Iowa City-appointed members of boards and commissions must be at least 18 years of age and live in Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and commissions. When possible, Council will appoint persons with expertise in construction and/or finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating Board. I stepped down from that role because I moved to IC. I also have several years of experience managing in higher education and I am a veteran of the US Air Force. I have reviewed several of the previous agendas and also spent time understanding the recent strategic plan set by the council in Iowa City. My knowledge of how city government works and my desire to serve my community have brought me to applying for one of the open boards/commissions. I enrolled at the University of Iowa in 2019 and quickly became engaged in the community by volunteering for both student organizations and local not-for-profits.The more involved I became,the more Iowa City has felt like home. In the process of adjusting to the city, I learned some harsh realities as my friends and I struggled to attain affordable,quality housing with responsible landlords—things that are in far too short of a supply for a community as large as ours.All of my adult life I have lived paycheck to paycheck,always having to worry about bills and choosing what to give up in order to afford the bare essentials as many young residents of our community have to do. During the 2020 presidential caucuses, I knocked doors in every nook and cranny of the city I would not have otherwise seen. I was able to talk to people from all walks of life and hear their concerns directly.The most impactful of these was when I canvassed a local mismanaged trailer park,a place too often ignored. It was a grim reminder of the impoverished experiences my rural friends and I had to endure growing up. I felt a need to get more involved in the community to address these experiences of poverty. Building off of my experiences from the presidential caucuses, I attempted to organize with my friends and fellow community members. I decided to rally folks around labor issues at the university and in the local community, which led to my founding of the student organization Hawks'Union at the University of Iowa. I built the organization's structure through its founding documents and have served as co-chair managing leadership development,finances,and event organization. I helped lead an incredible team of students to create a productive community space where people of all backgrounds and ideologies could discuss our shared grievances and have fun doing it.Our organization has hosted educational events to teach students and non- university affiliated members of the community alike about their rights as workers by connecting with important local activists and labor leaders,something we feel is critical for students to be aware of as many head out into the world for the first time. I feel my past leadership experience and passion for bringing people together around shared issues would be extremely beneficial to the Housing and Community Development Commission.More experiences of young residents/renters living paycheck to paycheck in Iowa City need to be incorporated into city structures and decision making while also paying close attention to the experiences of those who have lived in Iowa City the longest under financial strain. The Housing and Community Development Commission serves the community by making recommendations to city council in the areas of affordable/public housing and community development.The commission seeks to meet the needs of low and middle income residents and recommend changes to the Iowa City Housing Code. There are many restrictions placed on the city by state code preemptions that disallowing the city from implementing experimental and potentially beneficial policies that many community members yearn for.The city, however,still has many powers and financial levers at its disposal.The Commission which the commission does the critical first steps of public involvement and recommends spending to various programs and City partners.Of particular note and interest is the Commissions responsibility for recommendations of distribution of grants to local non-profits that support the City's work in affordable housing and neighborhood development initiatives. I am also concerned about issues related to law enforcement, economic development, and planning/zoning. My children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation services offered. I am a foster parent, and am concerned about"at-risk" youth in our community. I moved to Iowa City in 2007, and would like to become more involved in its civic components. I run a small business where I develop web sites, write software, and create games. Interests & Experiences Viana Qadoura Experience and/or activities which you feel qualify you for this position: I have been advocating and fighting for the rights of minority students, especially Muslims, since 2005 when my children started attending schools in a small, conservative, Christian town in Iowa. Resources were denied and my efforts weren't welcomed by those in office due to my religion and to the headscarf I wore. Both the school's board members and the community around us wasn't tolerant nor helpful in aiding and supporting minorities which forced me to acquire tools that I could use to do so myself. I began with letters to the editors at the local newspaper, started purchasing and donating to the District bias-free books that represented Muslims as who they are and not what they were defined by others as, and I held multiple meetings with the Superintendent and school principles on many occasions to address the bigotry of the educators, the need to diversify the staff within the district, and the injustice that included some threats towards me and my family. I fought to include my identity on behalf of my children in the public schools by volunteering and doing various things which includes but is not limited to: reading stories, sharing Palestinian/Arab culture during school sponsored events, celebrating our holidays with others, and giving lectures to High School students addressing microaggression, biases, and shedding light on Muslim's true reality which was a total contradiction to what they had been taught so far. Moving forward to 2015, 1 came to Iowa City and saw that regardless of the diverse atmosphere of the city and the large Muslim community here, our youth -especially the Muslim girls -are still struggling, parents are helpless, and the voices of those who are seeking justice, tolerance, and respect are neither loud enough nor brave enough to be heard and responded to. I couldn't help but start the cycle again, and I put myself out there even more adamantly to better and save our youth and community. In 2018 1 initiated the Mariam Girls' Club (MGC)for Muslim young ladies with the aim being to to connect, unite, and empower them. The Club is a haven for our girls which allows and gives them the room to speak freely, to share their trouble, to connect with each other, and to feel the essence of belonging and giving. This club is set to empower young girls and to show them that they can maintain a dual identity while living in the United States. Fostering the feelings of camaraderie and support is a major aspect that we work on. MGC is here to tell our girls that we hear them, we love them,we will always be here for them, and we will grow with them. Besides MGC, I have devoted the last few years to serving the needs of the students at AI-Iman Weekend School at the Iowa City Mosque. While teaching and carrying out many responsibilities, I simultaneously advanced and prepared an Islamic Studies curriculum that suits the children's age groups, and I initiated the AI-Iman Library which provides the children with what they need and with what is clearly missing from public schools and libraries:books that represent them within the pages. Through the years, I have been donating books to various agencies, and I have been at the forefront in supporting our children in all grade levels throughout the district. I have also been organizing and hosting fun social events for the AI-Iman School since 2018 and have since become the school's official extracurricular activities organizer. As of January 23, 1 was appointed as the Head of the Social Events Committee at Al- lman Center and have since organized by far one of the largest Holiday Prayer Congregation and celebrations for our Muslim community in Iowa City and the neighboring areas. The privilege of being born and raised in the beloved Holy Land -where our basic human rights were and still are denied by the atrocity of the occupation -obligates me to advocate for the voiceless, and it demands me to lay the groundwork to support others. So much work has yet to be done, and I refuse to be a bystander or to watch the daunting principles of assimilation and submission take over our humanity while plunging this nation into chaos. I am hoping that my work continues to shed light on the importance of co-existing without being forced to relinquish our spiritual and ethical principles or to fear repercussions and worry about being silenced. The Human Rights Commission's recommendation to the City Council regarding the Racial Equity and Social Justice Grant funding and the Youth Human Rights Awards are two things that I was introduced to and became familiar with. I might not know much about the details of the work that this Commission has accomplished or initiated, but from what I do know, I am confident that this is a great group of people with like-minded principles that will tirelessly advocate for human and civil rights.
