This aroa has experiencod flooding IInd tratfic probloms in tho past. Traffic studioB Boom to indicato that it is not a problom, I cannot agroo with that summation. Turning onto and otf ot Dubuque Street is difficult and dangerous at cortain times of tho day in normal daily liVIng patterns and is compoundod on football and baskotball game days and many of tho lIanchor functlono. Flooding is a prOblem, to wit, as I came south on Dubuque Street to attond tho moeting of 8/14/89 thero was A man on the median in rain slickor and knee boots directing traffic through tho east lanos pt Dubuque Stroet because tho pavement was undor muddy I swirling water. I am opposed to the proposed subdivision called Greek Place. It does not fit a low density Bingle Camily residential area. Even though I live severnl blockn north of the traternitleB on Dubuquo Stroet I somotimes hear the noiso from groups cOllocting and I tind it very repulsivo to drive down Dubuque Street on Sunday mornings and see all the litter trom the Saturday night parties. Recently my soven year old grandson pointod out the litter ot paper and styrotoam cups extending beyond Gloria Doi Church. Heedless to say, we didn't got a chance to bid. The Group spent soveral hundred dollars en lawyers to get a non.proflt status. Unfortunately, before wo got the status tho land went up for salel thereforo we could not solicit funds throughout tho city. We did tho best we could. We made a valiant effort financially and physically. , As to the status of the land today, I fool every warning from all the experts that were brought bofore the Planning and Zoning Commission wore blatantly Ignored. Instead of fewer houses I the developer Is planning double the number of houses planned by Glasgow. How Is this posstble when the Planning Department recommends down zoning of the entire peninsula area? The Planning Commission delayed voting on down zoning until after the Idyllwlld Subdivision was approved thereby giving Hr. Oaks 0 go.ahead on RS.8 density. /low unfair. lie asked tllllO and tflll8 again why the zoning was not voted on before the plot was approved. We worn told It was the Commission right to dotenAlne when Items wore voted upon. Isn't this strange? IIho profits from the delay In zone voting. Then the Commission decided to spot zone the orca. Throwing the citizens 0 bone of environmental enticement. They were going to consider making the IIet Land 0 Park. this Is ridiculous because Wet Lands are not for peoplo. The IIet Lands are for flora, fauna, birds and animals. Peeple are tho least desirable occupants as visitors to a wot land area. In order to sensibly make the area along the river Into a true Wet Land, the Taft Speedway road must either be left os It Is or be raised on pile driven supports to allow free flow of water on both sides of the road. The Glasgow property must be cleared of fill. As It Is, It Is 0 damn blocking free flow of wator. Please get advice on this. Ho one has given creative thought to treating the road os a ratsed or elevated street. No one has thought about making a frontage road to alleviate the traffic prOblem which would be created by developing the peninsula area. This prOblem has not been addressed. Only one man will benefit from these recommendations while the entire citizenry of lova City viII suffer. Until more study has been done concerning the best development of the peninsula area do not rush Into an affirmative vote on any of these recommendations. You would not be penaliZing the developer.
