1. Joint Meeting with the Airport Commission to discuss new Airport Strategic Plan
Michael Tharp, Airport Manager provided Council with brief introduction and introduced
Commissioners present. Airport Commission Secretary Lawrence gave a presentation to Council
discussing the following:
➢ Vision & Mission Statement
➢ Goals & Strategies
➢ Goal #1- Increase the community's use and understanding of the Airport.
➢ Goal #2 — Develop Airport infrastructure to support growing Airport uses.
➢ Goal #3 —Continue to develop funding mechanisms for Airport operations, improvements,
and maintenance.
➢ Goal #4—Sustain strong communication and collaboration with the City Council, City
Administration, and other City Departments.
Airport Manager Tharp provided additional information. Individual Council members asked
questions.
2. 2023 Capital Improvements Project Updates
Parks & Recreation Director Seydell Johnson presented a PowerPoint on the following information:
➢ Hickory Hill Park
➢ Happy Hallow Park
➢ Hunter's Run Park
➢ Willow Creek Trail Replacement
➢ Tennis Court/Pickle Ball Court Renovation
➢ Mercer Park Ball Diamonds
➢ Kiwanis Park Playground/Shelter Construction
➢ City Park Pool Replacement
Parks & Recreation Director provided additional information and answered Council questions.

Senior Engineer Havel presented a PowerPoint on the following public works capital improvement
projects:
➢ 2023 Pavement Rehab (Asphalt& PCC)
➢ Rohret South Sewer
➢ Highway 6 Trail (Fairmeadows to Heinz Blvd)
➢ Riverside Drive Pedestrian Path
➢ Rochester Avenue Reconstruction
➢ Fairchild Street Reconstruction
➢ American Legion Road Reconstruction
➢ Benton Street Rehab
➢ Dubuque Street Reconstruction
➢ Court Street Reconstruction
➢ North Gilbert Street Reconstruction
➢ Gilbert Street Bridge Replacement
Individual Council members expressed their views.
3. Clarification of Aaenda Items

4. Information Packet Discussion [September 7 September 14

➢ September 14
1. (IPS: Memo from City Clerk: Listening Post Update) City Clerk asked Coucnilors for
volunteers for the November Listening Post. Mayor Teague and Councilor Harmsen
volunteered and agreed to hold it at the Senior Center. Councilors discussed having
the next listening post at a location for youth.
Action: Staff will follow-up with Councilors Teague and Harmsen to schedule a
November Listening Post at the Senior Center. It was noted that a Listening Post
targeting youth may be worth considering in the future (UAY, Dream City, NCJC, etc.)
2. (IP4: Pending City Council Work Session Topics) Councilor Thomas confirmed the
traffic safety topic was what he requested. City Manager Fruin provided additional
information on the future work session discussion and staff presentation.
Action: Staff will schedule a meeting with Councilor Thomas and MPO staff to prepare
for the October 3'd work session on Traffic Safety.
3. (IP6: National Association of Counties Housing Solution report for Johnson County)
Councilor Bergus and Harmsen noted the report and the amount of helpful
information it contained.
S. University of Iowa Student Government (USG) Updates.
Noah LeFevre, USG Liaison, and Matthew Monsivais, USG Alternate Liaison presented updates.
6. Council updates on assigned boards commissions and committees
Council members reported on various assigned boards, commissions, and committees.
