvements. To be eligible for the abatement, projects must be approved by Council before construction. This applicant proposes to build two commercial buildings on these undeveloped parcels of land located with in the Revitalization Area, using LED lighting and electric water heaters. June 20, 2023 Iowa City City Council Agenda Page 3 6.b Tax abatement application: Carwash (4, Resolution approving eligibility for a tax exemption on a proposed improvement project on commercial property located at 985 Highway 6, Iowa City, Iowa, pursuant to the Highway Commercial Urban Revitalization Plan. Comment: The City established the Highway Commercial Urban Revitalization Area to incentivize commercial property owners to invest in their properties and qualify for a 3-year tax abatement. 6.c Tax abatement application: Escort Lane -2 3 - 1? Resolution approving eligibility for a tax exemption on a proposed improvement project on commercial property located at 3 Escort Lane, Iowa City, Iowa, pursuant to the Highway Commercial Urban Revitalization Plan. Comment: The City established the Highway Commercial Urban Revitalization Area to incentivize commercial property owners to invest their properties and qualify for a 3-year tax abatement. 6.d Budgeted Positions - Finance 23 _ -1 Resolution amending the budgeted positions in the Information Technology Services Division of the Finance Department and the Confidential, Administrative, and Executive pay plan by deleting one full-time Senior Systems Engineer position, grade 29, and adding one full-time ITS Support Services Manager position, grade 30. Comment: This resolution will approve the replacement of a Senior Systems Engineer position with an ITS Support Services Manager position. Staff has evaluated the ongoing needs of the Information Technology Services Division and determined the conversion to an ITS Support Services Manager position better reflects the current and anticipated workload of the Division. It also provides for succession planning as direct supervision responsibilities will be added to this position. 6.e Budgeted Positions - Landfill 23 _ )-7 9 Resolution amending the AFSCME pay plan by adding the position Maintenance Worker I — Landfill to Grade 3. Comment: The FY24 budget included the addition of a position within Landfill Operations, and this item formally adds a Maintenance Worker I - Landfill position to the City's classification and compensation plan for AFSCME employees. The duties, responsibilities and requirements of the position have been evaluated and the position is being recommended for placement in grade 3 of the AFSCME pay plan. June 20, 2023 Iowa City City Council Agenda Page 4 6.f Council Appointee Compensation 23 — I go Resolution on Unclassified Salary Compensation for Fiscal Year 2024 for the City Manager, City Attorney and City Clerk. Comment: Comment: City Council held an executive session on June 6th to evaluate the City Manager, City Attorney and City Clerk. The resolution provides the following compensation: • City Manager: $231,046.40 • City Attorney: $174,886.40 • City Clerk: $120,286.40 6.g Resource Enhancement and Protection (REAP) Grant 23 , ( � 1 Resolution authorizing the City Manager to submit a Resource Enhancement and Protection (REAP) grant application for Ashton House and to sign a grant agreement if awarded. Comment: The Iowa Dept. of Natural Resources administers REAP grants for acquisition and/or development/enhancement of land for outdoor recreation. The grant process requires City Council approval of a grant submission. City staff would like to apply for a $200,000 grant (no local match) for ecological restoration of the Ashton House in partnership with Project Green. In addition to authorizing staff to submit a grant application, the resolution authorizes the City Manager to sign the grant agreement if it is awarded. 6.h SEATS Agreement Extension 23 _ 18 2, Resolution authorizing the City Manager to execute up to a two -month extension of the 28E Agreement between the City of Iowa City and Johnson County for the contracting of paratransit service within the corporate limits of Iowa City. Comment: This resolution authorizes the City Manager to execute up to a two- month extension of the 28E agreement with Johnson County for the contracting of paratransit service. The current five-year agreement expires at the end of June and work on a new long-term agreement is still being finalized. 7. Consent Calendar - Setting Public Hearings 7.a Urban renewal plan amendment .Z3 Resolution determining the necessity of and setting dates of a consultation (June 30, 2023) and public hearing (August 1, 2023) on a proposed Amendment No.17 to the City-University Project 1 Urban Renewal Plan in the City of Iowa City, Iowa. Comment: A resolution of necessity is the required first step to amend an urban renewal plan. It sets the date for a consultation with affected taxing entities and for a Public Hearing. Resolution authorizing an application for Iowa State Recreational Trails Program Funds Comment: The Iowa DOT administers the State Recreational Trails (SRT) program which provides funds to construct multi-use trails. The grant process requires City Council approval of a grant submission. The grant would support the construction a segment of the Iowa River Trail that extends from the University's Hancher pedestrian bridge to the Park Road Bridge. Construction of this segment will fill a critical gap in the trail system and provide a long-desired ADA-accessible off-street route that avoids a busy section of North Dubuque Street. If this grant is successful, SRT funds may match up to 75% of eligible costs of trail construction with a 25% local match. Funding for the Iowa River Trail segment for which grant funding is sought is currently included in the Capital Improvements Progam as a funded project #R4404 in FY27 for S700,000. Late Han•ou s : 7. Consider a Resolution C, 7 Action: I�t �.f�Yt �-�� � C� � l © r ) 0 10.c Building Code Update 23 _ ci 03 Ordinance amending Title 17, Chapter 1, Building Code, by adopting the International Building Code, 2021 edition, including Appendix K, and the International Residential Code, 2021 edition, including Appendix F and Appendix J, and providing for certain amendments thereof; adopting section 103.6(1)(a) of the Code of Iowa (the state electrical code) and section 105.4(1)(a) of the Code of Iowa (the state plumbing and mechanical codes); to provide for the protection of the health, welfare and safety of the residents of Iowa City, Iowa and Title 17, Chapter 12 to clarify the process for Building Code appeals. (Second Consideration) Comment: The City regulates the construction and occupancy of residential and commercial structures through the adoption of building codes. This is accomplished, in part, through the adoption of the International Code Council's model codes which are published on a three- year cycle. The proposed ordinance includes the most recent edition of the model codes along with local amendments. The Board of Appeals, at their public meeting on May 1, 2023, voted to recommend approval of the ordinance as proposed. State law requires a public hearing on the adoption of a model code. A copy of the model codes are on file in the City Clerk's office. Staff is requesting expedited action. (Second Consideration) Comment: State law requires a public hearing on the adoption of a model code. Staff is recommending adoption of the 2021 edition of the International Fire Code (IFC) along with local amendments. A copy of the ordinance and the IFC are on file in the City Clerk's office. (First Consideration) G Comment: The City Code currently includes pedicabs within the definition of -e•1 taxicabs. Although the requirements to drive a pedicab and to own a pedicab business are largely the same as those for taxicabs that are motor vehicles, there are some notable differences. Including taxicabs within the definition of taxicab requires exceptions throughout the Code provisions to distinguish when the requirements differ. This ordinance places all the pedicab requirements in a separate provision from the motor vehicle provisions to make it easier for pedicab drivers, pedicab businesses, and the public to locate the requirements. Se--e- G� Comment: This agenda item authorizes an agreement to provide professional Q )� design services for the City Park Pool Project. The scope of services includes a study and analysis to help determine the preferred option to either repair or completely replace the pool facility. The scope of services also includes public engagement and conceptual design services to be completed only if the City determines that the pool should be replaced. The agreement may be amended to include design, bidding and construction phase services once the final scope of the project has been determined. The negotiated fee is not to exceed $99,590 and will be funded through Account #R4229 - City Park Pool Replacement.
