6. Consent Calendar - Setting Public Hearings
6.a Zoning Code Amendment - Accessory dwelling units to improve housing
choice, supply and affordability
Motion to set a public hearing for November 6, 2023 on an ordinance amending
Title 14, Zoning Code, to improve housing choice, increase housing supply, and
encourage housing affordability by adjusting standards for Accessory
Apartments. (REZ23-0001)
Comment: The proposed amendment would adjust standards for ADUs to provide
additional flexibility and enhance the supply of housing. At the Planning and
Zoning Commission meeting on October 4th, staff recommended several
modifications to the City's accessory apartment standards. These changes
included, but are not limited to, removing the requirement for on-site parking,
allowing accessory apartments in all zones that allow single-family uses,
increasing the size of the accessory apartment, providing design flexibility, and
removing the owner -occupancy requirement. Staff also recommended changing
the phrase "accessory apartment" to "Accessory Dwelling Unit (ADU)". By a vote of
4-3 (Craig, Padron, and Quellhorst dissenting), the Commission recommended
approval of the Staffs proposed amendments except the proposal to eliminate the
owner -occupancy requirement.
6.b Wastewater Treatment Facility Improvements
Resolution setting a public hearing on November 6, 2023 on project manual
and estimate of cost for the construction of the Wastewater Treatment Facility
Improvements Project, directing City Clerk to publish notice of said hearing, and
directing the City Engineer to place said project manual on file for public
inspection.
Comment: This project will incorporate three capital improvement projects into one
construction contract including: influent flow monitoring, grit classifiers, and
biosolids conveyor improvements. The estimated cost of construction is
$1,350,000 and funds are available in Account #V3175 — Wastewater Treatment
Facility Improvements 2022.
6.c Sale of 2129 Taylor Drive
Resolution setting a public hearing for November 6, 2023, on a proposal to
convey a single-family home located at 2129 Taylor Drive.
Comment: The South District Program is an effort by the City to encourage
homeownership and reinvestment in designated neighborhoods. The City
purchased a duplex at 2129-2131 Taylor Drive, rehabilitated it, converted it to a
2 -unit condominium, and has received an offer from an income -eligible family to
buy the unit at 2129 Taylor Drive for $147,600.

Comment: The proposed ordinance amendment will amend the City Code to
promote the removal of lead and galvanized iron contaminated by lead from
water service lines connected to the potable water system by prohibiting the
repair of lead service lines and requiring full replacement of lead service lines
when they develop a leak or other defect.

10.c Approval of the PRO Housing Grant Application
Resolution approving Iowa City's Pathways to Removing Obstacles to
Housing (PRO Housing) grant application to help address barriers leading to
the acute scarcity of affordable housing in Iowa City.
Comment: The Department of Neighborhood and Development Services (NDS)
intends on applying for $5.6 million in PRO Housing grant funds to address a
critical issue within our community — the acute scarcity of affordable housing.
These funds would empower the City to undertake activities which will remove
barriers to affordable housing, increase housing production, and lower housing
costs for families over the long-term. In order to apply for funds, City Council
must approve the PRO Housing Grant Application. Staff is also requesting
approval of $2.85 million in funding as leverage for the application.

Comment: At its gust 2 meeting, the tanning and Zoning Commission
recommended a proval of REZ23-0041 b a vote of 5-0 with the exception of the
proposed ame dments related to accessor partments, which they voted to defer.
The propose amendments would increase fl ibility for a range of housing types
to facilitate averse housing choices, modify des n standards to reduce the cost of
constructi while creating attractive and pedestn n -friendly neighborhoods, and
provide ditional flexibility through dimensional sta dards to enhance the supply
of hou ' g. The proposed amendments also create r ulatory incentives for
afford ble housing to encourage income -restricted uni throughout the community
and ddress fair housing concerns to help support a ran a of living situations and

Comment: The Departent o Neighborhood and Development Services (NDS)
intends on applying for $ inion in PRO Housing grant funds to address a
critical issue within our co unity — the acute scarcity of affordable housing.
These funds would emp a the City to undertake activities which will remove
barriers to affordable h using, ' crease housing production, and lower housing
costs for families ove the long -t m. In order to apply for funds, City Council must
approve the PRO using Grant plication. Staff is also requesting approval of
