NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
COMMUNITY POLICE REVIEW BOARD
One Vacancy: Unexpired Term
Upon appointment — June 30, 2026
• Duties of the Community Police Review Board include: Reviewing Police Department
investigations into allegations of misconduct lodged against police officers; conducting further
investigation of the complaint when the Board deems it necessary, and issuing a public report
which explains why and the extent to which the complaint is sustained or not sustained;
• Maintaining a central registry of complaints against sworn police officers and issuing annual
reports regarding the disposition of the complaints to the City Council;
• Reviewing police policies and practices from time -to -time and recommending changes to the
City Council when the Board deems it appropriate.
• The Community Police Review Board meets the second Tuesday of each month at 5:30 p.m.
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live
in Iowa City. The City Iowa City encourages diversity in the appointment of citizens to boards and
commissions.
Applications must be received by 5:00 p.m., Tuesday, August 29, 2023. An application can be
completed and submitted on the City of Iowa City website at www.icgov.org or by contacting the City
Clerk's office.

I have served as a city council member for 5 years previously in Marion, IA. I stepped down from that role
because I moved to IC. I also have several years of experience managing in higher education and I am a
veteran of the US Air Force.
What is your present knowledge of each advisory board you are interested in?
I have reviewed several of the previous agendas and also spent time understanding the recent strategic
plan set by the council in Iowa City. My knowledge of how city government works and my desire to serve
my community have brought me to applying for one of the open boards/commissions. I don't come with a
personal agenda - I am committed to serving the larger IC community.

The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision-making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally—assisted activity, or have a financial interest in any contract, subcontract, or agreement

Experience and/or activities which you feel qualify you for this position
As a public defender I work with individuals accused of wrong doing and work to ensure that their due
process rights are followed. As part of my work I also participate in fact-finding investigations. I feel my
work as a public defender would bring a unique perspective to the board in working to make sure that
allegations of misconduct are properly addressed and that investigations are properly conducted. I
previously served as a City Commissioner in Dubuque from 2016-2018.
What is your present knowledge of each advisory board you are interested in?
My understanding of the CPRB is that it investigates complaints and ensures that investigations into police
misconduct by the Iowa City Police Department are properly conducted in a fair manner. In addition, my
understanding is that the CPRB reviews police policies, procedures, and practices, and may recommend
modifications to them to the City Council. I would like to serve on this commission for two reasons. First, I
want to be involved in my community in some form of civic engagement. Second, I feel strongly about
ensuring that we have a police force with community oversight and accountability to ensure public trust
and safety.

Human Rights" course. Although I do not have a thorough understanding of the work that each commission has
done, I am eager and willing to put in the work to establish that knowledge.

I am getting ready to complete Johnson County Community Police Academy and have a master's in
criminal justice in addition to my master's in social work. Additionally, I have worked on many policies in
enhancing care for individuals within a hospital system. I also have experience in public relations and

I worked for the Iowa City Police Department for -22 years. I am knowledgeable in the policies,
organizations structure, and operations of the department.
What is your present knowledge of each advisory board you are interested in?
I have attended and continue to attend many of the CPRB meetings. I understand the board reviews
policies, makes recommendation for policy changes, accepts complaints from the public, and reviews the
Chief's investigation and findings of those complaints.
Potential Conflicts of Interest

potential conflict of interest. The following describe some but not all potential conflicts.
The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision-making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally -assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.

the City of Iowa City. I am majority owner of LENT, LLC (dba Latent Wireless) which licenses software to
the Iowa City Police Department.
Res. #15-300 states that each application for reappointment to a City Board or Commission will be
considered without regard to incumbency. If reappointed, an individual would be limited to one
reappointment to a full term in order to increase the opportunities for new applicants to serve.

I am a property owner, and have managed rental properties, renovated properties, and am concerned
about housing issues for the community as a whole as well as our student population. I am also
concerned about issues related to law enforcement, economic development, and planning/zoning. My
children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation
services offered. I am a foster parent, and am concerned about "at -risk" youth in our community. I moved
to Iowa City in 2007, and would like to become more involved in its civic components. I am a problem -
solver and am able to appreciate the complexity of a situation, identify key aspects of a problem, and
develop innovative solutions to a problem.

I have owned rental property in Iowa City (as well as in Florida) and am in the process of selling my Iowa
City rental property. I run a small business where I develop web sites, write software, and create games.
My main employment is through the University of Iowa, where I teach math and computer science, and
engage in outreach activities related to robot theater.

Hello Stefanie,
I am writing to formally notify you that I am resigning as a board member of the Iowa City Human Rights Commission.
Due to a sudden change in family health circumstances, I am expected to travel internationally on a frequent basis
on top of other additional duties, making me feel that I am no longer capable of serving on the HRC at the level that I
would like to.
Thank you so much for the opportunity to work with you and all the commissioners for the past 8 months. I hope I will
be able to serve our community in the future when circumstances allow.
