August 1, 2023 Rescind the No Right Turn on Red restrictions at the intersection of Clinton Street and Iowa Avenue Executive Summary: As directed by Title 9, Chapter 1, Section 3A of the City Code, this is to advise the City Council of the following action: Pursuant to Section 9-1-3A (9); Rescind the No Right Turn on Red restrictions for northbound motorists on Clinton Street at the intersection with Iowa Avenue and for westbound motorists on Iowa Avenue at the intersection with Clinton Street. Background / Analysis: The No Right Turn on Red restrictions are no longer needed at the intersection as the all-red pedestrian clearance interval was removed with the Clinton Street four to three lane conversion project. August 1, 2023 Establish No Right Turn on Red restrictions for Market Street and Jefferson Street. Executive Summary: As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council of the following action: Pursuant to Section 9-1-3A (9); Establish a No Right Turn on Red restriction for westbound motorists on Market Street at the intersection with Clinton Street and for eastbound motorists on Jefferson Street at the intersection with Clinton Street. Background / Analysis: This action is being taken as a required element for the installation of bicycle turn boxes at these intersections. Turn boxes allow bicyclists to position themselves during the red traffic signal phase in preparation for turns into bike lanes on adjacent streets. BIKES STOP BEHIND CROSSWALK CARS STOP BEHIND BIKE BOX On the RED traffic signal: • Cars stop behind the bike box. • Bikes enter the bike box and take the appropriate position for turning or continuing straight. When the traffic signal turns to GREEN: • Bikes enter the intersec- tion first. • Cars follow. • Bikes and cars should always signal turns and yield to pedestrians.
