Potential Conflicts of Interest
Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a
potential conflict of interest. The following describe some but not all potential conflicts.
The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision-making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally–assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally-assisted activity, or with respect to the proceeds of the federally-assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial interest in
one or more non-profit entities. Section 362.5 of the Code of Iowa generally prohibits, with certain
important exceptions, a member of a City Board or Commission from having an interest in a City
contract. In order to navigate potential conflicts of interest for certain matters, please list any and all
business or non-profit entities in which you have an employment or financial interest.

a position to participate in the decision -making process or gain inside information with regard to such
activities, may obtain a financial interest or benefit from a federally —assisted activity, or have a financial
interest in any contract, subcontract, or agreement with respect to a federally -assisted activity, or with
respect to the proceeds of the federally -assisted activity, either for themselves or those with whom they

Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a
City Board or Commission from having an interest in a City contract.
City Council Resolution # 15-300 established a policy that the following persons shall not be eligible for

I have served two terms on the Board of Adjustment, my last one ending December 31, 2022. Therefore, I

Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
I am an active member of the Iowa City Community and have lived and worked here continuously for 15
years. My husband and I are currently raising two teenagers in the community as well. Our family has and
continues to enjoy the recreational amenities our community has to offer, and I would like to help with the
continued effort to shape and grow these amenities in our community. I have sat on the Eastern Iowa
Girls on the Run Board in the past as well as worked as a staff member for the Eastern Iowa and Western
Illinois Ronald McDonald House where I prepared for and attended board meetings. Prior to becoming a
dentist, I was a licensed civil engineer and worked for JCCOG. In my role working for JCCOG, I prepared
for and attended numerous commission, committee, and council meetings for the City of Iowa City and
Johnson County.
What is your present knowledge of each advisory board you are interested in?
This committee works to maintain as well as grow the recreational aspect of our community. The
committee does this by assessing policies, budgets, rules and regulations, etc as they relate to all aspects
of the parks and recreational facilities of the City of Iowa City. The committee also takes into account
public views and interests when making these decisions.

Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
Most of my experience comes from my being a long-time resident of Iowa City and especially being a
parent to two children. As a family that is comfortable but not possessing a lot of money disposable
income, we have spent hours and hours exploring and enjoying the parks of Iowa City, attending
Storytimes, attending and helping in setting up and tearing down the Book Sale and Arts and Crafts
Bazaar, and participating in ICPL programming in the community. These free resources for knowledge,
adventure, and exploration are such a vital part of having an open and welcoming community, and I feel
like my perspective as a middle-class member of the community provides a useful, often-
underrepresented view on Boards and Commissions. As someone who works in government, it's
important to me that our government services function as efficiently and accessibly as possible, so I know
I would be a valuable addition to the Library Board of Trustees or Parks and Recreation Commission.
Professionally, in my role as an Elections Technician III at the Johnson County Auditor's Office, I regularly
interact with the Iowa City Public Library to facilitate satellite voting stations, as well as with Robert A. Lee
Recreation Center and Mercer Park Aquatic Center to set up Election Day voting.
What is your present knowledge of each advisory board you are interested in?
My present knowledge of the Library Board of Trustees and the Parks and Recreation Commission
consist of what I have read on agendas and meeting minutes. For my primary choice, the Library Board of
Trustees, I know they meet on the fourth Thursday and the Board consists of 9 members. The Board
directs the funding and create short and long-term goals for the Library.

I am a property owner, and have managed rental properties, renovated properties, and am concerned

children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation
services offered. I am a foster parent, and am concerned about "at-risk" youth in our community. I moved
to Iowa City in 2007, and would like to become more involved in its civic components. I am a problem-
solver and am able to appreciate the complexity of a situation, identify key aspects of a problem, and
develop innovative solutions to a problem.

Law Enforcement: I understand the complex role that police play in our community and am aware of the
various resources and alternatives available when situations require intervention outside of the scope of
the police. Housing, Economic Development, Planning/Zoning: I am a home-owner, I own and manage
some of my rental properties, and I run a small software development consulting business.

Planning and Zoning Commission (P&Z) Board Member Information: Submitted
Preference on first choice (If multiple boards are being applied for.)
Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
I graduated from the University of Iowa and the University of Iowa College of law. I have since practiced
law for approximately ten years, including experience in private practice, government service and as in-
house counsel. I accordingly have experience reviewing, interpreting and applying laws and regulations.
My professional qualifications are available here: https://www.linkedin.com/in/scott-quellhorst-7091a824/
More importantly, I have a deep and abiding love for Iowa City. I grew up here, and recently chose to
return. I recognize that planning and zoning determinations often involve hard choices that require
balancing varying considerations, including the need for housing and development, and the preservation
of Iowa City's unique character. If given the opportunity to serve on the Commission, I would do my best
to make those decisions in the interest of all Iowa City residents.
What is your present knowledge of each advisory board you are interested in?
I have limited prior experience with planning and zoning, though I have reviewed the Commission's
website (including a representative sample of its prior meetings and agendas) to familiarize myself with its
work.

Experience and/or activities which you feel qualify you for this position:
I am a property owner, and have managed rental properties, renovated properties, and am concerned
about housing issues for the community as a whole as well as our student population. I am also
concerned about issues related to law enforcement, economic development, and planning/zoning. My
children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation
services offered.
