Consent Calendar - Resolutions and Motions 5.a Bus Repair Services Resolution Authorizing the Procurement of Bus Repair Services Under the Bus Repair Services Contract. Comment: The City's Transit Division established a contract for Bus Repair Services with Cummins Inc. for $70,000.00 in 2021. The repair costs in fiscal year 2023 have now exceeded the $150,000.00 spending authority of the City Manager, and so requires Council approval. The Resolution provides the City Manager the authority to execute subsequent renewals and/or amendments as are reasonable and appropriate. 5.b CDBG ADA Curb Ramp 2023 Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to _ attest a contract for construction of the CDBG ADA Curb Ramp 2023 Project. Comment: Bids for this project were received on Thursday, August 3, 2023 and the following bid was received: Feldman Concrete Dyersville, IA L$ 137 408.00 Boomerang Corp. August 15, 2023 Iowa City City Council Agenda Page 3 5.c Walden Hills - Part Two Storm Sewer Resolution accepting the work for the storm sewer public improvements for 2-3 Walden Hills — Part Two, and declaring public improvements open for public access and use. Comment: This item will accept the storm sewer public improvements for Walden Hills — Part Two, generally located north of Shannon Drive and south of West High School. No other public improvements were required for this subdivision. 5.d Carson Lake Park �3a Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Shive-Hattery to provide engineering consultant services for the Study portion of the Carson Lake Park Project. Comment: This resolution will approve an agreement with Shive-Hattery for engineering services to conduct a feasibility study and begin the coordination process between City, State, and Federal jurisdictions for the Carson Lake Park Project. The project generally includes the construction of a lake (currently referred to as Carson Lake) that is part of the Southwest Planning District in which the lake would serve both stormwater management and recreational uses. The negotiated fee is $82,400 and funds are available in Account #R4403 - Carson Lake Park Project. 6. Consent Calendar- Setting Public Hearings 6.a 2023 City of Iowa City Parking Garages Maintenance and Repair Structural a3 Resolution setting a public hearing on September 5, 2023 on project manual and estimate of cost for the construction of the 2023 City of Iowa City Parking Garages Maintenance and Repair Structural Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: The project generally includes structural repair and protection improvements at the Dubuque Street and Tower Place Parking Ramps. The estimated cost for this project is $125,000 and will be funded Parking Facility Restoration Repair account #T3004. 6.b 2023 City of Iowa City Parking Garages Maintenance and Repair Mechanical Resolution setting a public hearing on September 5, 2023 on project manual and - D.30 estimate of cost for the construction of the 2023 City of Iowa City Parking Garages Maintenance and Repair Mechanical Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Currently, if a building permit is not issued within one year of an approved site plan, the applicant must reapply. The amendment extends the time a site plan is valid from one year to three years. After three years, the applicant must reapply and would be subject to any development standard(s) adopted since the original site plan approval. (Second Consideration) Ct Comment: Comment: This proposed ordinance amendment changes the criminal penalty for a simple misdemeanor ordinance violation of disorderly house from an unscheduled fine to a scheduled fine. Scheduling the fine will require an unsecured appearance bond be provided by the defendant, so that if the defendant fails to appear for trial, judgment may be entered on the bond. The matter can then be concluded on the the date set for trial instead of having a warrant issued and trial reset. The fine will increase for the first, second, and third offense. (Second Consideration) e Comment: This ordinance would add a new fee of$.16 per kilowatt hour for electric vehicle charging in public parking facilities. There are no changes proposed to the funding recommendations approved at the August 16, 2022 meeting. A public comment period began on July 29, 2023 and ends on August 15, 2023.
