Summary of Minutes
November 21, 2023
Iowa City City Council special formal meeting, 4:00 p.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Salih, Taylor, Teague, Thomas. Staff members
present: Fruin, Goers, Grace. Unless otherwise noted, all actions were affirmative and
unanimous.
Moved by Taylor, seconded by Salih, to adjourn to executive session to discuss as a
public employer, strategy regarding collective bargaining with city employee organizations,
as such discussion is exempt from the provisions of Iowa Code Chapter 21. The Mayor
declared the motion carried and adjourned into executive session 4:01 p.m.
Council returned to open session 5:25 p.m.
