Presentation and discussion of Amendments to Title 14, Zoning to improve housing choice, increase housing supply, and encourage affordability Senior Planner Russett provided a brief introduction and presented a PowerPoint presentation discussing the following: > Timeline: How we got here > Factors influencing Housing Affordability > Role of Zoning in Housing Supply and encourage affordability Urban Planner Lehman continued the PowerPoint presentation and discussed the following proposed amendments: > Proposed Amendment— 1. Increase Flexibility for range of housing types > Analysis: 1.a Allow Duplex & 2 attached units more widely in lower density single-family zones. ➢ Lots that may allow duplexes - Map > Analysis: 1.b Allow townhomes-style multi-family uses in higher density single-family zones > Analysis: 1.c Allow 2nd story multi-family more simply in certain commercial zones and enable the BOA to allow ground floor residential in commercial zones > Lots that may allow Multi-Family uses - Map > Analysis: 1.d Treat assisted group living more similarly to multi-family uses > Areas that allow Assisted Group Living uses— Map > Proposed Amendment 2. Modify Design Standards ➢ Analysis: 2.a Eliminate 2 multi-family site development standards to provide flexibility > Analysis: 2.b Adjust standards to allow duplexes and 2 attached single-family units in mid- block location without allowing garages to dominate the streetscape. ➢ Analysis: 2.c Simplify waiver for townhome-style multi-family parking setback(x2) > Proposed Amendments: 3. Provide additional flexibility to enhance supply of housing ➢ Analysis: 3.a Reduce lot sizes/width for detached and attached single-family and duplex uses in some zones ➢ Single-Family detached lots in Certain zones by conforming status—map > Analysis: 3.b Modify dimensional standards to align with existing lots and newer form-based standards, and to ensure greater consistency by use August 15, 2023 Page 2 ➢ Analysis: 3.c Increase bedroom limit for missing middle housing outside of the University Impact Area ➢ University Impact Area— Map ➢ Proposed Amendments: 4. Create regulatory incentives for affordable housing > Analysis: 4.a Create a density bonus for affordable housing units in conventional zoning districts > Analysis: 4.b Eliminate minimum parking requirements for affordable housing > Proposed Amendment: 5. Urban Planner Lehman provided additional information. Individual council members expressed their views. Action: The City Council exhibited consensus for staff to move forward with the policy consideration process. 2. Clarification of Agenda Items None. 3. Information Packet Discussion (August 3, August 101 > August 3— 1. (IP2 — Memo from Neighborhood & Development Services Director: 2022 Neighborhood & Development Services Annual Report) Councilor Bergus recommended Councilors revisit this memo after today's Title 14 presentation. ➢ August 10 1. (IP5 — Memo from Assistant City Manager: 2023-2024 Bow Hunt Program Update) Assistant City Attorney Dulek summarized the memorandum and asked for Council direction. Individual Council members asked questions and expressed their views. Dulek provided additional information. Action: The City Council would like to amend the current urban bow hunt rules to allow specified publicly owned lands (City-owned Covered Wagon parcel) and a public notification component and illustrations that show allowable hunting areas with access points for hunting as opposed to just maps of the boundaries without separation distances from residential areas. Staff will prepare a resolution amending the urban bow hunt rules for consideration at an upcoming City Council meeting. August 15, 2023 Page 3 4. University of Iowa Student Government (USG) Updates. Noah LeFevre, USG Liaison, and Matthew Monsivais, USG Alternate Liaison presented updates. 5. Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees. Adjourn 5:19 p.m.
