One two-year, two three-year, and two four-year terms for initial appointments; four-year terms thereafter, all expiring on September 1.

Duties
To review Police Department investigations into allegations of misconduct lodged against police officers, conduct further investigation of the complaint when the Board deems it necessary, and issue a public report which explains why and the extent to which the complaint is sustained or not sustained; maintain a central registry of complaints against sworn police officers and issue annual reports regarding the disposition of the complaints to the City Council; review police policies and practices from time-to-time and recommend changes to the City Council.
