Executive Summary:
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City
Council of the following action. Pursuant to Section 9-1-A(10); expand the existing "No
Parking Corner to Here" prohibition on the west side of Morningside Drive, near the Court
Street intersection, approximately 50 feet.
Background /Analysis:
This action is being taken in order to facilitate adequate traffic flow at the intersection of
Morningside Drive and Court Street. Iowa City Transit buses and school buses are having
difficulty entering and exiting Morningside Drive at Court Street due to the position of parked
cars.

2023 Dual Extraction System Expansion
Competitive quotations for the 2023 Dual Extraction System Expansion Project were opened on
September 21, 2023 and the following quote was received:
Connolly Construction Peosta, IA $ 91,485.00
Engineer's Estimate $ 115,000.00
The project involves the installation of piping and appurtenances to convert and connect two
existing gas extraction wells to the Landfill Dual Extraction System. Public Works and
Engineering recommended, and the City Manager awarded, the contract to Connolly
Construction of Peosta, Iowa. The project will be funded through Account #L3344 — RCM
Landfill Gas Infrastructure Exp.
