NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be
held by the City Council of Iowa City, Iowa, at
which time the Council will consider:
An ordinance amending Title 14, Zoning to
reduce the maximum allowable height in the
Neighborhood Stabilization Residential
(RNS-12) zone from thirty-five (35) feet to
twenty-seven (27) feet for single-family and
duplex uses. (REZ23-0005)
Said public hearing will be held at 6:00 p.m. on the
21It of November 2023, in Emma J. Harvat Hall at
City Hall, 410 E. Washington St., in said city, or if
said meeting is cancelled, at the next meeting of
the City Council thereafter as posted by the City
Clerk.
Copies of proposed ordinances and resolutions
are on file for public examination in the office of the
City Clerk, City Hall, Iowa City, Iowa. Persons
wishing to make their views known for Council
consideration are encouraged to appear at the
above -mentioned time and place. Copies may

REZ23-0005
Ordinance amending Title 14, Zoning to reduce the maximum allowable
height in the Neighborhood Stabilization Residential (RNS-12) zone
from thirty-five (35) feet to twenty-seven (27) feet for single-family and
duplex uses. (Public hearing & First Consideration)
Background
• June 6:
• Council directed staff to prioritize the review of a change in the reduction in the
maximum allowable height from 35' to 27' in the RNS-12 zone
• August 16:
• NNA requested to reduce height to 27' for only single-family and duplex
structures
• Commission deferred item to Oct 18 and requested staff meet with NNA again
*September 6: Staff met with the NNA
• 35' height max acts as a financial incentive for investors to demolish older,
affordable, owner-occupied structures
• 35' height max encourages redevelopment of out-of-scale buildings that harm
neighboring properties, example provided was the single-family home proposed
at 319 N. Van Buren St
• Requested a reduction in height to 27' for only new single-family and duplex
structures
* Request being reviewed and analyzed by staff has continued to change
throughout this process
History of RNS- 12 Zone
• In 1992, a project was proposed to add more than one residential
structure to a single lot in an RM-12 zone.
• Owners of nearby properties petitioned Council due to concerns that
allowing more than one residential structure per lot in RM-12 zones
would be out of character with the existing neighborhood .
• In 1993, City Council adopted the RNS-12 zone to preserve single-
family character and prevent new multi-family residential development.

•The current height limitation is consistent with other single-family residential
zones.
•75% of the properties zoned RNS-12 are located within a Historic or
Conservation District Overlay zone, which ensure new structures are not out of
scale with the surrounding neighborhood.
•Since 1992 there have been 17 residential demolitions in the RNS-12 zone:
Six of which occurred prior to the land being rezoned to RNS-12.
9 or 11 of the new buildings were 27' or less, which suggests the height limit
does not act as an incentive to redevelop

At the Planning and Zoning Commission meeting on October 18, a motion
was made to maintain the current 35' height maximum . The motion
passed; and therefore, the Commission recommended denial of the
proposed amendment to reduce the maximum allowable height to 27' in
the RNS-12 zone.

TRC Charges in Resolution No . 20 - 228
Fact-Finding.The TRC shall collect evidence, including first-hand testimony, of discrimination and racial injustice in th multiple settings
and compile a complete record of racial injustices that will inform and support the fundamental institutional and policy reforms
necessary to address systemic racism.
Truth-Telling.The TRC shall: 1) Provide multiple fora and creative opportunities for persons impacted and traumatized by racial
injustice to share their stories of racial injustice and experiences to be heard by: (a)fellow communities of color; (b) abroad cross
section of the entire Iowa City community;and (c) key decision-makers in city government,the business community and the
University;2) Explore ways to provide such opportunities through art, music,theater, workshops,rallies and other forms of
congregation,multimedia and listening designed to reveal truths that cannot be fully expressed in traditional fora;and 3) Create a
repository for community stories expressed in multiple media (written, video,audio,art)that can be catalogued and used to educate
and inform members of the community.
Reconciliation.The TRC shall: 1) Provide opportunity for and facilitate direct conversation among and between community members
of color,white community members and representatives of various sectors in which people of color experience discrimination and
injustice (e.g. police and protesters, landlords and tenants,students and teachers,patients and healthcare providers,business owners
and staff);2) Create a replicable model that provides a structure for enabling these conversations throughout the city;3) Made
LitVavailable opportunities for a broad cross section of the community to learn about discrimination and racial injustice in our community;
4) Identify and recommend to the City Council institutional and policy reforms,new social practices,expectations,protocols,
its, rituals, conversations and celebrations that will move Iowa City toward a shared experience of race and difference,justice and

Each of the facilitator organizations introduced the basic
elements of their work with the commission, linked to the
three areas under the mandate.
The sessions included reviewing comparative experiences
of truth commissions around the world and in the U5.
The discussion identified the need to hold the members of
the commission in a safe space, since they themselves have
been exposed to the harm caused by racial injustice and
historical trauma.
